Item Ig, Resolution Encouraging District 112 to Locate Schools in
Chanhassen: I am including a resolution encouraging District 112 to locate a
future middle school and future high school within the City of Chanhassen.
Please feel ITee to make any textual changes you feel necessary.
Item 2, Project LeadFoot: Sgt. Potts, Beth Hoiseth, as well as Mr. Steve
Beddor of Pleasant View Road, will be present to discuss Project LeadFoot.
This project is the Chanhassen equivalent to the T-3 Program example that we
reviewed ITom Farmington Hills, Michigan. Sgt. Potts and Beth have been
. working very diligently on this project and, as promised at a previous work
session, we would like to explain the process to you and how it can be applied to
other areas in the community in the future.
Item 7, T.F. James Company Site Plan: As you know, T.F. James Company
has done projects in the community previously. The projects appear to be of
high quality and add a very desirable tenant mix to downtown Chanhassen. I
have some concerns, however, about the continuance of a strip center
development in a downtown area. I recognize the form versus function
argument; however, I don't believe that this site plan is the best we can do.
I did meet with representatives ofT.F. James Company and expressed these
concerns and others il;l a lengthy discussion. That being said, I also believe that
our level of discretion in theconsideratiol;l of this project is quite small.
Therefore, while I may believe that the pròject is not necessarily the best that we
can do for downtown Chanhassen, I would defer to direction ITom the City
Attorney as to the discretion we may apply to the project.
Item 9, Work Plan 2000, City of Chanhassen and Carver County Sheriff's
Office: Please fmd enclosed a draft of the Work Plan as part of the agreement
between the Sheriff's Office and the City of Chanhassen as it relates to law
enforcement services in the community. Following the earlier work session
where this was presented, Sheriff Olson, Sgt. Potts, and myself developed a brief

narrative, hopefully communicating guiding principles and objectives for
achievement under each onè of these areas. Again, there continues to be the
question as to how quantifiable certain performance measures can be, and how
to interpret the data once you have it. As we are just beginning this process and
don't have trend lines to follow yet, it is our position that these narrative guiding
principles under each of these bullet items will give us guidance in the first year
of this contract. It is my personal expectation that as we start developing trend
lines with real data, we can move toward more quantifiable performance·
standards.
Please be advised, however, that the interpretation of that data, as it always is in
law enforcement, can be very subjective. Until some agreement is reached on
the interpretation of the data to be generated, the development and calculation of
this data may be more informational than managerial.
Item 12, Council Legisla#ve Discussion: As it appears that providing the Bill
Tracking report of March 17th caused some confusion with the council, I will not
be providing copies of the Bill Tracking report for March 24th for your .
consideration at this meeting. Please use the March 17th copies that you all
received at the work session and electronically. (I will be forwarding to you
electronically the March 24th Bill Tracking report when it arrives.)
Item 13a, Census Partnership Agreement, City Manager: We continue to
receiving correspondence and phone calls ITom the Census Bureau seeking us to
take a more active role with them in promoting and carrying out the census.
With all due respect to the Census Bureau, we simply do not have the staff time
or resources to put towards this effort. Although the city encourages all citizens
to participate to the extent they deem appropriate in the collection of this date, I
believe that any participation above and beyond that is not the role of the local
unit of government in the City of Chanhassen. If you disagree, I will
communicatè to the Census Bureau that you want to have a more active role and
participate in their partnership program with them.
