CHANHASSEN VILLAGE COUNCIL MINUTES - January 19, 1970
The Chanhassen Village Council meeting on January 19, 1970,
was opened with the Pledge to the Flag at 8:00 p.m. in the
Chanhassen Village Hall. The following members were present:
Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, Pearson,
and Hill.
COUNCIL MINUTES: A motion was made by Councilman Klingelhutz
and seconded by Councilman Pearson to approve the January 5, 1970
Council minutes, amending the section on SNOW PLOWING to read
as follows:
A motion was made by Councilman Klingelhutz and seconded by
Councilman Bennyhoff to approve snow plowing only, on proposed
subdivision Knollway Estates. The following voted in favor
thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz,
and Pearson. No negative votes. Motion carried.
The Village will not participate in any cost of maintenance
of this street until it has been brought to accepted standards.
If there is an unusual amount of snow which would require a
laoder to move the snow back, this work would be done by Mr.
Ryba.
The following voted in favor thereof: Mayor Coulter,Councilmen
Klingelhutz, Bennyhoff, Pearson, and Hill. No negative votes.
Motion carried.
ORDINANCE # 3A: A motion was made by Councilman Hill and seconded
by Councilman Pearson to approve Ordinance # 3A as submitted.
The following voted in favor thereof: Mayor Coulter, Councilmen
Klingelhutz, Pearson, Bennyhoff, and Hill. No negative votes.
Motion carried.
PLANNING COMMISSION: A motion was made by Councilman Klingelhutz
and seconded by Councilman Hill that the Planning Commission Annual
Report be noted and read. The following voted in favor thereof:
Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, Pearson, and Hill.
No negative votes. Motion carried.
PERMIT FEES: A motion was made by Councilman Hill and seconded
by Councilman Bennyhoff to approve the proposed fee schedule
changes that were presented. The following voted in favor thereof:
Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, Pearson~and
Hill. No negative votes. Motion carried.
~he Administrator will prepare ordinance amendments as required
and submit each to the Council for final approval.
SALARIES: A motion was made by Councilman Klingelhutz and seconded
by Councilman Pearson to approve the following Village employee
salaries for the year of 197D.
Adolph Tessness - $825.00 per month, plus 9¢ per mile for use of car.
Kay Klingelhutz - $510.00 per month
Susan Jones - $400.00 per month
Henry WFaêe ~ $715.00 ~e~ month

Victor Kohman - $635.00 per month
Delbert Morris - $600.00 per month
Jerry Schlenk - $600.00 per month
Sylvester Chastik - $575.00 per month

The following voted in favor thereof: Mayor Coulter, Councilmen
Klingelhutz, Bennyhoff, Pearson, and Hill. No negative votes.
Motion carried.
A motion was made by Councilman Klingelhutz and seconded by
Councilman Hill that all extra secretarial salaries be set at $2.25
per hour. The following voted in favor thereof: Mayor Coulter,
Councilmen Klingelhutz, Bennyhoff, Pearson, and Hill. No negative
votes. Motion carried.
VILLAGE SUPERINTENDENT: A motion was made by Councilman Pearson
and seconded by Councilman Hill that Henry Wrase be the Village
Superintendent. His duties would be to supervise all of the
Village Employees with the exception of the office personnel. The
following voted in favor thereof: Mayor Coulter, Councilmen
Klingelhutz, Bennyhoff, Pearson, and Hill. No negative votes.
Motion carried.
~IRE DEPARTMENT: A motion was made by Councilman Pearson and
seconded by Councilman Hill that the Village pay to the Fire
Department $2.00 per man per call, plus $1.00 per man per call
to go to the Relief Association Funds. The following voted in favor I
thereof: Mayor Coulter, Councilmen Klingelhutz, Bennyhoff, Pearson,
and Hill. No negative votes. Motion carried.
The Fire Department to submit a monthly report and statement on
all fires.
BILLS: A motion was made by Councilman Hill and seconded by
Councilman Bennyhoff to approve the bills. The following voted
in favor thereof: Mayor Coulter, Councilmen Klingelhutz, Bennyhoff,
Pearson, and Hill. No negative votes. Motion carried.
WARRANTS: Councilman Klingelhutz moved the adoption of the following
RE~OLUTION: BE IT RESOLVED that the following bills be paid by warrents:
1969-2 Construction Bulletin in the amount of $33.00 Check # 990
1969-2 - Midwest Mechanical in the amount of $8,601.39 Check # 991
1968-3 - Midwest Mechanical in the amount of $10,637.26 Check # 992
1968-1B - Twin City Testing in the amount of $68.50 Check # 993
General Fund $ 6,000.00 Check #994
RESOLUTION SECONDED by Councilman Pearson. The following voted in
favor thereof: Mayor Coulter, Councilman Klingelhutz, Bennyhoff,
Pearson, and Hill. No negative votes. Motion carried.
WEED INSPECTOR: A motion was made by Councilman Klingelhutz and I
seconded by Councilman Hill that the Village pay the registration
fee for a Weed Inspector Seminar, plus all actual expenses. The
following voted in favor thereof: Mayor Coulter, Councilmen
Klingelhutz, Bennyhoff, Pearson, and Hill. No negative votes. Motion
carried. Henry Wrase and Al Klingelhutz authorized to attend the
school.

GULBRANSEN: A motion was made by Councilman Pearson and seconded
by Councilman Klingelhutz to approve the request by Mrs. Gulbransen
to connect to the Excelsior trunk line extension with the
following conditions:
1. Chanhassen is not obligated for any cost, maintenance,
etc., to this line.
2. Chanhassen is not involved in any way in what Excelsior
may charge for this connection.
3. Some time in the future when Chanhassen sewer trunk
lines are installed in this area, the prop~rty may be
assessed for a share of that cost.
The follòwing voted in favor thereof: Mayor Coulter, Councilmen
Klingelhutz, Bennyhoff, Pearson, and Hill. No negative votes.
Motion carried.
HEALTH BOARD: A motion was made by Councilman Klingelhutz
and seconded by Councilman Hill to appoint Dr. Bennyhoff and
Mayor Coulter as members of the Village Health Board. The
following voted in favor thereof: Mayor Coulter, Councilmen
Klingelhutz, Bennyhoff, Pearson, and Hill. No negative votes.
Motion carried.
HORSE ORDINANCE: A proposed Horse Ordinance will be discussed
at the February 2nd meeting.
SKATING RINK: The problem with the children entering the apartments
near the skating rink and causing miscellaneous problems was
discussed. It was the feeling of the Council that if this problem
could not be resolved, they may have to close the skating rink.
A motion was made by Councilman Pearson and seconded by Councilman
Bennyhoff to adjourn. The following voted in favor thereof:
Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Pearson, and
Hill. No negative votes. Motion carried. Meeting adjourned.
