CHANHASSEN VILLAGE COUNCIL MINUTES - April 17, 1972
The regular Chanhassen Village Council Meeting was opened with the
Pledge to the Flag. The following members were present: Mayor
Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf.
PLANNING COMMISSION MINUTES: A motion was made by Councilman Neils
and seconded by Councilman Bennyhoff that the Planning Commission
Minutes of March 38, 1972, be noted and read. The following voted
in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers,
Neils and Wolf. No negative votes. Motion carried.
(The Council stated that the Planning Commission should only
recommend not authorize).
SIGN ORDINANCE: There was a lengthy discussion by the Council on
a number of sign violations. The Administrator was instructed to
enforce the Sign Ordinance.

and seconded by Councilman Kurvers that the Planning Commission
Minutes of April II, 1972, be noted and read. The following voted
in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers,
Neils and Wolf. No negative votes. Motion carried.
PARK AND RECREATION COMMISSION MINUTES: A motion was made by
Councilman Wolf and seconded by Councilman Neils that the Park
and Recreation Commission Minutes of April 4, 1972, be noted and
read. The following voted in favor thereof: Mayor Klingelhutz,
Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes.
Motion carried.
BILLS~ A motion was made by Councilman Bennyhoff and seconded by
Counciìman Kurvers to approve the bills as submitted. The following
voted-ån favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff,
Kurvers, Neils and Wolf. No negative votes. Motion carried.
KENNEL PERMITS: A motion was made by Councilman Bennyhoff and
seconded by Councilman Neils to approve the two kennel permits, one
for Joseph Kenyon and one for John Malakowskyfor a period of one
year. The following voted in favor thereof: Mayor Klingelhutz,
Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes.
Motion carried.
URBAN CORPS: A motion was made by Councilmen Neils and seconded by
Councilman Bennyhoff to approve the request for two Urban Corps
individuals to fill a Summer Park Director spot and a person in the
planning field. Final agreement to be approved by the Village
Attorney. The following voted in favor thereof: Mayor Klingelhutz,
Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes.
Motion carried.
VEHICLE: A motion was made by Councilman Bennyhoff and seconded by
Councilman Wolf to accept a 1964 panal Wagon from Schoell and
Madson, as a gift. The following voted in favor thereof: Mayor
Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No
negative votes. Motion carried.

CIVIL DEFENSE: A motion was made by Councilman Wolf and seconded I
by Councilman Bennyhoff to appoint Charles Anding as Chanhassen
Civil Defense Director. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf.
No negative votes. Motion carried.
MUNICIPAL BUILDING: A motion was made by Councilman Bennyhoff
and seconded by Councilman Wolf to authorize the Administrator
to advertise for bids for the installation of a 12 by 12 overhead
door in the west end of the fire barn. The following voted in
favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers,
Neils and Wolf. No negative votes. Motion carried.
ARBORETUM: A motion was made by Councilman Wolf and seconded by
Councilman Bennyhoff that the Administrator and the Village
Engineer meet with the Arboretum people as soon as possible to
explain the Village concern about their private septic system
and the possible pollution problems. Also that the Engineer be
instructed to prepare a sewer and water feasibility study and
submit back to the Council as soon as possible. The following
voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff,
Kurvers, Neils and Wolf. No negative votes. Motion carried.
LANDFILL: County Commissioner Rich Lyman was present and
explained the problems of a County landfill site and the cost
of operation.

POLICE: The Administrator was instructed to look into the I.D.
program that has been started in a number of communities. This
is a program in which individual residents would etch an assigned
number into such equipment as radios, televisions, electrical
appliances in the home, bikes, power tools, outboard motors,
office machines and other articles that burglars steal form
businesses, homes and garages.
RECYCLING: Craig Shulstad was present explaining a proposed
recycle day for Chanhassen which would include the collection
of paper, cans and bottles, using the Village Hall site and
the Village trucks to haul the recycling material to a recycling
planù.
A motion was made by Councilman Wolf and seconded by Councilman
Neils that the Village Council wholeheartedly endorses
May 20, 1972 as Chanhassen's recycle day. The following voted
in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff,
Kurvers, Neils and Wolf. No negative votes. Motion carried.
MUNICIPAL BUILDING: A motion was made by Councilman Kurvers and
seconded by Councilman Wolf to authorize the installation of an I
EW-8 Elkay drinking fountain for an estimated cost of $300.00. The
following voted in favor thereof: Mayor Klingelhutz, Councilmen
Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion
carried.

WATER METERS: A motion was made by Councilman Kurvers and seconded
by Councilman Neils that all residential water meters be required
to have remote readers (3/4" meter $54.00). Conversion Kits for
existing homes to be installed by the Utility Department at a cost
of $16.00 and can be paid at a rate of $4:00 per quarter. Conversion
kits to be installed on a first request basis. ~The following voted
in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers,
Neils and Wolf. No negative votes. Motion carried.
ADDING MACHINE: A motion was made by Councilman Bennyhoff and
seconded by Councilman Kurvers that the Administrator be allowed
to purchased a new adding machine up to $210.00. The following
voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff,
Kurvers, Neils and Wolf. No negative votes. Motion carried.
SEWER HOOK UPS: A motion was made by Councilman Wolf and seconded
by Councilman Kurvers to require all residents within ISO' of the
existing municipal sewer system to connect within 90 days. The
following voted in favor thereof: Mayor Klingelhutz, Councilmen
Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion
carried.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Neils to adjourn. The following voted in favor thereof: Mayor
Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No
negative votes. Motion carried.
