CHANHASSEN VILLAGE COUNCIL MINUTES - September 20, 1971
The regular Chanhassen Village Council Meeting on September 20,
1971, in the Chanhassen Village Hall, was opened with the
Pledge to the Flag. The following members were present: Mayor
Coulter, Councilmen Bennyhoff, K1inge1hutz, Neils and Wolf.
Visitors Present: Judy Schmieg, James Connor, Arlene Connor,
Helen Leach, George W. Way, Esther V. Way, Kay McLeod, Basil
Bastian, Mr. & Mrs. Willard Johnson, Sam Potts, Mr. & Mrs.
Chester Lobitz, Mr. & Mrs. Ron Weber.
COUNCIL MINUTES: A motion was made by Councilman K1inge1hutz
and seconded by Councilman Bennyhoff that the Council Minutes
of the September 13, 1971, be approved with the following
addition: page 1, CENSUS - The Mayor stated that he had
talked to the League of Minnesota Municipalities Attorney
and the Highway Department (Gordon Fay) and they also doubted
that the Census could be taken in time to be certified.
The following voted in favor thereof: Mayor Coulter, Councilmen
Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes.
Motion carried.
PARK AND RECREATION COMMISSION MINUTES: A motion was made by
Councilman Neils and seconded by Councilman Wolf that the
Park and Recreation Commission Minutes of September 7, 1971,
be noted and read. The following voted in favor thereof:
Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and
Wolf. No negative votes. Motion carried.
PARK AND RECREATION COMMISSION: A motion was made by Mayor
Coulter and seconded by Councilman Neils to authorize a member
of the Park and Recreation Commission to attend the National
Park and Recreation Convention in Houston, Texas, if funds are
available in the Budget. The following voted in favor thereof:
Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and
Wolf. No negative votes. Motion carried.
BILLS: A motion was made by Councilman Klingelhutz and seconded
by Councilman Bennyhoff to approve the bills as submitted. The
following voted in favor thereof: Mayor Coulter, Councilmen
Bennyhoff, Klingelhutz, Neils and Wolf. No negative votes.
Motion carried.
DOG KENNEL (WEBER): Mr. & Mrs. Weber were present to explain
their proposed use of the kennel and their desire to keep three
dogs.
A number of the residents from Red Cedar Point were present to
object to the Council granting a Kennel Permit.
No official action was taken, by the Council, at this time
because the Weber's have withdrawn their Kennel Permit Application.
Having more than two dogs without a Kennel License is in
violation of Ordinance # 24.

DRAINAGE PROBLEM: Councilman Klingelhutz stated that the
persons involved have requested that this be deferred, as
they were unable to attend the meeting tonight.
A motion was made by Councilman Klingelhutz and seconded by
Councilman Neils to defer any action on the draingage problem
until the next meeting. The following voted in favor thereof:
Mayor Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and
Wolf. No negative votes. Motion carried.
POLIC DEPARTMENT REPORT: Al Wallin gave the monthly Police
Report and there was general discussion on the report.
URBAN RURAL TAX DISTRICT: The study committee (Mayor Coulter
and Councilman Klingelhutz) stated that there will be no
changes in this District.
BUDGET: There was general discussion on the proposed Budget.
A motion was mad e by Councilman Klingelhutz and seconded þy
Councilman Wolf that the Administrator is to request an
extension from the County Auditor extending the deadline to
certify our Budget from October 10, 1971 to November '0, 1971.
The following voted in favor thereof: Mayor Coulter, Council-
men Bennyhoff, Klingelhutz, Neils and Wolf. Wo negative
votes. Motion carried.
A motion was made by Councilman Klingelhutz and seconded
by Councilman Bennyhoff to request the County designate
one person from the Emergency Employment Act to the Village
of Chanhassen. The following voted in favor thereof: Mayor
Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf.
No negative votes. Motion carried.
A motion was made by Councilman Wolf and seconded by Councilman
Neils to approve the Budget Summary plus the Total Budget
Summary sheets. These to be made up for informational sheets
to be given to the public upon request. The following voted
in favor thereof: Mayor Coulter, Councilmen Bennyhoff,
Klingelhutz, Neils and Wolf. No negative votes. Motion carried.
A motion was made by Mayor Coulter and seconded by Councilman
Klingelhutz that the Village hold a public informational meeting
on the Budget two weeks prior to the final date that the levy
must be certified to the Auditor and the Council hold a final
Budget discussion one week prior to submitting the Budget to
the Auditor. The following,voted in favor thereof: Mayor
Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf.
No negative votes. Motion carried.
A motion was made by Councilman Bennyhoff and seconded by Council-
man Wolf to adjourn. The following voted in favor thereof: Mayor
Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and WOlfk<N
negative votes. Motion carried.
