1976 07 26 I I I SPECIAL CHANHASSEN CITY COUNCIL MEETING JULY 26, 1976 Mayor Klingelhutz called the meeting to order at 8:00 p.m. with the following members present: Councilmen Hobbs, Shulstad, and Kurvers. Councilman Neveaux was absent. The meeting was opened with the Pledge to the Flag. SECTION 8, RENT SUBSIDY PROGRAM: The Council discussed the merits of the program and feel it should be pursued providing the proper controls can be exercised on the program on a local level. A motion was made by Councilman Hobbs and seconded by Councilman Shulstad that the Council ask the City Administrator to contact the HRA and ask them to review the Section 8, Rent Subsidy Program as outlined by the Metropolitan Council and present a complete report to the Council outlining both the pitfalls and the benefits of the program within 90 days. The following voted in favor: Mayor Klingelhutz, Councilmen Hobbs, Shulstad, and Kurvers. No negative votes. Motion carried. DISEASED TREES: Mr. and Mrs. Ted deLancey and Gene Coulter were present. Gene Coulter discussed ways of treating elm trees against dutch elm disease. The Administrator wanted the Council to be aware of the fact that the city is spending an unduly amount of time through the Maintenance Department in this diseased tree program and other things are not getting done. He asked, can the city reasonably carry out this program? If it is to be carried out, then recognize what the costs are and set up a program to actually carry it out. An alternative would be to give up the removal portion and try the chemical treatment. Councilman Hobbs suggested asking the City Forester if there are areas in the city where the diseased trees should possibly be controlled. Councilman Shulstad felt that residents of the city shou-ld be made aware of all things that are being done that may have some preventive benefit. Budgetary problems were discussed. It was decided that the city cannot spend more than was budgeted for diseased trees in the 1976 budget. The City Forester should only react to persons that contact him regarding their trees until the Council makes a decision on this matter. Citizen imput on the dutch elm disease program was discussed. CATHCART FIELD: This will be an agenda item at the August 2 meeting and an invitation will be extended to the City of Shorewood to attend and discuss the problem. WEST 78TH STREET: A motion was made by Councilman Hobbs and seconded by Councilman Kurvers to direct the Administrator to write letters to the business people regarding the litter problem. The following voted in favor: Mayor Klingelhutz, Councilmen Hobbs, Shulstad, and Kurvers. No negative votes. Motion carried. CHANHASSEN MAILING ADDRESSES: The Council asked the Administrator to find out the proper channels to go through to get Chanhassen mailing addresses. Special Council Meeting July 26, 1976 -2- HANUS CONDITIONAL USE PERMIT: A motion was made by Councilman Hobbs and seconded by Councilman Shulstad to send a letter to I Mr. Hanus stating that if he has not complied with the outside storage provision of the conditional use permit within ten days the City will take him to court. The following voted in favor: Mayor Klingelhutz, Councilmen Hobbs, Shulstad, and Kurvers. No negative votes. Motion carried. CONTRACT POLICING: There will be a meeting at the Carver County Court House Annex on July 27, 1976, at 8:00 p.m. to discuss contract policing for 1977. HIGHWAY 212 COMMITTEE: Mayor Klingelhutz asked for an alternate to attend some of these meetings. WESLEY SEARLES: Mr. Searles has not received compensation for a tree that died during sewer and water construction. Mr. Searles should submit a bill to the city for the tree. WEST 62ND STREET - ROSE LANE: Mr. Ted Spannaus was present. This will be on the Council agenda for August 2. ANALYSIS OF TAXES: The Council would like an article prepared for the Carver County Herald and the City Newsletter. Copies should be sent to State Legislators and candidates. STATE AIDS: The Council would like a report on state aids to the City of Chanhassen. A motion was made Hobbs to adjourn.
