CHANHASSEN VILLAGE COUNCIL MINUTES- January 11, 1971
The regular Chanhassen Village Council meeting on January 11, 1971,
at 7:30 p.m., was opened with the Pledge to the Flag. The following
members were present: Mayor Coulter,Councilmen Bennyhoff, Neils,
Klingelhutz and Wolf.
A motion was made by Councilman Neils and seconded by Councilman
Klingelhutz to approve the Agenda. The following voted in favor
thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils
and Wolf. No negative votes. Motion carried.
COUNCIL MINUTES: A motion was made by Councilman Klingelhutz and
seconded by Councilman Wolf to approve the Council Minutes of
January 4, 1971. The following voted in favor thereof: Mayor
Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and WaIf. No
negative votes. Motion carried.
A motion was made by Councilman Bennyhoff and seconded by Coun~ilman
Neils to approve the Council Minutes of January 6, 1971. The
following voted in favor thereof: Mayor Coulter, Councilman Bennyhoff,
Klingelhutz, Neils and Wolf. No negative votes. Motion carried.
PARK AND RECREATION MINUTES: A motion was made by Councilman Benny-
hoff and seconded by Councilman Klingelhutz that the Park and Re-
creation Commission Minutes of January 5, 1971, be noted and read.
The following voted in favor thereof: Mayor Coulter, Councilmen
Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion
carried.
PARK AND RECREATION COMMISSION: A motion was made by Councilman
Bennyhoff and seconded by Councilman Wolf to approve the Monday
and Thursday night programs for a total of $120.00. Also the Saturday
morning program totaling $90.00. Both programs for six weeks.
The following voted in favor thereof: Mayor Coulter, Councilmen
Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion
carried.
SNOWMOBILE ORDINANCE: A motion was made by Councilman Bennyhoff and
Councilman Wolf to approve the proposed ordinance as amended. The
following voted in favor thereof: Mayor Coulter, Councilmen Benny-
hoff, Klingelhutz, Neils and Wolf. No negative votes. Motion
carried.
The minutes should reflect that the phrase "express consenf" in
Section 3, Subsection 3.02 does not imply that consent must be
given each time.
SOLID WASTE ORDINANCE: There was a general discussion on the proposed
solid waste ordinance. The Administrator will research this further
and send the Council more information.

CHANHASSEN ESTATES SECOND ADDITION: A motion was made by Council-
man Klingelhutz and seconded by Councilman Neils to defer any
action, at this time, on the request that the Village install
sewer and water in Chanhassen Estates Second Addition. The
following voted in favor thereof: Mayor Coulter, Councilmen Benny-
hoff, Klingelhutz, Neils and Wolf. No neg~tive votes. Motion
carried.

The Administrator will get estimated costs of this project before
it is presented to the Council next time.
FIRE DEPARTMENT: A motion was made by Councilman Bennyhoff and
seconded by Councilmaß Klingelhutz that the firemen be paid $2.50
per hour in answer to fire calls with a minimum of $2.50 per call.
The following voted in favor thereof: Mayor Coulter, Councilmen
Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion
carried.
DAN SCHIMMELPFENNIG - CONDITIONAL USE PERMIT: Mr. Schimmelpfennig
is requesting a conditional use permit to store his excavating
equipment on his property within enclosed buildings.
A motion was made by Councilman Bennyhoff and seconded by Council-
man Klingelhutz that Mr. Schimmelpfennig appear before the Planning I
Commission and their recommendations to be forwarded to the
Council before a public hearing would be set up for this conditional
use permit. The following voted in favor thereof: Mayor Coulter,
Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No negative
voteS~ Motion carried.
LICENSES: A motion was made by Councilman Bennyhoff and seconded
by Councilman Klingelhutz to approve a Cigarette License for
Kenny's Market, 531 W. 78th Street. Also to approve a Non-Intox-
icating Off Sale License for Kenny's Market, 531 W. 78th Street.
The following voted in favor thereof: Mayor Coulter, Councilmen
Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion
carried.
TWO-WAY RADIO SYSTEM: Bids were opened at 2:00 p.m., January 11,
1971. One bid was received, from Motorola as follows:

No action was taken on this bid, at this time.
LAKE ANN TRUNK LINE: There will be a special Council meeting on
January 25, 1971, to discuss the Lake Ann Trunk Line.
CENSUS: A motion was made by Councilman Klingelhutz and seconded
by Councilman Bennyhoff to request that the Village Attorney draft
a bill requesting legislation for a special census to be submitted
to the Legislature by Senator Metcalf and Representative Jopp. The
fOllowing voted in favor thereof: Mayor Coulter, Councilmen
Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion
carried. '
RECREATION FACILITIES: Councilman Bennyhoff requested that the
Village of Chanhassen consider installing chemical toilets where
fish houses are grouped on lakes in the Village of Chanhassen.
The Council instructed the Administrator to check into this and
report back at the next meeting.
