1976 05 24 I I I SPECIAL ŒANHASSEN" CITY CDUNCIL MEETING MAY 24, 1976 M::lyor Klingelhutz called the meeting to order at 8:00 p.m. with the following rnerrilJers present: Councilmen Hobbs, Neveaux, Shulstad, and Kurvers. 'The rreeting waS opened wi th the Pledge to the Flag. ANIMAL CDNTROL ORDINANCE: M3.rlene Roufs and Joe Kenyon of the Dog Ordinance Ad Hoc Comni ttee were present. The Council discussed Sections 11 through 32 and requested tha t Sections 20.02 and 27 be reworked. A motion was made by Councilman Hobbs and seconded by Councilman Neveaux to table action until the final draft has been completed. The following voted in favor: M3.yor Klingelhutz, Councilrœn Hobbs, Neveaux, Shulstad, and Kurvers. No negative votes. MJtion carried. The Council would like the figures on how many dogs MAPSI has impounded and how nany tickets have been issued over the last few rronths. SEWER UTILITY RATES: RESOLUTION #76-38: Councilman Hobbs rroved the adoption of a resolution establishing sewer rates as presented by the City Administrator. Councilm3n Neveaux seconded the resolution. The following voted in favor: Councilrœn Hobbs, Neveaux, Shulstad, and Kurvers. Mlyor Klingelhutz voted no. MJtion carried. SUBDIVISION ORDINANCE: A rrotion was made by Councilman Neveaux and. seoonded by CounciJman Kurvers to adopt Ordinance 33-B aIœnding Section 13.01. The following voted in favor: M3.yor Klingelhutz, Councilmen Hobbs, Neveaux, Shulstad, and Kurvers. No negative votes. fution carried. COUNCIL ProCEDURES ORDINANCE: A rrotion was rrade by Councilman Kurvers and seconded by CounciJman Hobbs to adopt the Council Procedures Ordinance. The following voted in favor: Mayor Klingelhutz, CounciJmen Hobbs, Neveaux, Shulstad, and Kurvers. No negative votes. fution carried. KENNEL PERMI'IS: A rrotion was made by Councilman Hobbs and seconded by Councilman Kurvers to approve kennel permits for R. Craig Shulstad, Joe Kenyon, S. M. Osgood, and John Malakowsky and table the permit application for Ronald Metcalf. The following voted in favor: Mayor Klingelhutz, Councilmen Hobbs, Neveaux, and Kurvers. Councilrran shulstad abstained. fution carried. The Council would like an explanation from the Anirral Warden on his recormnendation to deny a kennel penni t for Ronald Metcalf. DISEASED TREE POLICY: The City Administrator recanrrended that the Council should consider allowing for vaparning on private property where it appears to be necessary and. if the policy begins to get out of hand cost wise the Council would change that policy. RESOLUI'ION #76-39: CounciJman Shulstad rroved the adoption of a resolution for reimbursement of private disposal of diseased trees and vapaming on private property. Resolution seoonded by CounciJman Hobbs. The following voted in favor: Mayor Klingelhutz, Councilmen Hobbs, Neveaux, Shulstad, and Kurvers. No negative votes. fution carried. PAULY HOUSE, 462 WEST 78TH STREET: A rrotion was made by Councilman Hobbs and seconded by Councilm3n Neveaux to direct the Administrator to write a letter from the Council to the Pauly family that the City has received complaints on the residents of this house and insert a copy of the letter from the Chamber of Cormœrce. The following voted in favor: M3.yor Klingelhutz, Councilmen Hobbs, Neveaux, Shulstad, and Kurvers. No negative votes. fution carried. Special Council Meeting M3.y 24, 1976 -2- ED HJERMSTAD: Councilman Neveaux stated that Mr. Hjermstad would like some fill that is being hauled away from the Frontier Trail street Project to fill in his property on Frontier Trail. Ci ty Staff will look into this and prepare a recormœndation for the Council. LAREW DRIVE: Complaints have been received on excessive speed on Laredo Drive. Traffic control devices are being studied for Frontier Trail and Laredo Drive. I MAYOR KLINGEllIUTZ: Mlyor Klingelhutz announced that he will not seek re-election. CDUNCIlMAN SHUISTAD: Councilrran Shulstad announced he will be resigning from the Council possibly some time in August. POLICE DEPARI'MENT: Councilrran Hobbs discussed concerns relative to various police related issues. The Administrator stated he anticipated meeting with the County Sheriff to discuss general police policies in the community. No action was taken. PICNIC IN THE PARK: A city wide picnic was held on Mly 23 at Lake Ann Park. M3.yor Klingelhutz conmended Councilman Hobbs for the excellent job he and the rest of the Bicentennial Commission did in organizing the picnic. Councilman Hobbs left the meeting at 12:00. COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION: The City has been invited to complete a full application for the block grant. The City Planner discussed what this application entails and what type of cornmi:bnents are going to have to be I made by the City in order to successfully complete the application. The City Planner will begin the analysis portion and bring the Council up to date at the next Council meeting. A rrotion was rrade by Councilman Shulstad and seconded by Councilman Neveaux to adjourn. The following voted in favor: Mayor Klingelhutz, CounciJmen Neveaux, Shulstad, and Kurvers.
