Project LeadFoot: Attachments Beth Hoiseth and I will be introducing a program designed to address chronic traffic speed and related traffic safety issues affecting some neighborhood streets in Chanhassen. The program brings together resources from the city, county and neighborhood. The idea for Project LeadFoot began before I was assigned to the city. Many people have been involved at some point in the development process. I do not have a complete list, but would like to acknowledge the involvement of Mayor Mancino, City Manager Scott Botcher, and Chanhassen residents SteVe Beddor and Heidi Edwards. Some of the attachments mention Pleasant View Road. PVR will be the testing ground for Project LeadFoot. We've scheduled a neighborhood meeting there April 6. . Assisted by Sgt. Dave Erbel, Carver County Sheriff's Office. · Provided tour of City Hall and presented bicycle safety and 9-1-1 information for two tiger scout groups. · Personal safety presentation given to senior high students from Westwood Church. · Safety and robbery procedure awareness notice distributed to designated Chanhassen businesses. · Safety Camp Update: Four grant applications submitted to Chanhassen businesses. To date, Pillsbury has donated $2,000.00. Two-day camp, scheduled for August 16 & 17,2000. Enrollment up to 120 children, ages 9 & 10. · Project LeadFoot: Prepared to launch pilot program on April 6, on Pleasant View Road. · Bicycle Helmet Sale: Fourth year in operation. Have received numerous calls requesting the program to continue. Helmets are now in stock and available. Prices $6, $7, & $8. · Neighborhood Watch Update: Contacts have been made. Receive citizen traffic complaint information 2. Traffic complaint assessment a. Number of complaints i. Level of perceived problem b. Deputy knowledge of traffic problems i. A plan of action is determined on a case-by-case basis. Project LeadFoot may be implemented, based on the assessment and resources of the neighborhood. 2. Implementation of Project LeadFoot requires development of a "Core Group" of area residents willing to commit time and effort to the program. The Core Group will come from area residents willing to attend an informationaVeducational kick-off meeting to discuss the specific traffic problem and generate awareness. The attendance goal for the kick-off meeting is 30% of the affected households. 3. The Core Group will be responsible for generating area wide support for the program, including increased enforcement efforts, through distribution of an informational flyer and petition drive. The goal is 70% of area households signing on in support of the program. 4. The Core Group and law enforcement will choose from the Project LeadFoot options. a. Utilization of Sheriffs Speed Trailer. b. Residents may provide a list of homeowners who will allow deputies to park on their driveway to monitor traffic. c. Deputies increase traffic enforcement. d. Neighborhood representatives may distribute educational flyers that will inform residents about Project LeadFoot and encourage safe driving. e. Residents may send letters to regular service providers. The letter will inform service providers of the traffic safety program, and ask that they advise their drivers to honorthe traffic laws. If drivers are observed violating traffic laws, residents may send a second notice to that service, firmly stating that their services may be discontinued. f. Residents trained in traffic monitoring techniques may volunteer their time to monitor traffic violations and record violators. The City or Sheriffs Office will send letters to the vehicle owners that were recorded violating a traffic law. g. Media releases may be used to generate wider awareness. h. Miscellaneous options will be discussed on a case by case basis. 5. Measurement of success: After implementation of Project LeadFoot, the effectiveness will be monitored and evaluated for success. If the program proves successful and the traffic problem is reduced, the Core Group will notify the neighborhood of their success and encourage continued safe driving.
