SPECIAL CHANHASSEN CITY COUNCIL MEETING NOVEMBER 28, 1977
Mayor Hobbs called the meeting to order at 7:30 p.m. with the following
members present: Councilmen Neveaux, v.Jari tz, and Geving. Councilman
Pearson was absent.
KURVERS PROPERTY - WEST 79th STREET: Myrna Kurvers was present to
express dissatisfaction with the way the Hanus facility has been
handled. She requested copies of the Hanus Conditional Use Permit,
landscape plan, information on the grade, and other information. She
was informed that all information is public record and could be obtained
at City Hall. A fee will be charged for all copies.
Councilman Neveaux moved to request the Building Inspector to report
to the City Council prior to issuance of an occupancy permit for the
Hanus building. Motion seconded by Councilman Geving. The following
voted in favor: Mayor Hobbs, Councilmen Neveaux, Geving, and Waritz.
No negative votes. Motion carried.

RESOLUTION #77-68: Councilman Waritz moved the adoption of a resolution
authorizing the sale of $900,000 general obligation improvement bonds
of 1977 to Banc Northwest at a price of $366,512.48 and authorizing
the issuance of $900,000 general obligation improvement bonds of 1977,
prescribing their terms and form, and providing for their payment.
Resolution seconded by Councilman Neveaux. The following voted in
favor: Mayor Hobbs, Councilmen Neveaux, Waritz, and Geving. No
negative votes. Motion carried.
ZONING ORDINANCE AMENDMENT - LOT LIMITATION - FIRST READING: The
Planning Commission recommended the Council amend Section 19.15 of
Ordinance 47. The City Attorney has restructured the proposed amendment
for the Council to consider. The Council asked for clarification of
"open space" in the proposed amendment.
Councilman Neveaux moved to place the ordinance amendment on first
reading. Motion seconded by Councilman Waritz. The following voted in
favor: Mayor Hobbs, Councilmen Neveaux, Waritz, and Geving. No
negative votes. Motion carried.
NOISE ORDINANCE, ADOPT PCA STANDARDS: Councilman Neveaux moved to
table action until Councilman Pearson is present. Motion seconded by
Councilman Waritz. The following voted in favor: Mayor Hobbs,
Councilmen Neveaux, Waritz, and Geving. No negative votes. Motion
carried.
HAZARDOUS DISPOSAL SITE: Mayor Hobbs discussed the status of the search
area for a hazardous disposal site. Council and staff will follow
the hazardous waste disposal ad hoc committee actions to determine
whether this would be referred to the State Legislature or whether the
committee would continue it's efforts to select a site within the two
search areas.

SOLID WASTE ADVISORY COMMITTEE: Councilman Neveaux will contact
Pat Swenson and David Schultz to see if they would be interested in
serving on this committee.

EAST LOTUS LAKE PROJECT 75-10: The Council wi.ll tour this project
with the City Engineer on December 3, 1977, at 9:00 a.m.
METROPOLITAN TRANSIT MEETING: Councilman Waritz discussed a meeting
he attended with the staff of the Metropolitan Transit Commission
regarding the paratransit program. This would be a subsidized type
of program using car pooling, van pooling, dial-a-ride, elderly or
handicapped, etc. The program would be funded until June 1979 and
there is no application deadline. The state would fund 90% of the
program with the city funding 10%. The Council will consider eligible
projects.
PARKING RESTRICTIONS: Councilman Geving suggested that a reminder
be put in Karen's Corner regarding parking restrictions during the
winter for snow plowing.
CONSENT AGENDA: Mayor Hobbs asked if any Council member wished to
discuss any items on the consent agenda. As no Council members questioned
items on the consent agenda, the Mayor asked if there was anyone present
to discuss items on the consent agenda. Being none, the Mayor
entertained a motion from Councilman Geving and seconded by Councilman
Waritz to approve the following items pursuant to the City Manager's
recommendations:
a. Industrial Strength Sewer Charge Ordinance, final reading. I
b. HRA Rent Assistance Contract, Section 8.
c. Resignation, Industrial Commission - Ralph Thrane.
d. Planning Commission Appointment - Dick Matthews.
The following voted in favor: Mayor Hobbs, Councilmen Neveaux,
Geving, and Waritz. No negative votes. Motion carried.
1978 REFERENDUM ISSUES: Councilman Waritz moved to authorize setting
contract policing with Carver County and establishing a police
department in the City of Chanhassen as a referendum issue on or
about March 1, 1978, also a bond issue to construct a new library/
public works garage/city hall. Motion seconded by Councilman Geving.
The following voted in favor: Mayor Hobbs, Councilmen Neveaux,
Waritz, and Geving. No negative votes. Motion carried.
DIRECTOR OF PUBLIC WORKS: The City Manager discussed establishment
of a Director of Public Works position after Henry Wrase's
retirement in March 1978 to coordinate the utility, street, and
park keeper departments.
Councilman Neveaux moved to adjourn. Motion seconded by Councilman
Geving. The following voted in favor: Mayor Hobbs, Councilmen
Neveaux, Waritz, and Geving. No negative votes. Meeting adjourned
at 11:10 p.m.
