1970 01 12 I I I '~ .-, CHANHASSEN VILLAGE COUNCIL MEETING - January 12, 1970 The Special Chanhassen Village Council Meeting on January 12, 1970, was held in the Village Hall at 8:00 p.m. and was opened with the Pledge to the Flag. The following members were present: Mayor Coulter, Councilman Klingelhutz and Councilman Hill. Councilmen Bennyhoff and Pearson were absent. Councilman Pearson arrived at the meeting at 9:00 p.m. CIGARETTE LICENSE: A motion was made by Councilman Klingelhutz and seconded by Councilman Hill to approve the Standard Oil application for Cigarette License. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Hill, and Pearson. No negative votes. Motion carried. ANTIQUE SHOP RENTAL: A motion was made by Councilman Hill and seconded by Councilman Klingelhutz to set the rent at $50.00 per month for the year 1970. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Hill, and Pearson. No negative votes. Motion carried. POLICE: A motion was made by Mayor Coulter and seconded by Councilman Hill to set the contract for policing with Carver County for the year of 1970 at $41,877.30. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Hill, and Pearson. No negative votes. Motion carried. The Mayor stated that the police committee would meet with the Sheriff and work out a comprehensive policy. A motion was made by Councilman Klingelhutz and seconded by Councilman Hill that the motion made on July 28, 1969, approving an additional $2,000.00 to the 1969 Police Contract be rescinded. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Hill, and Pearson. No negative votes. Motion carried. CIVIL DEFENSE: A motion was made by Councilman Klingelhutz and seconded by Councilman Hill that we concur with the content of the Step IC Report and general concept and the policies used to develop this report. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Hill and Pearson. No negative votes. Motion carried. Attached to these minutes is a copy of a letter sent to Lester Melchert, Director of Civil Defense. COUNCIL COMMITTEE: A motion was made by Councilman Klingelhutz and seconded by Councilman Pearson to approve the Council Committees as follows: Highways # 5, 169, & 212 - Al Klingelhutz and Dick Pearson Maintenance - Jim Bennyhoff and Al Klingelhutz Fire Department ~ Jim Bennyhoff and Dick Pearson Police Department & Civil Defense - Gene Coulter and Hibbert Hill. BOND SALE: A motion was made by Councilman Pearson and seconded by Councilman Hill to approve the following resolution: RESOLUTION AUTHORIZING THE· ISSUANCE AND PROVIDING FOR THE PUBLIC SALE OF $305,000 GENERAL OBLIGATION BONDS BE IT RESOLVED BY the Council of the Village of Chanhassen, Minnesota, as follows: 1. At the regular Village election held November 4, 1969, the duly qualified electors of the Village authorized the issuance of I $250,000 principal amount of bonds to finance the acquisition and betterment of parks, and of $50,000 principal amount of bonds to finance the acquisition of fire fighting equipment. This Council determines that it is necessary and in the best interests of the Village to issue and sell the bonds so authorized; and, to obtain the best offer for said bonds at public sale, to issue and sell an additional $5,000 principal amount of general obligation bonds together with said bonds pursuant to the provisions of Minnesota Statutes, Section 475.56. 2. This Council shall meet at the Village Hall on Tuesday, January 20, 1970, at 8:00 P.M., to receive, open and consider sealed bids for and award the sale of said bonds on the terms and conditions specified in the Official"Notice of Sale. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Pearson, and Hill. No negative votes. Motion carried. A motion was made by Councilman Pearson and seconded by Councilman Hill to approve the following: RESOLUTION AUTHORIZING THE ISSUANCE AND PROVIDING FOR THE PUBLIC SALE OF $90,000 GENERAL OBLIGATION-REVENUE BONDS OF 1970 I BE IT RESOLVED by the Council of the Village of Chanhassen, Minnesota, as follows: ~ I I I ~ CRAN~A~B~R ~~~~AQ~ CQuNC~~ M~NU~E$ - January 12, 1970 -3- l. This Council has investigated the facts and hereby determines that it is necessary to improve the water utility of the Village by constructing a new well at an estimated cost of $88,236. The Council also determines that it is necessary and in the best interests of the Village to issue and sell its general obligation water revenue bonds in said amount to finance the construction of the well, pursuant to Minnesota Statutes, Section 444.075; and, to obtain the best offer for said bonds at public sale, to issue and sell an additional $1,764 principal amount of like bonds together with said bonds pursuant to Minnesota Statutes, Section 475.56. 2. This Council shall meet at the Village Hall on Tuesday, January 20, 1970, at 8:00 o'clock P.M., to receive, open and, consider sealed bids for and award the sale bonds on the terms and conditions specified in the Officiàl~Notice of Sale. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Pearson, and Hill. No negative votes. Motion carried. A motion was made by Councilman Pearson and seconded by Councilman Hill to approve the following resolution: RESOLUTION AUTHORIZING THE ISSUANCE AND PROVIDING FOR THE PUBLIC SALE OF $145,000 TEMPORARY IMPROVEMENT BONDS BE IT RESOLVED by the Council of the Villåge of Chanhassen, Minnesota, as follows: 1. This Council has heretofore ordered the local improvements designated below to be constructed in the Village, and has contracted or will contract for the construction of each of said improvements, under and pursuant to Minnesota Statutes, Chapter 429, the designation and estimated total cost of each of said improvements being as follows: Construction Indirect Total Designation Contract Cost Cost Estimated Cost 68-lB Storm Sewer 68-3 Sewer Extension 69-2 Sewer & Water Extension $7~,2pO.OO $55,000.00 $10,000.00 It is hereby determined to be necessary and expedient for the Village to issue and sell its general obligation improvement bonds in the principal amount of $142,160 to finance the cost of said improvements, and to obtain the best bid for said bonds at public sale, to sell and issue and additional $2,840 of like bonds together with said bonds, pursuant to Minnesota Statutes, Section 475.56. 2. This Council shall meet at the Village Hall on Tuesday, January 20, 1970, at 8:00 o'clock p.m., to receive, open and consider sealed bids for and award the sale of said bonds on the terms and conditions specified in the Official Notice of Sale~ The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Pearson, and Hill. No negative votés. Motion carried. VILLAGE COUNCIL MINUTES - January 12, 1970 ADMINISTRATION: The Administrator presented a proposed letterhead I and envelope disign. The cost of the first 2,000 letterheads and envelopes would be $246.00, which would pay for artist work and layout; thereafter, we would only be obligated to pay normal printing cost. A motion was made by Councilman Hill and seconded by Councilman Pearson that the Council not authorize this proposal. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Pearson, and Hill. No negative votes. Motion carried. ROADS: A motion was made by Councilman Hill and seconded by Councilman Pearson that the Administrator confer with the Village Engineer and present a preliminary report back to the Council on what policy and action should be taken on upgrading our gravel roads. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Pearson, and Hill. No negative votes. Motion carried. The Engineer cost should not be over $50.00. MAINTENANCE: Snow plowing and overtime were discussed by the Council and it was decided generally to continue as we are. A motion was made by Councilman Hill and seconded by Councilman Klingelhutz to adjourn. The following voted in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Pearson, and Hill.
