1971 01 04 r I I I VILLAGE OF CHANHASSEN COUNCIL MINUTES - JANUARY 4, 1971 The Chanhassen Village Council meeting on January 4, 1971, was opened at 7:30 p.m. with the Pledge to the Flag. The following members were present: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. Steven J. Wolf took the Oath of Office. A motion was made by Councilman Klingelhutz and seconded by Council- man Bennyhoff to approve the Agenda. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion carried. COUNCIL MINUTES: A motion was made by Councilman Neils and seconded by Councilman Bennyhoff to approve the December 21, 1970, Council Minutes. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz and Neils. Councilman Wolf abstained. No negative votes. Motion carried. ANNUAL APPOINTMENTS AND ACTION: On a motion made by Councilman Bennyhoff that the following be approved: ACTING MAYOR: Councilman Al Klingelhutz be appointed Acting Mayor in the absence of the elected Mayor. CHECK SIGNATURES: The authorized signatures on all Village checks shall be the Mayor and the Treasurer. BONDS: The following be bonded for: 1. Mayor 2. Treasurer-Deputy Clerk 3. Clerk-Administrator 4. All others by Blanket Bond $50,000.00 $50,000.00 $ 1,000.00 $ 1,000.00 RULES OF ORDER: The Village adopt the procedures set forth in the Handbook for Minnesota Villages and using Roberts Rules of Order, Revised Edition, to supplement. OFFICIAL NEWSPAPER: The Excelsior-Deephaven SUN be the Village of Chanhassen's official newspaper. Note: In certain instances some items will have to be published in the Weekly Valley Herald. OFFICIAL BANK: The State Bank of Chanhassen be designated as the official depository for all Village monies. Note: The minutes are to reflect that Mayor Coulter has stock and is a Director of the State Bank of Chanhassen. 1 CHANHASSEN VILLAGE COUNCIL MINUTES - JANUARY 4, 1971 -2- MEETING NIGHTS: The regular Village Council meeting nights to be the second and third Monday of every month at 7:30 P.M. I AGENDA SYSTEM: All meetings to be conducted on the Agenda System and said Agenda to be closed on Thursday at 1:00 P.M. prior to the next regular meeting. VILLAGE ATTORNEY: Russell H. Larson be appointed Village Attorney for a period of one year at a fee rate to be charged on an hourly basis. FINANCIAL CONSULTANT: Ehlers and Associates be appointed for a period of one year. VILLAGE ENGINEER: The firm of Schoell & Madson, Inc., be appointed the Village Engineer to be reimbursed for services as per agree- ment dated January 25, 1969. Plus letter attached. BUILDING INSPECTOR: Adolph Tessness be appointed Building Inspector. PLUMBING INSPECTOR: Hubert Forcier be appointed Plumbing Inspector on a fee basis. UTILITY DEPARTMENT SUPERINTENDENT: Gerald Schlenk be appointed I inspector of private disposal systems, wells, and municipal sewer and water connections. HEALTH OFFICIER: Dr. Richard Olson be appointed Village Health Officer. AUTOMATIC BILLS: All utility bills and labor be paid automatically. Labor payable on the 1st and 15th of every month. CLERK-ADMINISTRATOR: Adolph Tessness be appointed as Clerk- Administrator. TREASURER-DEPUTY CLERK: Kay Klingelhutz be appointed as Treasurer-Deputy Clerk. COUNCIL SALARIES: The Village Council salaries be set acco~ding to MSA 421.181, Sub. 1-9, as follows: Mayor $50.00 per month, Councilmen $35.00 per month, to be paid quarterly. PURCHASING: All purchasing must be approved by the Administrator up to $500.00. Any item over $500.00 must have special Council approval prior to ordering or starting a program. PARK AND RECREATION GOMMISSION: A motion was made by Councilman Klingelhutz that the following be appointed to the Park and Recre- ation Commission: Robert Fayfield Denis Stedman Dave Wilson Term of Three Years Term of Three Years Balance of Term (two years) Seconded by Councilman Neils. Motion carried. ~ CHANHASSEN VILLAGE COUNCIL MINUTES - JANUARY 4, 1971 -4- I HUMAN RIGHTS COMMISSION: A motion was made by Mayor Coulter and seconded by Councilman Neils to extend all existing Human Rights Commission members terms for six months. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion carried. INDUSTRIAL COMMISSION: A motion was made by Councilman Klingelhutz and seconded by Councilman Bennyhoff to extend all existing Industrial Commission members terms for six months. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion carried. WEED INSPECTOR: Mayor Coulter, who is the automatic Weed Inspector for the Village, does so appoint Henry Wrase and Councilman Al Klingelhutz as Deputy Week Inspectors. FINANCIAL AUDIT: A motion was made by Councilman Bennyhoff and seconded by Councilman Neils that the firm of Hoffman and Hoffman be hired to prepare th~ audit to be presented to the Council no later than June 30, 1971. POLICE DEPARTMENT: A motion was made by Councilman Klingelhutz and seconded by Mayor Coulter that the Village of Chanhassen set up Village non-moving violation tickets which can be paid at the Village Hall. Fine to be set at $5.00. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion carried. FIRE DEPARTMENT: A motion was made by Councilman Klingelhutz seconded by Councilman Bennyhoff to approve the investment of $4900.00 from the Chanhassen Firemen's Relief Association in Savings Certificates. The following voted in favor thereof: Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. negative votes. Motion carried. and Mayor No PROJECT 71-1 - WATER FEASIBILITY STUDY FOR THE NORTH SERVICE AREA: A motion was made by Councilman Bennyhoff and seconded by Councilman Neils to authorize the Village Engineer to prepare a feasibility study for a municipal water system for the North Service Area. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion carried. I 4 ~ I I I CHANHASSEN VILLAGE COUNCIL MINUTES - January 4, 1971 -5- PERSONNEL POLICY: A motion was made by Councilman Bennyhoff and seconded by Councilman Wolf to amend Section 17 of the Personnel Policy to read as follows: SECTION 17. Vacation Leave. A. How Much. Each provisional, probationary, and permanent employee shall earn vacation leave at the rate of two (2) calendar weeks per year (10 working day per year), except that vaca- tion leave granted probationary employees shall not be avail- able for use until satisfactory completion of the initial (not promotional) probationary period. After ten yea~service, fifteen (15) working days per year. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion carried. A motion was made by Councilman Bennyhoff and seconded by Council- man Neils to amend Section 22 of the Personnel Policy to read as follows: SECTION 22. Holidays. Village employees, whether working on a full-time, hourly, daily or monthly basis, may observe nine holidays unless such employees are required to be on regular duty. The nine holidays shall be: Date Holidays Celebrated January 1 Third Monday in February Last Monday in May July 4 First Monday in September Fourth Monday in October Fourth Thursday in November Fourth Friday in November December 25 New Year's Day Washington's and Lincoln's Birthday Memorial Day Independence Day Labor Day Veterans Day Thanksgiving Day Day after Thanksgiving Day Christmas Day When January l, July 4, or December 25 fall on Sunday, Friday shall be a holiday. When January I, July 4, or December 25 fall on Saturday, the preceding day shall be a holiday. No n~gative votes. Motion carried. ADMINISTRATION: The Council discussed whether the Village Hall should be open during the noon hour. It was the general feeling of the Council that the Village Hall be open during the noon hour. A motion was made by Councilman Neils and seconded by Councilman Bennyhoff to adjourn.
