1971 01 25 r I I I CHANHASSEN VILLAGE COUNCIL MINUTES - January 25, 1971 The special Chanhassen Village Council meeting on January 25, 1971, at 7:30 p.m., was opened with the Pledge to the Flag. The following members were present: Mayor Coulter, Councilmen Bennyhoff, Neils, Klingelhutz and Wolf. COUNCIL MINUTES: The January 11, 1971, Council Minutes were not acted upon. A motion was made by Councilman Klingelhutz and seconded by Council- man Neils to approve the Council Minutes of January 18, 1971. The following voted in favor thereof: Mayor Coulter, Councilmen Benny- hoff, Klingelhutz, Neils and Wolf. No negative votes. Motion carried. PARK AND RECREATION MINUTES: A mo·tion was made by CQuncilman Neils and seconded by Councilman Wolf that the Park and Recreation Com- mission Minutes of January 19, 1971, be noted and read. The fol- lowing voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz and Neils. No negative votes. Motion carried. YOUTH ADVISORY COMMITTEE MINUTES: A motion was made by Councilman Bennyhoff and seconded by Councilman Klingelhutz that the Youth Advisory Committee Minutes of December 16, 1970, and January 13, 1971, be noted and read. The following voted in favor~:thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion carried. LAKE ANN SEWER TRUNK LINE: The Village Engineer explained the feasibility study on the Lake Ann Sewer Trunk Line. The Fiscal Consultants, Robert Ehlers and Phil Chenoweth explained the financial study for sewer installation which was a combined report on the North Sewer Service Area and the Lake Ann Trunk Line. A motion was made by Councilman Klingelhutz and seconded by Council- man Bennyhoff to authorize the Village Engineer to prepare plans and specifications on sub trunk #1 and the lower end of the Lake Ann Trunk Line needed to make connection with sub trunk #1 to the lift station. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion carried. This project is numbered 68-5. A motion was made by Councilman Bennyhoff and seconded by Councilman Neils to authorize the Village Attorney to proceed with obtaining easements for the Project #68d5. The following voted in favor there- of: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion carried. A motion was made by Councilman Klingelhutz and seconded by Council- man Bennyhoff to authorize the Village Attorney to meet with the developers in the Lake Ann Trunk Line area to obtain a written assurance on the REC charges which would in turn establish financiàl integrity in the sewer utility system. ,., CHANHASSEN VILLAGE COUNCIL MINUTES - January 25, 1971 -2- The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion carried. I CENSUS: A motion was made by Councilman Bennyhoff and seconded by Councilman Wolf to adopt the following Resolution #12571-1: SPECIAL FEDERAL CENSUS Whereas, it is in the best interests of the Village of Chanhassen that a special census of the population of the Village be taken before January 1, 1973. NOW, THEREFORE, BE I'll RESOLVED: 1. That the Legislature of.the State of Minnesota be, and hereby is, requested to enact a bill authorizing a special Federal Census of the population of the Village. 2. That said bill be in substantially the following form: I Section 1. The governing body of the Village of Chanhassen may be resolution request the Federal Director of the Census to take one special census of the population of the Village before January 1, 1973. A certified copy of the results of such census shall be filed with the appropriate state authorities by the governing body of the Village. The result of any such census so taken and filed shall be the population of the Village for purposes of any law providing that population is a required qualification for tax distribution, liquor licensing under the Minnesota Statutes, Chapter 340, or distribution of highway aids. The expense of taking the special census shall be paid by the Village of Chanhassen. Section 2. This act is in effect upon its approval by the governing body of the Village of Chanhassen and upon compliance with the provisions of Minnesota Statutes, Section 645,021. Passes and adopted by the Council of the Village of Chanhassen this 25th day of January, 1971. The following voted in favor thereof: Bennyhoff, Klingelhutz, Neils and Wolf. carried. The following voted in favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes. Motion carried. ADMINISTRATION: The total list of vendors for the year of 1970 was submitted. A motion was made by Councilman Neils and seconded by Councilman Bennyhoff to adjourn.
