SPECIAL CHANHASSEN CITY COUNCIL MEETING JULY 31, 1978
Mayor Hobbs called the meeting to order at 8:00 p.m. with the following
members present: Councilmen Pearson, Neve au x , and Geving. Councilman
Waritz came at 8:15 p.m.
FISCAL AGENT - 1978: Councilman Neveaux moved that the firm of Juran
and Moody be designated Fiscal Agent for 1978;,and.ask Bob Sander to be
the representative. Motion seconded by Councilman Geving. The following
voted in favor: Mayor Hobbs, Councilmen Pearson, Neveaux, and Geving.
No negative votes. Motion carried.
MINUTES: Councilman Pearson moved to approv~ the July 10, 1978, Council
minutes. Motion seconded by Councilman Geving. The following voted in
favor: Mayor Hobbs, Councilmen Pearson, Neveaux, Waritz, and Geving. No
negative votes. Motion carried.
Councilman Neveaux moved to note the July 12, 1978, Planning Commission
minutes. Motion seconded by Councilman Geving. The following voted in
favor: Mayor Hobbs, Councilmen Pearson, Neveaux, Waritz, and Geving.
No negative votes. Motion carried.
Councilman Geving moved to note the June 6, 1978, Park and
Commission minutes. Motion seconded by Councilman Waritz.
voted in favor: Mayor Hobbs, Councilmen Pearson, Neveaux,
Geving. No negative votes. Motion carried.
Recreation
The following
Waritz, and
Councilman Pearson moved to note the June 6, 1978, Community Facilities
Study Committee minutes. Motion seconded by Councilman Neveaux. The
following voted in favor: Mayor Hobbs, Councilmen Pearson, Neveaux,
Waritz, and Geving. No negative votes. Motion carried.
PARK FEE FOR COMMERCIAL PROPERTY: Council members and Park and Recreation
Commission representatives generally discussed a proposed. ordinance
amendment requiring commercial and industrial properties to pay a park
fee at time of platting or building permit application.

APPROVE WAGE SCALE - TWO VACANT POSITIONS: Councilman Geving moved to
adopt a salary of $1,000 per month for the vacant utility operator's
position. Motion seconded by Councilman Neveaux. The following voted
in favor: Mayor Hobbs, Councilmen Pearson, Neveaux, Geving, and Waritz.
No negative votes. Motion carried.
Councilman Neveaux moved to adopt a salary of $700.00 per month for the
vacant account clerk's position. Motion seconded by Councilman Waritz.
The following voted in favor: Mayor Hobbs, Councilmen Pearson, Neveaux,
Waritz, and Geving. No negative votes. Motion carried.
CITY SIGN: The Mayor noted that the community entrance sign has been
installed at the intersection of Highways 5 and 101 and asked that the
size of the lettering be verified.
CONSENT AGENDA: Mayor Hobbs asked if any Council member wished to
discuss any items on the consent agenda. It was requested that item d,
official meeting place, &e discussed separately. As no additional
comments were received, Councilman Waritz moved to approve the following
items pursuant to the City Manager's recommendations:
a. Set public hearing date for partial vacation of Hawthorne Road -
August 21, 1978.

b. Public improvement projects - status report.
c. Flood Insurance Meeting date - August 21, 1978, at 7:00 p.m. I
e. Auditing Services - 1978 - Accepted M. J. Long proposal.
f. Set Special Assessment Hearing Dates - The following special
assessment hearing dates were established:
Lake Riley Sewer Improvement Project - August 28, 1978.
Erie, Chan View & West 77th Street Improvement - August 28, 1978.
West 79th Street Watermain & Street Improvement - August 28, 1978.
Diseased Tree Removal - September 11, 1978.
g. Levy Limit Appeal - Council action required if appeal of state
decision regarding levy limits for City/County is to be initiated.
The City Manager favors principal of appeal, but benefits versus
liabilities marginal. Appeal no longer necessary for increase in
levy for police given overriding approval by voters - only question
remaining would be impact on county if appeal sustained. After
discussion general support of initiating the appeal process did not
appear warranted.
Motion seconded by Councilman Geving. The following voted in favor:
Mayor Hobbs, Councilmen Pearson, Neveaux, Waritz, and Geving. No
negative votes. Motion carried.
OFFICIAL MEETING PLACE: Mayor Hobbs will discuss problems and possible
solutions with the fire department.
Councilman Neveaux moved to adjourn. Motion seconded by Councilman
Pearson. The following voted in favor: Mayor Hobbs, Councilmen
Pearson, Neveaux, Geving, and Waritz. No negative votes. Meeting I
adjourned at 10:15 p.m.
