CHANHASSEN VILLAGE COUNCIL MINUTES - January 31, 1972
The special Chanhassen Village Council meeting was called to order
by Mayor Klingelhutz. The following members were present:
Mayor Klingelhutz, Councilmen Bennyhoff, Kurver, Neils and Wolf.
A motion was made by Councilman Bennyhoff and seconded by Council-
man Wolf to dispense with approval of the minutes. The following
voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff,
Kurvers, Neils and Wolf. No negative votes. Motion carried.
ZONING ORDINANCE: A motion was made by Councilman Wolf and
seconded by Councilman Neils to have the first item on the
February 7, 1972, agenda at 9:30 p.m., a decision on the Zoning
Ordinance. The following voted in favor thereof: Mayor Klingelhutz,
Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes.
Motion carried.
BILL:. A motion was made by Councilman Bennyhoff and seconded by
Councilman Wolf to pay Northwestern National Bank of Minneapolis
for the amount of $22,915.75 to be paid out of the 1971 Bond Issue
Fund in the Construction Fund. The following voted in favor
thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils
and Wolf. No negative votes. Motion carried.
BUILDING INSPECTOR: The circumstances under which the new
Building Inspector was hired were discussed. It was decided to wait
until the Council has more information on the new man before he
is officially hired.
KOEHNEN ADDITION: A motion was made by Councilman Wolf and
seconded by Councilman Bennyhoff to instruct the Administrator
to investigate the problem of multiple families living in single
family residential homes. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf.
No negative votes. Motion carried.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Neils to adjourn. The following voted in favor thereof: Mayor
Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No
negative votes. Motion carried.

PUBLIC HEARING - CONTINUATION- ZONING ORDINAWCE - Jan~a~y 31, 1972
The continuation of the public hearing on the proposed Zoning
Ordinance was called to order at 7:30 p.m. by Mayor Klingelhutz.
The following members were present: Mayor Klingelhutz, Councilmen
Bennyhoff, Kurvers, Neils and Wolf. The following Planning
Commission members were present: Ward Passe, John Neveaux,
Tom Gabbert, Arnie Ryba, Jim Mielke, and Dan Herbst. Interested
residents attending were: J. E. Heydt, Mr. and Mrs. Tad Ware,
Mr. and Mrs. Robert Beaugrand, Mr. and Mrs. Frank Natole, Mrs.
Ward Passe, Mr. and Mrs. Willard Johnson, Norman Pavey, Muriel
Buell, Elinor Andrews, Vernon Teich, Wally Griepentrog, John Yager,
Mr. and Mrs. Richard Lyman, Mr. and Mrs. Glenn Ross, Bob Fortman,
Dick McFarland, and Bob Bowen.
Arnie Ryba, Planning Commission, read the January 11, 1972, Planning
Commission recommendations.
Mr.and Mrs. Tad Ware presented a petition asking the Council to
regulate the size of homes (1500 square foot minimum) and that
each new home have a two car garage. Thirty residents signed this
petition.
Mr. Walter Griepentrog explained that his land in Section 36 had
been zoned Industrial by the Township and he would like to have a
similar zoning so that he can continue his gravel operation, rifle
range, and the raising of mallard ducks. The Village Attorney
explained that the new zoning would make his businesses a non-
conforming use. It was decided that Mr. Griepentrog should apply
for a Conditional Use Permit.
Mrs. Frank Natole asked the Council to consider changing their
zoning back to R-IA as they raise Chinchillas and in the summer
sheep. Their two acres in Section 2 are shown Rl on the proposed
zoning map.
Mr. Ware asked how the assessments for sewer and water would differ
between the R-IA District and Rl Zoning District. The Village
Attorney explained that zoning districts would have no bearing on
assessments. The size of the property would make the difference.
A letter from the M. A. Gedney Company was received and they will
meet with the Industrial Commission Wednesday evening.
Councilman Wolf read a memorandum from the Human Rights Commission.
Norman Pavey, Human Rights Commission, explained the Commission agrees
with the Planning Commission recommendations of January 11, 1972.
A motion was made by Councilman Wolf and seconded by Councilman Neils
to adjourn the public hearing. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf.
No negative votes. Motion carried. Public Hearing adjourned at
9:15 p.m.
