SPECIAL CHANHASSEN CITY COUNCIL MEETING JANUARY 10, 1977
Mayor Hobbs called the meeting to order at 7:30 p.m. with the following
members present: Councilmen Pearson, Neveaux, and Waritz. Councilman
Geving came at 8:30 p.m. The meeting was opened-with the Pledge to the
Flag.
PUBLIC HEARING
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
JANUARY 10, 1977, AT 7:30 P.M.
Mayor Hobbs called the public hearing to order. The following interested
persons were present:

Phyllis Pope, 7055 Carver Beach Road, Excelsior
Pat Boyle, 502 Del Rio·Drive, Chanhassen
Jeff Cavins, 7380 Longview Circle, Chanhassen

Mayor Hobbs read the official notice as published in the Carver County
Herald.
The City Planner explained the program. Pursuant to Federal L~ the
City must provide citizens with adequate information concerning the
amount of funds available for proposed community development activities,
the range of activities that may be undertaken and other important
program requirements. The City must also inform the citizens of the
maximum of the discretionary grant for which-an applicant.may apply
and the criteria for the selection of pre-applications. The City must
hold at least two public hearings and provide citizens with an adequate
opportunity to articulate needs, express preferences to the proposed
activities, assist in the selection of the priorities and otherwise
participate in the development of the Community Development Block Grant
Program. Local grants cannot exceed a half million dollars and cannot
be less· than $25,000. Projects that are eligible for this 'Community
Development Block· Grant Program are: acquisition of real property for
redevelopment of parks or other public purposes which are expressly
permitted by the Federal Laws, for acquisition, construction or
reconstruction of public works such as neighborhoods and community
centers, streets, street lights, well, water and sewer lines and
pedestrian malls, etc. City halls,-concert halls, cultural and art
centers, convention centers, museums, central libraries, etc. are not
eligible for the block grant program.
The maximum criteria for a block grant application is in the area of;
does this benefit low or moderate income people. One-third of all the
points in the HUD priority schedule is for the benefit of low and
moderate income people. Other criteria are~ some of the natural
characteristics of the community - 20% and the other points are; is
there imminent threat to public health or safety.
Phyllis Pope, Park and Recreation Commission, gave a presentation on
behalf of the Park and Recreation Commission that the City re~est
Community Development Block Grant Funds to finance a study and
implementation of a trail system in Chanhassen. The City Planner cautionec
the Council on HUD's criteria for· a trail study,direct benefit to low
and moderate income housing and the preservation of low and moderate
income housing stock which HUD is placing a lot of emphasis on.
Councilman Geving came at this point.

Pat Boyle, Park and Recreation commission, gave a presentation on
behalf of the Park and Recreation Commission that the City apply
for block grant funds to purchase additional land to expand Lake
Ann Park.
Joe Betz suggested that the City use funds to acquire the property
east of Lake Ann Park. A portion of the property could be leaæd
for a senior citizens development. The City planner cætioned the
Council that the Metropolitan Council's Housing Policy 31 says that
any housing project for low and moderate income housing has to have
60% for families and 40% for elderly.
The City Manager added the following suggestions:
1. Community Schools - means of transportation to be used to
transport elderly to programs tied into the community schools program.
2. Lake Riley water and sewer improvements. An application to
cover the trunk costs and not allow premature development across the
vacant lands.
3. Second access road into Carver Beach.
4. Extension library within walking distance of the dOW1town area.
5. Neighborhood park on the north end of Lotus L~e.
6. Western Hills park.
7. Low and moderate income housing project.

The City Planner suggested acquisition and demolition of substandard
structures in the Carver Beach neighborhood or other neighborhooæ
in the City and assembling developable parcels that could be put on ·1
the free market so that an entrepreneur could build a project that
not only made sense from a design standpoint but also satisfied the
needs for low and moderate income housing pursuant to the pian of
the neighborhood.
Councilman Neveaux suggested the acquisition and reconstruction of
the old st. Hubert's Church for a branch library and senior cËizens
community center.
A motion was made by Councilman Pearson and seconded by Counc llman
Waritz to close the public hearing. The following voted in favor:
Mayor Hobbs, Councilmen Geving, Pearson, Neveaux, and Waritz. No
negative votes. Hearing closed at 9:00 p.m.
A second public hearing will be held January 17, 1977.

WORK SESSION: Council members discussed council procedures with the
City Manager.
A motion was made by Councilman Waritz and seconded by Councilman Geving
to adjourn. The following voted in favor: Mayor Hobbs, Councilmen
Geving, Pearson, Waritz, and Neveaux. No negative votes. Meeting
adjourned at 10:10 p.m.
