PBBLIC HEARING - SNOWMOBILES - December 16, 1970 - 7:30 p.m.
The Chanhassen Village Council met on December 16, 1970, for
the above special meeting. The following members were present:
Acting Mayor Klingelhutz, Councilmen Bennyhoff and Neils. Mayor
Coulter and Councilman Pearson were absent.
Approximately twenty people were present.
The Administrator read the published notice of the hearing.
Councilman Bennyhoff gave a report on the Snowmobile Committee
Meeting and how the proposed Ordinance was arrived at.
MR. MORRISON:

of age being allowed to operate a snowmobile
that the proposed Ordinance did not contain
CRAIG SHULSTAD: Asked what other communities around Chanhassen
are doing as far as Ordinances on snowmobiles?
ANSWER: It was explained in general what the other
communities have adopted and that the proposed Ordinance
is basically the same as the Proposed Hennepin County
Uniform Snowmobile Ordinance.
The Village Attorney explained the legal ramifications of the
proposed Ordinance.
A motion was made by Councilman Neils and seconded by Councilman
Bennyhoff to continue the Public Hearing until Wednesday, January 6,
1971, at 7:30 p.m. The following voted in:favor thereof: Acting
Mayor Klingelhutz, Councilmen Bennyhoff and Neils. No negative
votes. Motion carried.

CHANHASSEN VILLAGE COUNCIL MINUTES - December 16, 1970
The special Chanhassen Village Council Meeting was called to order.
The following members were present: Acting Mayor Klingelhutz,
Councilmen Bennyhoff and Neils. Mayor Coulter and Councilman
Pearson were absent.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Neils to dispense with all formalities. The following voted in
favor thereof: Acting Mayor Klingelhutz, Councilmen Bennyhoff and
Neils. No negative votes. Motion carried.
COUNCIL MINUTES: A motion was made by Councilman Bénnyhoff and
seconded by Councilman Neils to approve the Council Minutes of
December 7, 1970. The following voted in favor thereof: Acting
Mayor Klingelhutz, Councilmen Bennyhoff and Neils. No negative
votes. Motion carried.

PLANNING COMMISSION MINUTES: A motion was made by Councilman
Neils and seconded by Councilman Bennyhoff that the December 8,
1970, Planning Commission Minutes be noted and read. The following
voted in favor thereof: Acting Mayor Klingelhutz, Councilmen
Bennyhoff and Neils. No negative votes. Motion carried.

CHANHASSEN YOUTH ADVISORY COMMITTEE: A motion was made by
Councilman Bennyhoff and seconded by Councilman Neils that the
December 2, 1970, Chanhassen Youth Advisory Committee Minutes be
noted and read. The following voted in favor thereof: Acting
Mayor Klingelhutz, Councilmen Bennyhoff and Neils. No negative
votes. Motion carried.
LEAGUE OF MINNESOTA MUNICIPALITIES: There was a discussion on
the proposed additions to the Municipal Policy and Legislative
Proposals of the League of Minnesota Municipalities.
STATE GUARANTEE OF LOCAL BOND ISSUES: A motion was made by
Councilman Bennyhoff and seconded by Councilman Neils that
the Village disapprove this addition to the League of
Minnesota Municipalities proposal. The following voted in
favor thereof: Acting Mayor Klingelhutz, Councilmen
Bennyhoff and Neils. No negative votes. Motion carried.
SHORT-TERM FINANCING: A motion was made by Councilman
Bennyhoff and seconded by Councilman Neils to approve the
addition to the League of Minnesota Municipalities proposal.
The following voted in favor thereof: Acting Mayor Klingelhutz,
Councilmen Bennyhoff and Neils. No negative votes. Motion
carried.

PARTY DESIGNATION: A motion was made by Councilman Bennyhoff and
seconded by Councilman Neils to strike this topic from the Agenda.
The following voted in favor thereof: Acting Mayor Klingelhutz,
Councilmen Bennyhoff and Neils. No negative votes. Motion
carried.
ZETAH CLAIM: A motion was made by Councilman Bennyhoff and
seconded by Councilman Neils to approve the statement as submitted
by Vern Zetah for the excavation required for Lots 12 and 13 in the
amount of $374.00. The following voted in favor thereof: Acting
Mayor Klingelhutz, Councilmen Bennyhoff and Neils. No negative
votes. Motion carried.
FRITZ COULTER PROPERTY: The Administrator will get two or
more quotes on a sewer lateral installation and submit to the
Council at the next meeting. No further action was taken
at this time.

OLD VILLAGE HALL: A motion was made by Councilman Neils and
seconded by Councilman Bennyhoff to set the monthly rent for
the Old Village Hall building at $60.00 per month for the year
of 1971. The following voted in favor thereof: Acting Mayor
Klingelhutz, Councilmen Bennyhoff and Neils. No negative votes.
Motion carried.
TOP OF THE BLUFF: A motion was made by Councilman Bennyhoff and
seconded by Councilman Neils to approve the Building Permit for
the Top of the Bluff Clubhours upon condition that the require-
ments set forth in a letter dated October 26, 1970, from the
state Fire Marshall and also a letter dated December 8, 1970,
from the Metropolitan Council with reg~rd to the sewer treat-
ment works be complied with. The following voted in favor there-
of: Acting Mayor Klingelhutz, Councilmen Bennyhoff and Neils.
No negative votes. Motion carried.
METROPOLITAN SEWER BOARD: A motion was made by Councilman Benny-
hoff and seconded by Councilman Neils that the power for the
lift station that the Metropolitan Sewer Board is installing
adjacent to Chanhassen Estates be served by underground service.
The following voted in favor thereof: Acting Mayor Klingelhutz,
Councilmen Bennyhoff and Neils. No negative votes. Motion
carried.
The Administrator is instructed to notify the Metropolitan Sewer
Board of this Council action.
CONFERENCE FOR MAYORS AND COUNCILMEN: A motion was made by
Councilman Klingelhutz and seconded by Councilman Bennyhoff that
any member of the Council who wishes to attend the conferences on
January 16, 1971, will be reimbursed, by the Village, for regis-
tration, mileage and per diem. The following voted in favor
thereof: Acting Mayor Klingelhutz, Councilmen Ben~~hoff and
Neils. No negative votes. Motion carried.
A motion was made by Councilman Bennyhoff and 'seconded by Councilman
Neils to adjourn. The following voted in favor thereof: Acting
Mayor Klingelhutz, Councilmen Bennyhoff and Neils. No negative
Votes. Motion carried.
