FROM: DATE: April 20,2000 SUBJ: Authorize Preparation of Feasibility Study for Crestview Circle Street and Utility Improvements - Project No. 00-05 The City of Chanhassen received a petition from 100% of the benefiting property owners along Crestview Circle for extension of sanitary sewer. The neighbors also requested that the feasibility study determine the costs for street and utilities. The city has received five proposals from engineering firms to prepare feasibility studies for the three different proposals. The impetus for the petition is due to a failing septicsystem at 1941 Crestview Circle. Staff also believes there may be another resident that has a failing system that would also benefit by this project. The property pwner who initiated the petition is aware of the city's policy to require a security for the preparation ofthe feasibility study. Upon review ofthe proposals we received it appears the low bid is from WSB & Associates. The following table represents the proposals received from the five engineering firms responding to the request for proposals: $1,499 $2,200* WSB & Associates Bonestroo & Associates Howard R. The cost of Option A was $750. Due to staff workload I would not reconunend this option. I recommend to the City Council that they authorize WSB & Associates to prepare a feasibility study for the street and utility improvements for Crestview Circle as outlined in their proposal dated April 14, 2000 conditioned upon the petitioning property owners executing the attached feasibility study agreement to fund the preparation of the feasibility study. As you can see from the prompt signing of the petition you sent me, there is significant interest in our neighborhood for the improvements noted, I am aware that there is a cost associated in conducting the feasibility study of approximately $2000, and agree to be responsible for this until a future assessment distributes it or in the event I cannot get my neighbors to contribute if the improvements are not perfooned. 1 feel that connecting to the municipal sewer is not only the best long teon option for the two remaining homes on our street, but also for the environment in general. I hope we can complete all the required steps of approval in an expedient manner and minimize the additional cost of pumping our septic tanks. Project Understanding The City of Chanhassen has requested a proposal (RFP) to prepare a feasibility report for Crestview Circle. The feasibility report was initiated by a petition from a homeowner who has a failed septic system. The residents have requested a cost for city sanitary sewer, city water, and a full-urban city street. The request for proposals requests three separate cost estimates be provided in the final report, as follows: I. Sanitary sewer extension only. 2. Both sanitary sewer and water service 3, Full urban street with all utility improvements including sanitary sewer, water main and storm sewer. It is requested that the consultant provide a lump-sum not-to-exceed fee to complete the feasibility study. The RFP indicates the following meetings should be anticipated: · Three (3) meetings with City staff · Two (2) neighborhood meetings · Two (2) City Council meetings. The feasibility study should establish the feasibility of constructing the above referenced improvements and determine options for the preliminary design of utility improvements, conduct any soil investigations necessary, research the assessment history of the affected properties, inventory private property easements that need to be acquired, provide estimated project costs for all of the options, identify financial alternatives, and develop a preliminary special assessment role consistent with the 429 Statutes. . B. Background Information/Project Assumptions Crestview Circle currently consists of a gravel cul-de-sac serving five large lots, According to the information provided by City Staff, the homes are on existing well and septic systems. One property owner has a failed septic system and has petitioned for city sanitary sewer thereby initiating a feasibility study. There are existing sanitary sewer lines on Galphin Boulevard and Whitetail Ridge Court. The homes on Whitetail Ridge Court are served with city sewer and water and the street is paved to rural standards, with no curb and gutter or storm sewer. Scope of Services WSB and Associates will prepare the feasibility report in accordance with the requirements outlined under the Project Understanding. The following items will be addressed in the feasibility report. · Determine the feasibility of the proposed improvements. · Sanitary sewer and water main locations. · Adequacy of soils for the proposed improvements. · Necessary right-of-way or easements to construct the sewer and water and street. '. Research past assessments of the affec1ed properties · Estimate the project costs for the three options outlined in the RFP follows: · Option I -- sanitary sewer only. . Option 2 -- sanitary sewer and water and · Option 3 -- a full urban street section with all utilities including sanitary sewer, water main and storm sewer. · Identify financing alternatives and prepare a proposed special assessment role. · Conduct meetings with City staff as required. · Hold two property owner meetings. · Present the final report to the City Council and conduct the public hearing in accordance with Minnesota Statute 429. D. Timeframe As requested, 10 copies of the final feasibility report will be delivered to the City Staff by May 15,2000. E. Project Manager David E. Hutton, P.E., Senior Project Engineer will be the primary contact to the City and will be responsible for managing the project and coordinating the work with the City Staff. Mr. Hutton has 21 years of experience in civil engineering, with 16 of those years working with municipalities including the Cities of Shakopee and Savage. Mr. Hutton will supervise the WSB project team and be responsible for the completion of the feasibility report on time and within the budget parameters. The remaining project team members will consist of a design engineer, CADD technician and clerical support staff. A survey crew will be assigned to provide preliminary survey data for the preliminary design and easements as necessary, WSB will contract with a geotechnical subconsultant to obtain any soil borings necessary to complete the feasibility report. Compensation WSB will provide the services as outlined above at a lump-sum, not-to-exceed fee of $1,499 to complete the feasibility report for sanitary sewer, water main, and street construction. This proposal does not include any costs for soil borings, If necessary, WSB & Associates, Inc. will coordinate soil boring work with the city's geotechnical consultant. All reimbursable expenses such as mileage, reproduction, correspondence, mailings, etc. are included in our proposed fee. The fee includes delivering 10 copies of the completed feasibility report to City staff by May 15,2000.
