Introduction
. As part of the 2000 police contract the City of Chanhassen requested the Sheriff's
Office develop a mutually agreed upon ''W()rk-plan'' to define the goals and objectives
for the delivery of law enforcement services. This plan will assist the contract
supervisor in developing strategies to tackle the annual law enforcement priorities for
the City. The plan, to be an effective guide, must be developed with the input and
assistance of many stakeholders. It is recommended that the City have an active
role in identifying their priorities. This can be accomplished through the assistance of
the City Council or designees. It is through the input of this group of dedicated
citizens the annual plan should be developed and published.
2000 Plan
The plan should be broken into manageable priorities based on the guidance of the
City Manager, Sheriff and Contract Supervisor. Goals will be established in several
categories in order to begin the process of defining the direction for contract services.
Categories would include:

CONTRACT ADMINISTRATION
· Contract supervisor
· The Sheriff and City Manager will define the role, responsibility and
authority of the contract supervisor. This supervisor must be available to
attend City Council meetings, as required, and attend weekly staff
meetings.
· Contract hours
· The contract supervisor will develop an accounting and reporting system
of the contract hours in Chanhassen. The contract deputies will assist in
this process so the very best information is collected and provided to the
City.
· Law enforcement services
· The contract supervisor will evaluate the current reporting system and
make recommendations for improvements. These recommendations
could include, making modifications or improvements to the previously
approved report.
· Coordination of efforts - City/County
· With the change in the law enforcement model there needs to guidelines
to coordinate City/County employees (crime prevention, animal control,
gun permits, etc.) The City and Sheriff's Office will meet to define these
guidelines.
· Conduct liquor license compliance checks
· The Sheriffs Office will be conducting liquor compliance checks during
2000. The City has expressed a desire to have two compliance checks
conducted in 2000. The second compliance check will be conducted at
City expense as defined in the police contract.
· Neighborhood traffic safety program
· The Crime Prevention Specialist and contract supervisor will coordinate
the implementation and evaluation of Project LeadFoot. This program is
the result of a collaborative effort of citizens, crime prevention and law
enforcement to address major traffic concems in local neighborhoods.
The program is designed with the expectations education and
enforcement are the key components of an effective traffic safety initiative.

LAW ENFORCEMENT OPERATIONS
· Target speed and traffic problem areas with saturated enforcement efforts
· Through citizen contacts and contract deputies, high volume, thru-traffic
areas will be identified for increased law enforcement attention. The
LeadFoot program will be used to help organize the crime prevention and
law enforcement response to these areas.
· Neighborhood traffic safety program
· The Crime Prevention Specialist and contract supervisor will publicize
through the local media sources Project LeadFoot.
· Bicycle patrols during the summer months
· Contract deputies will be patrolling the city parks and trails to curb
vandalism and other related activities. The emphasis will be on making
contacts with community members in order to build support for keeping
our parks and trails crime free.
· Efforts during our bike patrol time will be focused in the business district.
Deputies will identify businesses that have continuous loitering problems
or complaints.
· Juvenile violations
· Statistics show many young people out after curfew have a higher incident
of committing crime. The Sheriff's Office will target curfew violations in an
attempt to curb vandalism and other crimes associated with young people.
· Lakes and Parks - Winter and Summer
· The Sheriffs Office will maintain a high visibility at area lakes in
Chanhassen. With the increase in boat and water activities in the area
lakes, the water patrol program will concentrate on the lakes with the most
reported complaints and activity.
· Participation in city sponsored events
· The Sheriff's Office will continue to support and participate in Crime
prevention activities, Fire Dept. open house, and other events associated
with the City.
· Business contacts
· The Sheriff's Office will continue to update key-holder lists from the
business, civic, and residential owners in the community. These lists are
vital to the efficient response of the emergency services in the community.

Methods will be evaluated to assist in the collection of this information. (ie.
New business/residents information at time of moving in)
CRIME PREVENTION / PUBLIC EDUCATION
· Crime Free Multi-Housing program
· The Crime Prevention Specialist and contract supervisor will assess the
feasibility and development of this program. Owners and managers of
multi-housing units must be educated to the standards of the program.
· Neighborhood traffic safety program
· A public awareness campaign will be initiated. Local media cooperation
will be needed to inform the community of this program.
· Maintain strong Neighborhood Watch program
· The Neighborhood Watch program has been an outstanding initiative
undertaken by the Crime Prevention Specialist. The contract deputies and
supervisor will coordinate with the Crime Prevention Specialist to help with
public speaking and visits to these neighborhoods.
· National Night Out
· The Crime Prevention Specialist, with the help of the Neighborhood Watch
groups, has coordinated this annual event.
· Safety Camp
· The Crime Prevention Specialist has and will coordinate this annual event
with help from the contract deputies.
· Bicycle Safety Citation program
· This highly successful program will be continued. Deputies distribute
certificates for free McDonald's hamburgers during their bike patrol time.
This program is designed to "catch them doing something right." The
positive interaction between the deputy and community member increases
the willingness of the public to promote a favorable response toward their
law enforcement officers.

. Consider ways to involve the community in identifying work plan initiatives. This
could be accomplished by organizing single focus work groups, task forces or a
Contract Oversight Committee. This is a concept that would need City Council,
City Manager, and Sheriff's Office participation. The public could assist in
identifying concems or avenues for participation with the law enforcement
mission. Some ideas could include:
· Evaluate/conduct a community survey on community attitudes towards
policing for 2001
· Establishing a Community Crime Fund for crime prevention activities or
rewards for information on crimes.
· Identifying volunteer opportunities for the public to assist law enforcement
(reserve program, public speaking opportunities)
· Looking for ideas to promote a closer identity with the law enforcement
mission in the City (uniforms, squads)
