CHANHASSEN VILLAGE COUNCIL MINUTES - March 1, 1971
The special Chanhassen Village Council meeting on March 1, 1971,
was opened with the Pledge to the Flag. The following members
were present: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz,
Neils and Wolf.
COUNCIL MINUTES: A motion was made by Councilman Klingelhutz and
seconded by Councilman Wolf to approve the Council Minutes of
February 22, 1971. The following voted in favor thereof: Mayor
Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No
negative votes. Motion carried.
PLANNING COMMISSION MINUTES: A motion was made by Councilman
Bennyhoff and seconded by Councilman Wolf that the Planning Com-
mission Minutes of February 23, 1971, be noted and read. The
following voted in favor thereof: Mayor Coulter, Councilmen
Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes.
Motion carried.
PROPOSED ORDINANCE #45: A motion was made' by Councilman Benny-
hoff and seconded by Councilman Klingelhutz to hold a Public
Hearing on proposed Ordinance #45.
A motion was made by Councilman Neils and seconded by Councilman
Wolf to amend the original motion to include the date March 15,
1971, at 9:00 p.m. The following voted in favor thereof: Mayor
Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No
negative votes. Motion carried.
The following voted in favor thereof the original motion with the
amendment: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils
and Wolf. No negative vo~es. Motion carried.
A motion was made by Councilman Bennyhoff and seconded by Council-
man Neils that this proposed Qrdinance #45 be referred to the
Planning Commission and the Park and Recreation Commission for
their comments. Comments to be returned'to the Council before
the Public Hearing, March 15, 1971. The following voted in favor
thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils
and Wolf. No negative votes. Motion carried.
LIQUOR LICENSE FEES: A motion was ,made by Councilman Bennyhoff
and seconded by Councilman Klingelhutz that the Liquor License
Fees for the Village of Chanhassen for the year of 1971, be as
follows:
On Sale Intoxicating
On Sale Non-Intoxicating
Sunday Liquor
Off Sale Intoxicating
Off Sale Non-Intoxicating
Club License

LIQUOR LICENSE FEES (contd): The following voted in favor
thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz,
Neils and Wolf. No negative votes. Motion carried.

TRACTOR: A motion was made by Councilman Wolf and seconded
by Councilman Klingelhutz to authorize the advertising for
bids for a tractor with a side mount mower, flail mower and
cab and all other appurtenances. The following voted in favor
thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz,
Neils and Wolf. No negative votes. Motion carried.
The specifications are to be sent to the Council prior to
advertising for bids.
STREET SIGNS: A motion was made by Councilman Bennyhoff and
seconded by Councilman Neils that the Village purchase the
brown background with white reflective letters, with square
posts. The following voted in favor thereof: Mayor Coulter,
Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No negative
votes. Motion carried.
STORM SEWER (BONGARD): A motion was made by Councilman Neils
and seconded by Councilman Klingelhutz to table any action on
this matter. The following voted in favor thereof: Mayor I
Coulter, Councilmen Bennyhoff, Klingelhutz and Neils. Council-
man Wolf voted no. Motion carried.
SOLID WASTE ORDINANCE: General discussion. The Administrator
is to prepare a preliminary draft of the proposed ordinance
including facts that have been discussed in the last few
weeks and return this two the Council as soon as possible.
SHOOTING PERMIT: The Administrator read a letter from Elmer
Livingston, requesting a Shooting Permit.
The Council did not change its prior action of not allowing
shooting permits north of Highway 5.
BUILDING PERMIT: The Administrator informed the Council of a
request for a Building Permit without a perculation test, which
was denied. The Council agreed that this was necessary.
ZONING ORDINANCE: Councilman Wolf asked the Village Attorney
when the Zoning Ordinance would be completed.
The Village Attorney answered that he would be delivering, to
the Council, before the end of this week, the complete Zoning
Ordinance.

PURCHASE: A motion was made by Councilman Klingelhutz and
seconded by Councilman Wolf to authorize the Administrator to
purchase a new flag. The following voted in favor thereof:
Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and
Wolf. No negative votes. Motion carried.
A motion was made by Councilman Bennyhoff and seconded by
Councilman Klingelhutz to adjourn. The following voted in
favor thereof: Mayor Coulter, Councilman Bennyhoff, Klingelhutz,
Neils and Wolf. No negative votes. Motion carried.
