1972 04 03 ~ I I I ~ CHANHASSEN VILLAGE COUNCIL - April 3, 1972 PUBLIC HEARING - PROJECT 72-1 - STREET IMPROVEMENT - 7:30 P.M. The following persons were present for the above Public Hearing: Mr. & Mrs. George Prieditis, George Beniek, Ivo Schutrop, Beatrice Cash, Mary Robertson, Arden Hippen, Tunis DeJoode, Ray Knott, Eugene Coulter, Mr. and Mrs. Ted deLancey, Kay Kaiser, Robert Scholer, Jerry Yanisch, Henry Wrase, Mr. &. Mrs. Willard Johnson, Nick Johnson, Mr. & Mrs. Fritz Coulter, Frances Jacques, Bernice Shorba, W. H. Hanson, D. Lindholm, Al Skluzacek, Dick Berg, W. Whitehill. The Mayor opened the public hearing and read a copy of the minutes ordering a public hearing. The following Village Council members were present: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. The Administrator read the legal published notice. The Village Engineer explained his report and the feasibility study. The Village Street Superintendent, Henry Wrase, explained the past history and the problems that the Village has had with this r0ad the last few years. A number of persons present voiced objections to the proposed project on the basis that not enough engineering work had been done for the feasibility study. Also some persons were objecting to the project completely. A motion was made by Councilman Wolf and seconded by Councilman Neils to continue the Public Hearing until May 8, 1972, at 8:00 p.m., at which time a more complete feasibility study will be available. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. CHANHASSEN VILLAGE COUNCIL MINUTES - April 3, 1972 The Chanhassen Village Council Meeting on April 3, 1972, was opened with the Pledge to the- Flag. The following members were present: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. COUNCIL MINUTES: A motion was made by Councilman Neils and seconded by Councilman Kurvers to approve the Council Minutes of March 20, 1972. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. PARK AND RECREATION COMMISSION MINUTES: A motion was made by Councilman Bennyhoff and seconded by Councilman Wolf that the Park and Recreation Commission Minutes of March 21, 1972, be noted nd read. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. ~ ! i CHANHASSEN VILLAGE COUNCIL MINUTES - April 3, 1972 -2- HUMAN RIGHTS COMMISSION MINUTES: A motion was made by Councilman I Kurvers and seconded by Councilman Wolf that the Human Rights Commission Minutes of March 25, 1972, be noted and read. The following voted in favor thereof: Mayor Klingelhutz, Councilman Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. LAKE ANN PARK: A motion was made by Councilman Wolf and seconded by Councilman Kurvers to purchase three backstops for Lake Ann. Park at a cost of $1452.00, with the reimbursement from the Jaycees of $1250.00. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils "and Wolf. No negative votes. Motion carried. SUMMER RECREATION PROGRAM: A motion was made by Councilman Wolf and seconded by Councilman Neils that the fee for the basic Summer Recreation Program shall be $4.00 per child or at a $12.00 per family maximum with a $1.50 extra charge per enroll- ment for Arts and Crafts. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. LAKEVIEW HILLS TRUNK LINE (PROJECT #71-7): A motion was made by Councilman Wolf and seconded by Councilman Bennyhoff to authorize the advertising for bids as soon as possible unless the Village Attorney deems it necessary to hold a public hearing first. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. I NORTH SERVICE AREA: Bill Schoell brought the Council up to date on the plans for the North Service Area construction projects. FEDERAL GRANTS: A motion was made by Councilman Wolf and seconded by Councilman Neils to authorize the Village Administrator, with the help of the Village Attorney and the Village Engineer, to proceed in applying for federal funds for sewer and water in the North Service Area. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and,Wolf. No negative votes. Motion carried. STATE BUILDING CODE: A motion was made by Councilman Wolf and seconded by Councilman Kurvers to approve the registration fee in the amount of $9.00 per person for the Council, Planning Commission members, the Administrator and the Administrative Assistant for "Municipalities and the State Building Code" on Wednesday, April 26, 1972. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. ABANDONED VEHICLES: Councilman Wolf asked the Village Attorney when the abandoned vehicle ordinance would be submitted. Amotion was made by Councilman Neils and seconded by Councilman Bennyh~ff to adjourn. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf.
