SPECIAL CHANHASSEN CITY COUNCIL MEETING JUNE 13, 1977
BOARD OF REVIEW: Mayor Hobbs called the meeting to order at 7:30 p.m.
with the following members present: Councilmen Neveaux, Geving, and
Waritz. Councilman Pearson came at 7:45 p.m. Approximately 100 property
owners were present.
Catherine Diethelm from the Carver County Assessor's Office was present
to explain the assessing procedures and answer questions. Mrs. Diethelm
took the names of persons questioning their valuation and will meet
with them at a later date.
CRESTVIEW DRIVE WATERMAIN PROJECT 77-1: The City Engineer has reduced
the estimated total cost for this project from the $10,185 bid to $7,802.
The unit price would be $2,046. The five property owners were present
and did not object to the unit cost.
RESOLUTION #77-32: Councilman Pearson moved the adoption of a resolution
to reject all bids submitted,June 6, 1977, for the Crestview Drive
Watermain Project. Resolution seconded by Councilman Waritz. The
following voted in favor: Mayor Hobbs, Councilmen Pearson, Neveaux,
Waritz, and Geving. No negative votes. Motion carried.
RESOLUTION #77-33: Councilman Pearson moved the adoption of a resolution
to accept the bid from Northern Contracting in the amount of $6,003.40
with the remainder of the work to bedone as per the Engineer's letter
of June 13, 1977. Resolution seconded by Councilman Neveaux. The
following voted in favor: Mayor Hobbs, Councilmen Pearson, Neveaux,
Geving, and Waritz. No negative votes. Motion carried.

LAKE RILEY SEWER AND WATER PROJECT
Mayor Hobbs called the public hearing to order at 9:30 p.m. The following
interested persons were present:

Bill Brezinsky explained two alternate proposals. One alternate is for
sanitary sewer only with sealcoat street restoration at a total unit
price of $3,527.00. The second alternate suggests sanitary sewer,
storm sewer, watermain, 7-ton capacity street for a total unit price of
$5,097.00. Two lift stations are required, one at the southwest end

of Lake Riley Blvd. and one at Lyman Blvd. The north 575 feet of Lake
Riley Blvd. will be realigned to eliminate the sharpe reverse curve and
make some lots on the lake side developable. The central portion of
the street would be lowered to permit better access to the existing I
homes. There are 48 assessable units in the proj~cti 24 dwelling
units, three vacant lots of 20,000 square feet and 21 units on the
vacant property on the west side of Lake Riley Blvd.
The meeting was opened for questions from the floor.
How far west will Lake Riley Blvd. come into Lyman Blvd. from where it
presently comes in now?
Bill Brezinsky - It will come in about the same place as it comes in
now. The problem with locating it further to the west is that the
road would come out at the bottom of the hill on Lyman Blvd.
It seems that a 22 foot wide 7-ton road is a bit much for 24 residences.
Bill Brezinsky - Not really. The city standards are 28 feet. That
allows for parking. The absolute minimum for a road is 18 feet which
allows two cars to pass. The extra four feet over the 18 feet allows
for a little more safety.
On the dead end, would they make that all around? with curbs?
Bill Brezinsky - It would be made as large as we could without cutting
down trees. If we go to sealcoat then there wouldn't be curbs.
There wouldn't be any storm sewers then with the sealcoat.
Bill Brezinsky - No there wouldn't. We would do some grading of the
ditches, hopefully, to keep some of the water from running across.

What would happen to the old road area on the north?
Bill Brezinsky - We assumed the old road would be removed, sodded,
and the land would go with the adjoining lots.
You mentioned 21 lots on the west side of the road, have those 21
lots been platted out?
Bill Brezinsky - No they haven't. We count one unit for every 100
feet of frontage.
Persons present commented on the two proposals.
I have the most units and I, personally, hate to see water going in
it it's going to be five or ten years. Just the assessment by itself
is a ton and then you add the 8% on that. It's just not possible for me.
I agree with you. We don't need the water.
I, personally, would just as soon see us do the sewer only. We are
looking at close to $4,000 for sewer. We are looking at an awful lot
of property between us ever receiving a looped line water system. I
think ten years is probably a short time compared to what it will
actually be. I think putting in sewer resolves most of the people's
problems down there.
If that's a motion, I second it.

If the water would come in now I could certainly support it but to
pay the money, to pay the 8%, to drill the wells, and throw the
wells away, it just isn't practical.
I would like to see sewer only right now.

Councilman Neveaux moved to close the publtc hearìng. Motton seconded
by Councilman Geving. The foliowing voted in favor: Mayor Hobbs,
Councilmen Neveaux, Pearson, Geving, and Waritz. No negative votes.
Hearing closed at ll:OO p.m.
REGULAR COUNCIL MEETING: Councilman Pearson moved to change the
regular City Council meeting from Monday, Junß 20 to Tuesday, June 2l
at 8:00 p.m. to allow Council members to attend the Chanhassen Junior
Miss Pageant. Motion seconded by Councilman Neveaux. The following voted
in favor: Mayor Hobbs, Councilmen Pearson, Neveaux, Waritz, and Geving.
No negative votes. Motion carried.
Councilman Geving moved to adjourn. Motion seconded by Councilman Neveaux.
The following voted in favor: Mayor Hobbs, Councilmen Pearson, Neveaux,
Geving,and Waritz. No negative votes. Motion carried. Meeting
adjourned at ll:05 p.m.
