Re: Items for Monthly Update
1. Carver County Sheriffs Office Area Report: Attachment
2. Crime Prevention/Safety Education Report: Attachment
3. Project LeadFoot: Attachments
Beth Hoiseth and I will be introducing a program designed to address
chronic traffic speed and related traffic safety issues affecting some
neighborhood streets in Chanhassen. The program brings together
resources from the city, county and neighborhood.
The idea for Project LeadFoot began before I was assigned to the city.
Many people have been involved at some point in the development
process. I do not have a complete list, but would like to acknowledge the
involvement of Mayor Mancino, City Manager Scott Botcher, and
Chanhassen residents SteVe Beddor and Heidi Edwards.
Some of the attachments mention Pleasant View Road. PVR will be the
testing ground for Project LeadFoot. We've scheduled a neighborhood
meeting there April 6.

A Community Approach to Calming Speed
and
Traffic Safety on Neighborhood Streets.
A cooperative and coordinated effort by:
· City of Chanhassen
· Carver County Sheriff's Office
· The Residents of Chanhassen
Project LeadFoot
City of Chanhassen I Carver County Sheriff's Office
Program Overview
Phase I
1. Receive citizen traffic complaint information
2. Traffic complaint assessment
a. Number of complaints
i. Level of perceived problem
b. Deputy knowledge of traffic problems
i. Light vs heavy traffic
ii. Past experience of traffic problems
iii. Known hazards
c. History of traffic and road design
i. Light vs. heavy traffic
ii. Previous complaints and actions
iii. Open road design vs. limited view, winding, narrow, etc.
d. Traffic monitoring data
i. Marked Squad or CSO unit
ii. Unmarked unit - Officer, CSO, Reserve
iii. Speed strips
e. Necessity of additional traffic signage
i. Consult with Engineering
Phase II
1. Results of the traffic assessment are discussed with resident(s). A plan of action is
determined on a case-by-case basis. Project LeadFoot may be implemented, based
on the assessment and resources of the neighborhood.
2. Implementation of Project LeadFoot requires development of a "Core Group" of
area residents willing to commit time and effort to the program. The Core Group
will come from area residents willing to attend an informationaVeducational kick-off
meeting to discuss the specific traffic problem and generate awareness. The
attendance goal for the kick-off meeting is 30% of the affected households.
3. The Core Group will be responsible for generating area wide support for the
program, including increased enforcement efforts, through distribution of an
informational flyer and petition drive. The goal is 70% of area households signing
on in support of the program.
4. The Core Group and law enforcement will choose from the Project LeadFoot
options.
a. Utilization of Sheriffs Speed Trailer.
b. Residents may provide a list of homeowners who will allow deputies to park
on their driveway to monitor traffic.
c. Deputies increase traffic enforcement.
d. Neighborhood representatives may distribute educational flyers that will
inform residents about Project LeadFoot and encourage safe driving.
e. Residents may send letters to regular service providers. The letter will inform
service providers of the traffic safety program, and ask that they advise their
drivers to honorthe traffic laws. If drivers are observed violating traffic laws,
residents may send a second notice to that service, firmly stating that their
services may be discontinued.
f. Residents trained in traffic monitoring techniques may volunteer their time to
monitor traffic violations and record violators. The City or Sheriffs Office
will send letters to the vehicle owners that were recorded violating a traffic
law.
g. Media releases may be used to generate wider awareness.
h. Miscellaneous options will be discussed on a case by case basis.
5. Measurement of success: After implementation of Project LeadFoot, the
effectiveness will be monitored and evaluated for success. If the program proves
successful and the traffic problem is reduced, the Core Group will notify the
neighborhood of their success and encourage continued safe driving. If however,
the program options chosen are ineffective, further options will be discussed,
including consideration of referring the results to the Engineering Department for
review.

Dear
The Çity.of Chanhassen is working with neighborhoods throughout the City to encourage and enhance traffic
safetY. ... Keeping our neighborhoods safe is a positive way of protecting our children, property, and ourselves.
Since residential streets are not designed to handle high-speed traffic, it is important that people drive cautiously
at or below the 25 MPH speed limit.
Your vehicle, (make/model), license # , was measured on (date) using radar equipment as traveling
on (street/avenue) at or about (speed) MPH. The maximum legal speed limit under ideal conditions for this
location is 25 MPH. This is not a notice of violation and will not be included in any record relating to your
vehicle or any driver; however, we would like to make you aware of this situation so that drivers of your vehicle
will exercise more caution in the future.
Speed limits are established for the safety of all, both those living along the street and those using the street. In
the interest of neighborhood safety and tranquility, we encourage you, and hope you will encourage other driver
of your vehicle, to reduce speed and exercise additional caution when traveling neighborhood streets.
If you have any questions or comments, please call me at 952-937-1900, ext. 122.
Sincerely,
Sgt. Dave Potts
