Cinema Marquee Sign and Chasing or Blinldng Lights
Mr. Bob Copeland has made several marquee sign proposals to the City, none of which met the
ordinance requirements. Under the sign criteria for the Entertainment Center, the theater was
pennitted a Plexiglas marquee sign to display current and/or coming attractions, ratings and
show times, and dates. The applicant wishes to incorporate the name of the theater into the
marquee sign which is a panel sign with a flat surface. The ordinance prohibits panel signs. The
last sign proposed by the applicant met the temporary individual letters portion of the sign
criteria. The segments that were questioned were the sides with the shooting stars and the
area that spells CHANHASSEN CINEMA. Color was proposed to be introduced by adhering
a translucent colored vinyl to the back of the Plexiglas sign. The sign was proposed to be
backlit by a fluorescent light. The sides were flat (non-channeled letters) which is not
permitted by ordinance. Staff recommended the applicant raise the letters and the shooting
stars by 3 or 4 inches which would have given the sign some dimension.
Councilman Mark Senn provided staff with alternative marquee sign designs (copies attached)
to provide some guidelines and introduce other options. The "STATE" sign is the most similar
to what the applicant is proposing. It also reflects changes that staff has recommended in the
past. It has three faces that advertise the feature as well as the name of the theater. The
"STATE" letters are 5" wide, backlit, channeled letters whiJe the featured play is advertised on
the sides in changeable letters. There are two to three neon light ftames around the sign as well
as chasing lights. Through previous discussions, the City CounciJ found the introduction of
chasing lights an acceptable proposal. Staff recommends the incorporation of these elements
into a sign. They provide an attractive and festive look. Technically, this is a variance to the
sign ordinance and should go through the variance procedure.
RECOMMENDATION
Staff recommends the City CounciJ direct the applicant to provide a design that incorporates
raised channeled letters for the name of the theater and the shooting stars, and areas to display
current and/or coming attractions, ratings and show times, and dates. This action requires the
applicant to apply for a variance.
