WORK SESSION
FEBRUARY 28, 2005
Mayor Furlong called the work session to order at 5:35 p.m.
COUNCIL MEMBERS PRESENT:

WATER TREATMENT PLANT 60% REVIEW, PROJECT 04-08.
Paul Oehme introduced Jim Norton from SEH and Matt Snyder and Jim Gaines from ADT
Security. He showed a slide presentation of the construction plans and general outline of the
plat. Detailed plans will go to the Planning Commission for review in April. Jim Norton
reviewed the details of the site plan and cross sections. One item that needs to be addressed is a
truck access to the electrical transformers from the parking lot. Todd Gerhardt clarified the
location and construction time line of the storm water pond and asked SEH to look at options
with MnDot. Jim Norton provided the test results for the test well and explained problems they
encountered locating the drift. The City Council will receive a 90% review in April after
Planning Commission review. Mayor Furlong asked for clarification on the alternative start
dates and cost savings associated with those dates. Jim Gaines with ADT Security explained the
results of their review of the physical and electronic security plans for the facility. He outlined
the risk analysis they performed on monitoring wells and the facility. Matt Snyder passed out a
folder providing details of their company, ADT. Paul Oehme explained that the security system
is bid separately from the facility construction. Mayor Furlong asked if the security system
numbers have been included in the costs provided to the council. Jim Norton explained that the
earlier numbers did not include estimated costs. Councilman Labatt asked about monthly fees
for security which were stated to be minimal. Jim Norton discussed city wide security needs.
The ADT representative explained that the city needs to decide on a broad range of security
needs and what locations within the city the City Council wants to be included.
LEGISLATIVE UPDATE, SENATOR JULIANNE ORTMAN AND REPRESENTATIVE
JOE HOPPE.
Rep. Joe Hoppe, along with the City Council reviewed the list prepared by the City Manager
regarding current issues being discussed by the state legislature. Rep. Hoppe explained changes
made to LGA aid and how it affects the City. Regarding assistance for the 212/101 gap
construction project, Rep. Hoppe stated if assistance doesn’t come from the State, the City can
request assistance from the federal government in the future. Rep. Hoppe stated he will be
introducing legislation regarding locating a licensing center in Chanhassen and will provide
updates. Mayor Furlong stated he has heard a lot of support from Chanhassen residents for
locating a basic service center in town. Regarding Highway 5 construction west of Highway 41,
Rep. Hoppe stated the state will be looking at official mapping but there is no money being
discussed in the near future. Because of the funding and construction of Highway 212, the
City Council Work Session – February 28, 2005
southwest metro area will not be getting money any time soon. Senator Ortman arrived at 6:55
p.m. and reviewed quickly what’s happening with the budget, stating the senate will hold on
spending while revenues continue to increase. She concurred with Rep. Hoppe that the Metro
Area Assessment will include mapping of Highway 5 west of Highway 41 but that no funding
will be available for that project.
The work session was recessed at 7:00 p.m. It was reconvened at 9:45 p.m.
DISCUSS ALLOWING WINE IN CITY PARKS.
Todd Hoffman reviewed the city ordinance and provided information from comparable cities.
The Park and Recreation Commission recommended to amend the ordinance to allow wine in
city parks but to prohibit glass in beach, playground and ballfield areas. Councilman Lundquist
questioned the ability to enforce prohibiting glass. Councilman Labatt also questioned
enforcement of glass and suggested limiting wine to boxed wine and plastic glasses only.
Councilman Peterson stated that cities that allow wine don’t separate glass. He would not be in
favor of boxed wine. Mayor Furlong questioned enforcement of locations, i.e. ballfields. He
would favor limited restrictions such as the skate park and beaches.
Mayor Furlong adjourned the City Council work session at 10:00 p.m.
