Consider Request from Chanhassen Athletic Association,
Advertisement Signs, Bandimere Park
The 2000-2004 CIP designates a $60,000 creative playground project for
Bandimere Park. The plan is for the City to contribute $30,000 with $30,000
to be requested as donations from local athletic associations. The Chanhassen
Athletic Association, ChanlChaska Soccer Club, and Tonka United Soccer
Association were contacted. Responses have been mixed.
The ChanlChaska Soccer Association is considering a financial contribution at
.some level, but prefers not designating it for a playground.
The Tonka United Soccer Club is considering a similar offer.
The Chanhassen Athletic Association has submitted a written proposal addressing
a fundraising program calling for advertisement signage to be placed on the
outfield fences at Bandimere Park. The revenues from the program would be
contributed to the city. Mr. Frank Scott, CAA Administrator discussed his
proposal with the Park and Recreation Commission at their February 22 meeting.
The commission was supportive of the proposal. However, due to the fact that
Mr. Scott's proposal was made during visitor presentations, no vote was taken.
In discussions with the city attorney's office, it was discovered that these
programs can be successful and do raise money. However, they are not exempt
from controversy. The attached article title The Writing on the Wall is Going.
Going. Gone, from the NRP A Law Review, speaks to one of the potential
negatives of such a program.
RECOMMENDATION:
It is recommended the City Council authorize staff to negotiate a contract with the
Chanhassen Athletic Association for the provision of a ballfield fence sign
fundraising program at Bandimere Park.
