~he regular Chanhassen Village Council Meeting on July 17, 1972,
at 8:00 p.m., in the Chanhassen Village Hall was opened with the
Pledge to the Flag. The following members were present: Mayor
Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf.
COUNCIL MINUTES: A motion was made by Councilman Bennyhoff and
seconded by Councilman Neils to approve the July 5, 1972, Minutes
with the following amendment:
O.E.O Employee - page 4, Councilman Kurvers voted no and
stated that we needed more administration help and not more
park help.
HIGHWAY 101: A motion was made by Councilman Wolf and seconded
by Councilman Kurvers that the Administrator be allowed to spend
up to $50.00 for the cutting of corn on the corner of Highway 101
and Lyman Blvd. This action being necessary because of the
sight obstruction. Also that the Administrator is to continue
working with the State Highway Department to get this problem
resolved in a permanent way. The following voted in favor there-
of: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and
Wolf. No negative votes. Motion carried.
CARVER BEACH (TRAFFIC SIGNS): Sgt. Wallin was present and gave
a report on the traffic signs in the Carver Beach area. This
problem was discussed by the Council.
A motion was made by Councilman Wolf and seconded by Councilman
Neils that the following traffic signs be placed in Carver Beach:
1. A "Stop Sign" on Kiowa going onto Carver Beach Road.
2. A "Yield Sign" on W. 68th Street going onto Huron.
3. "No Parking Signs" at the top of the second hill from
W. 68th St. on Huron going to the boat landing.
4. A "Slow" curve sign with suggested speed limit of 20
miles per hour~be placed on Carver Beach Road east of
Laredo and on the south side of Carver Beach Road.
The following voted in favor thereof: Mayor Klingelhutz, Council-
men Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion
carried.
POLICE DEPARTMENT: There was general discussion on the problems
of cars parking on West 78th Street during the winter when the
streets are plowed early in the morning and also in the summer
when the streets are swept. It was recommended by Al Wallin
that "No Parking Signs" from 2:00 a.m. to 6:00 a.m. be placed
on this street.
ORDINANCE #49: A motion was made by Councilman Neils and seconded
by Councilman Bennyhoff to adopt Ordinance #49 entitled "AN ORDI-
NANCE REGULATING PEDDLERS, SOLICITORS AND TRANSIENT MERCHANTS;
REQUIRING J;.ICENSESt AND ESTABLISHING PENALTIES," as submitted
and amended. The following voted in favor thereof: Mayor
Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No
negative votes. Motion carried.

ORDINANCE #50: A motion was made by Councilman Bennyhoff and
seconded by Councilman Neils to adopt Ordinance #50 entitled,
"AN ORDINANCE RELATING TÇ) THE CONTROL AND PREVENTION OF DUTCH
ELM AND OTHER ARBOREAL DISEASES WITHIN THE VILLAGE OF CHANHASSEN,"
as submitted and amended-. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf.
No negative votes. Motion carried.

SOLID WASTE ORDINANCE: General discussion on this proposed
ordinance.
A motion was made by Councilman Bennyhoff and seconded by Council~
man Kurvers to table action on this ordinance until next Monday
to give the Village Attorney time to prepare a more elaborate
procedure for bidding. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf.
Councilmen Neils voted no. Motion carried.
NORTH SERVICE AREA: A motion was made by Councilman Wolf and
seconded by Councilman Bennyhoff to adopt Resolution #717721
entitled, "A RESOLUTION AUTHORIZING
THE ACQUISITION OF PROPERTY RIGHTS FOR THE CONSTRUCTION AND
LOCATION OF CHANHASSEN SANITARY SEWER AND WATER PROJECT #71-1."
The following voted in favor thereof: Mayor Klingelhutz,
Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative I
votes. Motion carried.
A motion was made by Councilman Bennyhoff and seconded by
Councilman Kurvers that the Village Attorney be allowed to
hire appraisers as deemed necessary for acquiring easements
in the North Service Area. The following voted in favor
thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers,
Neils and Wolf. No negative votes. Motion carried.
FEDERAL REVENUE SHARING: A motion was made by Councilman
Bennyhoff and seconded by Councilman Wolf to adopt Resolution
#717722 entitled, "FEDERAL REVENUE SHARING". The following
voted in favor thereof: Mayor Klingelhutz, Councilman Benny-
hoff, Councilmen Kurvers, Neils and Wolf. No negative votes.
Motion carried.
CARVER BEACH: A motion was made by Councilman Wolf and seconded
by Councilman Neils to approve the letter of agreement frpm
Design Planning Associates dated July 11, 1972, total cost not
to exceed $1,000.00. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and
Wolf. No negative votes. Motion carried.
Tim Stone as an employee of Community Design Center stated that I...
his firm could get college students at no cost to work on the
study.
The Council stated that this would be discussed at the next
meeting.

BILLS: A motion was made by Councilman Neils and seconded by
Councilman Kurvers that the bills be approved as submitted.
The following voted in favor thereof: Mayor Klingelhutz,
Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative
votes. Motion carried.
SPECIAL MEETING: Mayor Klingelhutz stated that he is going to
set up a special meeting with the Police Department, Fire
Department and Civil Defènseto discuss emergency problems that
would involve all three of these departments. He would like
all the Council to attend.
NEW CAREERS PROGRAM: The Administrator submitted a job descip-
tion and pay scale for Bill è.Ballhorn to meet the requirements
öf the New Careers Program.
A motion was made by Councilman Bennyhoff and seconded by Council-
man Wolf to approve the following job description and pay scale
for Bill Ballhorn under the New Careers Program:
JOB TITLE: Building Inspector
JOB CLASSIFICATION: #20
REPORTS TO: Village Administrator
NATURE OF WORK
This is skilled fieXd and office inspectiønal work in securing
cOmpliance with the Municipal Building Code and regulations.
Work:'involves the inspecting of buildings and other structures
for conformance with building regulations. Although new or
difficult situations may be referred to a superior, the inspector
is responsible for independent decisions requiring technical
discretion and judgement in inspecting a wide variety of projects.
Work is subject to periodic inspection and reports are reviewed
by the Village Administrator.
EXAMPLES OF WORK
Inspects buildings in the process of construction, alteration, or
repair for compliance with be building code requirements and
conformance to plans; inspects sites and buildings Defore alter-
ations for restrictions and validity ðf permit applications.
Examines plans submitted with permit applications for conformance
with building requirements; issues permits; investigates complaints~
of building violations.
Inspects old and dangerous structures which may be subject to
condemnation, expecially for structural, safety, and other
hazards; answers inquiries concerniug building code requirements.
Prepares reports of inspections: prepares records and reports
violations.
Performs related work as required.

NEW CAREERS PROGRAM (contd):
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of all types of building construction materials and
methods, and of the stages of construction when possible defects
and violations may most easily be observed and corrected.
Knowledge of Village building and zoning codes and related laws
and ordinances.
Ability to detect structural and other faults and to appraise
for quality of construction.
Ability to read and interpret plans, specifications and blueprints
quickly and accurately, and to compare them with construction in
process.
Ability to consult with building owners, contractors, craftsmen
and others and to establish and maintain effective working relation-
ships.
DESIRABLE EXPERIENCE AND TRAINING
At least two years of experience as a Building Inspector or in a
supervisory capacity in building construction and completion of
the Civil Engineering Technician I Course of study.
Education beyond high school in a college or university of
recognized standing with major work in architecture or engineering
may be sustituted on a year-for-year basis for the required
experience.
PAY SCALE
* 1st 6 months - 2.90 per hour - 502.00 per month
2nd 6 months - 3.17 per hour - 550.00 per month
3rd 6 months - 3.30 per hour - 572.00 per month
4th 6 months - 3.60 per hour - 624.00 per month
5th 6 months - 3.90 per hour - 676.00 per month
* Bill Ballhorn started January 25, 1972, His 6 months probationary
period would be over August I, 1972. The two years on the New
Careers Program would be 2, 3, 4, 5 - 6 months.
The 2nd and 3rd six months periods the Village pays 25%. The 4th
and 5th six months periods the New Career Program pay 50% up to
$3.30 per hour. Allover this would be paid by the Village.

MOSQUITOES: The Administrator explained what has been done so
far on the survey that was conducted at the Chanhassen Elementary
School pertaining to the California Encephalitis Virus. The
Administrator was instructed to set up a meeting with surrounding
communities, County Commissioners, Senator, Representative,
State Health Department, University of Minnesota and the Metro-
politan Mosquito Control District as soon as possible.
TWO FAMILY DWELLINGS: The following report was submitted by the
Administrator:
This memorandum specifically pertains to the Koehnen Addition
area. However, it also pertains to all other parts of the
Village that were rezoned R-lnunder the new Zoning Ordinance.
I. The Koehnen Addition was zoned Farm Resident District
prior to February, 1972.
2. A permitted use under this zoning was two-family
dwellings.
3. The definition of a'dwelling unit in the new Zoning
Ordinance is as follows:
DWELLING UNIT: A dwelling unit consists of one or
more rooms which are arranged, designed, or used
exclusively as living quarters for one family only.
Complete single kitchen facilities and individual
bathrooms, permanently installed, shall always be
included with each dwelling unit.
STATUS REPORT
I. Under the new Zoning Ordinance, this area is now
zoned R-l, Single Family Resident District.
2. Was a permitted use under the Ordinnace in effect
prior to February, 1972.
3. This would make the two-family units in the Koehnen
Addition a con-conforming use under Ordinance #47,
Section 20.......The period of amortization shall
commence with the effective date of this ordinance
and shall extend for a period of not more than:
a. Fifteen (15) years for buildings of wood frame
construction.
b. Twenty (20) years for buildings of wood and masonry
construction.
Because of these findings no further action is necessary at
this time.
BURNING PERMIT ABPLICATION: Roman Sinnen has requested a burning
permit for the debris on the Sinnen property. This is the pro-
perty that the Village has received complaints on.
The Village Council instructed the Administrator to forward this
request to the P. C. A. for their approval before the Council
gives final approval.
