Authorize Engineering Services Contract for Lake Lucy Water
Tank Reconditioning
As you recall, at a previous work session I discussed with you an engineering
service proposal for the Lake Lucy Water Tank Reconditioning Project. At that
time, the consensus of the group was to move ahead with development of plans
and specifications as they will be needed regardless of whether or not we do the
whole project in 2000 or half the project in 2000 and the other half in 2001.
That being said, I have met with representatives of ABC, the apparent low
bidder, and city staff to put together a time line and hold an issues discussion on
the pros and cons of each of the alternatives. At the April 17th work session, city
staff, and potentially ABC, will be present to discuss the alternatives with you
prior to a decision that will hopefully be forthcoming at your May 8th Council
meeting.
However, I somehow failed to include formal approval of the engineering
services proposal with AEC for the development of plans and specifications.
We obviously both want this to be formally put to bed and I would request that
at the reconvened meeting this evening you simply approve the Engineering
Services Agreement with ABC as recommended in Charles Folch's memo dated
February 2, 2000. Besides being the apparent low bidder, I have been impressed
with my relationship with them to date and hopefully this will continue. Thank
you.

SUBJECT: Engineering Services Proposals for Lake Lucy Water Tank
Reconditioning Project 00-02
The following are the requested proposals to perform the engineering services for
the above referenced project. As we discussed previously, this type of work is
very specialized and there are three firms in this region that provide this type of
service. In accordance with my request for proposal letter, detail quotes were
received for each of the three primary phases of the project:
1. Preparation of bid specifications and bid administration.
2. Construction management and field inspection.
3. Warranty inspection.
The following matrix provides the bid result comparisons.

Some notable items regarding this proposal process:
1. All three ofthese firms are very qualified, experienced and reputable
companies in this industry.
2. Both ABC and KLM have performed water storage tank/tower services for
the City in the past.
3. The City has worked with the SEH firm on other types of municipal
projects in the past,

4. All of the quotes are very close in price with the exception ofSEH's
specificationslbid administration 0[$10,000.
5. SEH's higher specification/bid administration bid was due in part to some
uncertainty in knowing how many meetings and/or involvement would be
necessary with the City during this phase ofthe project, since they have not
performed this type of project with the City of Chanhassen in the past.
As we discussed previously, the dollar amount budgeted in this year's capital
program of$350,000 was an estimate made prior to the inspection and report
being completed on the tank. KLM conducted the tank inspection and completed
the report in January of this year. They estimate a project cost 0[$550,000, due to
the need to conduct a complete removal and replacement of the interior and
exterior coating system. If the financial aspect of the capital plan is a problem for
this year, the project could be specified and bid out to occur over a two-year
period, whereby the interior could be completed this year and the exterior next
spnng.
Based on the results of the proposal, it is my recommendation that ABC
Engineering (the lowest cost proposal) be consultant engineer for this project and
be authorized to begin preparing the specifications.
