INFORMATIONAL MEETING
SANITARY SEWER AND WATER
CARVER BEACH AREA
APRIL 14, 1975, AT 7:20 P.M.
Mayor Klingelhutz opened the meeting. The following members were present:
Councilmen Hobbs, Neveaux, Shulstad, and Kurvers. Craig Mertz, Assistant
City Attorney, Barry Brooks, City Administrator, Bill Schoell and Bill
Brezinsky, City Engineers were present. Approximately 100 interested
persons were present.
Bill Schoell explained the project. This project includes Carver Beach,
areas on the west side of County Road 17 including part of Twin Hills,
Registered Land Survey 28 and also the platted area adjacent to Redman.
A unit is 15,000 square feet west of Nez Perce and 10,500 square feet east
of Nez Perce in Carver Beach. The City Engineer has determined that a
home on a tract of land that is lived in, no matter what the size, would
pay an assessment. In the area outside of Carver Beach a platted lot is
one unit. The approximate cost per unit is $5,370. This includes sewer,
water, trunk charges, and street restoration. The total cost of the
project is $1,715,000. Alternate methods of assessing were preposed.
These involve reducing the allowable size tract on which a house can be
built. If the lot size is reduced on the west of Nez Perce to 11,700
square feet and to 8,190 square feet on the east this would create an
additional 17 units. The unit price would be $5,139. Another alternate
would be that tracts smaller than the minimum square footage that are
next to another tract of less than minimum size could be assessed 1/2
a unit each. This would add about 36 units and reduce the cost to $4,913
per unit. The assessment hearing on the project would not take place
until October 1976 or until the project is completed.
Craig Mertz, Assistant City Attorney, suggested two alternatives. One
method would be to add up the number of square feet in the project and
divide that into the total cost of the project to get the dollar figure
per square foot. Everyone would be assessed the dollar figure times the
number of square feet in their lot. Another alternative would be to count
up all of the frontage feet in the project and get a frontage foot cost
figure and access out the project on that basis. There could be a method
that combines all the methods.
Many questions were asked and comments made by persons present. The
City sewer and water rates were explained.
Councilman Neveaux asked those present to express their opinions either
in a petition or letter form to the City within the next week. This will
help the Council reach a decision.
Mayor Klingelhutz stated that the people have made several points; the
possibility that the Metropolitan Councilor Metro Sewer Board or Pollution
Control may come to the City before the year is out and say, Chanhassen
you serve the Carver Beach area because it is adjacent to a lake. In the
last five years we have seen a 50% increase in the cost of putting in sewer,
water, and streets. The person that now has a problem drain field, septic
tank or well is going to have to improve on this and could possibly spend,
if he has to put in a new well it could be $2,000, a new septic tank and
drain field could be another $1,000, a good portion of this assessment
could be paid for and then in two years if we are forced to put this in
he would have to pay it over again. These are things that you should take
into consideration before you say yes or no. We will take into
con~ideration real hardship cases. The only place we can do that is on

peQ~le ove~ 65. It has to be ~roven to us that it is a real hardship.
He asked for a show of hands in favor of going ahead with the public
hearing and possible Council action of putting in the sewer, letting
bids and starting the project this summer. Twenty two were in favor
and 29 against.

SPECIAL CHANHASSEN CITY COUNCIL MEETING APRIL 14, 1975
Mayor Klingelhutz called the special Council meeting to order at 10:15 p.m.
with the following members present: Councilmen Hobbs, Shulstad, Neveaux,
and Kurvers. The meeting was opened with the Pledge to the Flag.
BUESGENS OFFICE BUILDING: A motion was made by Councilman Hobbs and
seconded by Councilman Neveaux to table the Buesgens Chamical Dependency
Center decision until next Monday evening April 21. The following voted
in favor: Mayor Klingelhutz, Councilmen Hobbs, Neveaux, Shulstad, and
Kurvers. No negative votes. Motion carried.
Bill Schoell has received a verbal answer from the Highway Department
on the location of the service road. A sketch will be forthcoming
from the Highway Department this week.
Councilman Hobbs would like references other than the ones submitted
on the officers of the chemical dependency center.

PLANNING CO~1ISSION APPOINTMENTS: The Council has interviewed eleven
applicants. It was decided to appoint all four now but start three
immediately and one in 60 days. Councilman Hobbs recommended Vivian
Beaugrand start her term in 60 days so that she will have time to
interview new members and a chairman for the Park and Recreation Commission.
A motion was made by Councilman Hobbs and seconded by Councilman Neveaux
to appoint Thomas Noonan, Malcolm MacAlpine, and Jerry Neher to the
Planning Commission immediately with Mr. Noonan and Mr. MacAlpine serving
three year terms and Mr. Neher a two year term. Vivian Beaugrand's
term will commence the second Planning Commission meeting in June for a
term of two years. The following voted in favor: Mayor Klingelhutz,
Councilmen Hobbs, Neveaux, Shulstad, and Kurvers. No negative votes.
Motion carried.
A motion was made by Councilman Shulstad and seconded by Councilman
Neveaux to adjourn. The following voted in favor: Mayor Klingelhutz,
Councilmen Hobbs, Neveaux, Shulstad, and Kurvers. No negative votes.
