Approve Feasibility Report for Stone Creek Drive Improvements (North
of Coulter Boulevard) - Project No. 98-15
This is the public hearing on the feasibility report for the Stone Creek Drive
Improvements, Project No. 98-15. This proposed improvement project was petitioned for
by Bluff Creek Partners and Family of Christ Lutheran Church.
The primary project elements consist of construction of a 36-foot wide commercial street,
storm sewer, watermain and sanitary sewer improvements which are outlined in detail on
Pages 1 and 2 of the report. The feasibility report includes a detailed cost estimate and
proposed preliminary assessment and construction schedules. The total project cost is
estimated to be approximately $312,000 and is proposed to be financed 100% by
assessments to the benefiting property owners. This project is considered feasible from
both an engineering and financial standpoint.
As required by law, notification has been made to both property owners proposed to
specially assessed and puNication of the public hearing has been made in the Chanhassen
Villager newspaper. Along with the hearing notification, both property ownem have been
mailed a copy of the feasibility report. The project engineer, Mr. Phil Gravel of
Bonestroo, Rosene, Anderlik & Associates, will be present at the public hearing to provide
a presentation of this feasibility report and to respond to any pertinent questions which
may arise.
If, at the close of the punic heating, there are no relevant questions or concerns which
require further investigation, it is recommended that the City Council formally approve the
feasibility report dated February, 1999 (revised March 8, 1999) for the Stone Creek Drive
Improvements, Project No. 98-15. It is staff's intent to request authorization to prepare
plans and specifications at the April 12, 1999 regular City Council meeting.

Dear Mayor and Councilmembers:
At the October 26, 1998 meeting, the City Council authorized a Feasibility Report for the municipal
improvements for part of Stone Creek Drive north of Coulter Boulevard. The Council action was
the result of a petition from the two adjacent property owners. This letter/report serves as a
Feasibility report for the project under the requirements of a Chapter 429 Public Improvement
Project.
The proposed Bluff Creek Corporate Center development consists of a lot for Family of Christ
Lutheran Church and a remaining industrial Outlot. A copy of the preliminary plat for the
development is attached. Provisions for the development were included with the improvement of
Coulter Boulevard under City Project 93-36.
DISCUSSION
Specific design elements for the proposed project include:
Sanitary Sewer. Trunk Sanitary Sewer for the site was installed as part of Project 97-
17B and is located along the west edge of the development. As part oftkis project, it is
proposed to construct sanitary sewer from the existing trunk sewer eastward along the
north side of Outlot A (church site) to Stone Creek Drive, and then southward
approximately 220 ~eet in the Stone Creek Drive right-of-way. The proposed sanitary
sewer will provide service to Outlot A and stubs to the north and east portions of the site.

Water Main. Water service will be provided by extending an 8-inch diameter water
main northward from Coulter Boulevard. Two 8-inch diameter stubs will be provided
to the lots on the east and west. Two fire hydrants will be placed along the east side of
the road.
Storm Sewer. A segment of the overall storm sewer improvements are proposed as part
of this project. The developer will construct site ponding facilities near the NW comer
of the site (Outlot B). This project proposes to construct storm sewer fi:om the new pond,
eastward along the north side of Outlot A, and then south within the Stone Creek Drive
right-of-way. The storm sewer will convey runoff from part of Outlot A, the Stone Creek
Drive right-of-way, and the northern/eastern portion of the site.
Streets. Street construction will consist of a standard 36ofoot wide Chanhassen
commercial street. It is assumed that the developers will complete the grading for the
street. Also included with the street construction will be street lighting. Boulevard tree
planting and concrete sidewalks will be completed as part of the developer's landscaping
plan.
ESTIMATED COSTS
The estimated project costs are summarized below. 'Detailed preliminary estimates are attached to
this report. The costs shown include estimated construction costs and administrative costs.
Administrative costs are estimated at 30% of construction costs based on previous projects.
Administrative costs include engineering, geotechnical testing, bonding, legal, permits, and City
administration.

ASSESSMENTS
Assessments are proposed to be levied against the benefiting properties. The affected properties
have previously been assessed for trunk sanitary sewer and water main charges. The affected
property owners have reviewed the proposed assessment distribution contained herein and are in
agreement with the methodology.
Sanitary sewer on this project is considered lateral. It is proposed to assess 50% of the sanitary
sewer costs to each of the bene,fiting properties on a lump sum basis.
Water main on this project is considered lateral. It is proposed to assess 100 percent of the water
main cost on a front foot basis.

Storm sewer on this project is considered lateral. It is proposed to assess 50% of the storm sewer
costs to each of the benefiting properties on a lump sum basis.
It is proposed to assess 100 percent of the street and lighting costs on a front foot basis.
A preliminary assessment roll is attached (Appendix B). The properties shown on the preliminary
assessment roll are based on the preliminary plat. The corresponding underlying properties should
be used for notification and assessment purposes until the final plat is recorded.
The proposed Project 98-15 assessment rates are shown below.

The proposed assessment rates listed above are based on preliminary cost estimates and will be
revised at the time of the final assessment heating to reflect actual project costs.
PERMITS AND EASEMENTS
Easements and right-of-way for the improvements have been or will be dedicated as part of the
platting process.
Permits will be required from the following agencies:
Minnesota Pollution Control Agency
Metropolitan Council Environmental Services
Minnesota Department of Health
Watershed District
Grading and drainage permits will be obtained by the developers as part of the site grading process.

SUMMARY AND RECOMMENDATIONS
This project is necessary, cost effective, and feasible from an engineering standpoint. The project
is consistent with the comprehensive utility plans.
This report was written based on the available information at the time (preliminary grading plan).
A final grading plan and plat for the site was not available. Final design adjustments may be
necessary as part of the construction document preparation process. Final assessments will be based
on actual final costs.

construct a portion of Stone Creek Drive north of Coulter Boulevard in the Bluff Creek Corporate
