CHANHASSEN VILLAGE COUNCIL MINUTES - March 8, 1971
The regular Chanhassen Village Council meeting on March 8, 1971,
was opened with the Pledge to the Flag. The following members
were present: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz,
Neils and Wolf.
COUNCIL MINUTES: A motion was made by Councilman Neils and
seconded by Councilman Bennyhoff to approve the Council Minutes
of March 1, 1971. The following voted in favor thereof: Mayor
Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No
negative votes. Motion carried.
PARK AND RECREATION COMMISSION MINUTES: A motion was made by
Councilman Klingelhutz and seconded by Councilman Neils that
the Park and Recreation Commission Minutes of March 2, 1971,
be noted and read. The following voted in favor thereof:
Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and
Wolf. No negative votes. Motion carried.
NORTH SERVICE WATER FEASIBILITY STUDY: The Village Engineer
presented and explained the water feasibility study. There
was general discussion on water and sewer being installed at
the same time.
A motion was made by Councilman Klingelhutz and seconded by
Councilman Neils to hold a public informational meeting within
the next thirty (30) days at Minnetonka West Junior High School.
The following voted in favor thereof: Mayor Coulter, Councilmen
Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes.
Motion carried.
CHANHASSEN ESTATES 2ND ADDITION: A motion was made by Council-
man Bennyhoff and seconded by Councilman Klingelhutz that the
Village install sewer and water in Chanhassen Estates 2nd Addi-
tion, subject to Metropolitan Sewer Board approval. The fol-
lowing voted in favor thereof: Mayor Coulter, Councilmen Benny-
hoff, Klingelhutz, Neils and Wolf. . No negative votes. Motion
carried.
MAINTENANCE DEPARTMENT: There was discussion on purchasing a
posthole auger with the new tractor.
The Maintenance Superintendent explained some of the problems
he has been having with one of the trucks.
POLICE DEPARTMENT: Acting Chief Wallin present the Monthly
Police Report.
A motion was made by Councilman Klingelhutz and seconded by
Councilman Neils to approve the installation of the following
traffic control signs:

STOP SIGNS:
1. On Leslee Curve at Minnewashta Parkway (County Road #15).
2. On 63rd Street at Yosemite.
3. Two-way on Nex Perce at Carver Beach Road.
4. Two-way on West 68th Street at Kiowa.
5. Two-way on Frontier Trail at Laredo Drive.
6. On Highland Drive at Frontier Trail.
7. On Santa Fe Trail at Del Rio Drive.
8. On Del Rio Drive at Laredo Drive.
9. On West 79th Street at Great Plains Blvd, (State Hwy.#lOl).
10. On Cheyenne at Dakota.
11. On 4th Street at Great Plains Blvd. (State Hwy. #101).

SPEED ZONE:
12. On Lyman Blvd. between Great Plains Blvd. (State Hwy. #101)
and Audubon Road (County Road #17) a 45 MP.H. zone, as
Lyman Blvd. does not have a posted speed limit which makes
it an automatic 65M.P.H. during daylight hours and 55
M.P.H. at night.
The following voted in favor thereof: Mayor Coulter, Councilmen
Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes.
Motion carried.
FIRE DEPARTMENT: The Fire Chief informed the Council of the
possible flooding problems at the Shear Motel. This was a
problem during the last two floods and the owners have taken
no preventive measures.

A motion was made by Councilman Neils and seconded by Councilman
Bennyhoff that the Administrator write a letter to the owner!
warning of the impending danger and inform said owner that if
the Fire Department or Civil Defense is called out, that the
Village reserves the right to assess such expenses as may occur
to the owners. The following voted in favor thereof: Mayor
Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No
negative votes. Motion carried.
Councilman Steve Wolf read the following letter:
February 5, 1971
TO: Village Council of Chanhassen
FROM: Residents of Minnewashta
Recently we have a very serior fire in our area which
quickly and obviously brought to our attention the distance
we are from the Chanhassen Fire Department. The time it
takes for equipment to reach our area is of great concern to
us all.

FIRE DEPARTMENT (CONTD):
First we would like to make it clear that we are in no
way reflecting on the capabilities of our village fire depart-
ment. We just feel it takes too long to reach us for adequate
protection for both fire and rescue squad. Therefore with
your permission we would like to investigate alternative means
of providing rapid response to emergencies in our area---not
to replace our present coverage, but to add to it at our
expense. Perhaps another possibility to be considered would
be an "automatic mumal aid call" to all fires in the Minne-
washta area.
An additional 5-10 minutes in reaching the scene of an
accident or fire could mean a life! May we try to arrange
for additional protection?
The above letter was signed by a number of residents.
A motion was made by Councilman Neils and seconded by Councilman
Wolf to allow the residents of the Minnewashta area to pursue
looking into some alternative methods of additional fire pro-
tection at their own expense. The following voted in favor
thereof: Councilmen Bennyhoff, Neils and Wolf. Mayor Coulter
and Councilman Klingelhutz voted no. Motion carried.
STREETS: A motion was made by Councilman Bennyhoff and seconded
by Councilman Klingelhutz to approve the maintenance agreement
with the State Highway Department on the flasher and street
lights at the intersection of Highways #101 and #5. The fol-
lowing voted in favor thereof: Mayor Coulter, Councilmen
Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes.
Motion carried.
LAKE ANN TRUCK LINE: A motion was made by Councilman Klingelhutz
and seconded by Councilman Wolf to approve a Resolution requesting
the Metropolitan Sewer Board designate the Lake Ann Trunk Line
as an interceptor. The following voted in favor thereof: Mayor
Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No
negative votes. Motion carried.
~ARK AND RECREATION COMMISSION: A motion was made by Councilman
Wolf and seconded by Councilman Neils to authorize the Park and
Recreation Commission to study the possibility of forming an
Environmental Committee. The following voted in favor thereof:
Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf.
No negative votes. Motion carried.
A motion was made by Councilman Klingelhutz and seconded by Council-
man Bennyhoff to adjourn. The following voted in favor thereof:
Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf.
