1973 03 05 ~ I I I ~ CHANHASSEN VILLAGE COUNCIL MINUTES - March 5, 1973 -1- The regular Chanhassen Village Council meeting was called to order on March 5, 1973 at 8:00 p.m. in the Chanhassen Village Hall and was opened with the Pledge to the Flag. The following members were present: Mayor Klingelhutz, Councilmen Bennyhoff, Kuryers and Wolf. Council- woman Anne Neils was absent. COUNCIL MINUTES: A motion was made by Councilman Bennyhoff and sec- onded by Councilman Wolf to approve the minutes of the February 19, 1973 meeting after the following correction is made: On page 4 under Lake Susan 73-3, Mayor Klingelhutz abstained from voting. The follow- ing voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. PLANNING COMMISSION MINUTES: A motion was made by Councilman Kurvers and seconded by Councilman Wolf that the Planning Commission minutes of Fèbruary 27, 1973 be noted and read. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. A motion was made by Councilman Wolf and seconded by Councilman Bennyhoff to extend the boundary limits of the Traffic Study by Jack Anderson as recommended by the Planning Commission minutes of February 27, 1973. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. PARK AND RECREATION COMMISSION MINUTES: A motion was made by Councilman Wolf and seconded by Councilman Kurvers that the Park and Recreation Commission minutes of February 20, 1973 be noted and read. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. INDUSTRIAL COMMISSION MINUTES: A motion was made by Councilman . Bennyhoff and seconded by Councilman Kurvers that the Industrial Commission minutes of February 15, 1973 be noted and read. The fol- lowing voted in favor thereof: Mayor Klinge1hutz, Councilman Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. A motion was made by Councilman Wolf and seconded by Councilman Kurvers that the Industrial Commission minutes of March 1, 1973 be noted and read. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. OPERATION IDENTIFICATION: Sgt. Al Wallin was present and reported on the progress OL Operatlon Identification. The Village Council thanks Al Wallin, the Lion's Club, the Jaycee's and the Chamber of Commerce for all the work and financial help they have given. Chanhassen is the first Village in Carver County to have Operation Identification. SMITH GREENHOUSE: A motion was made by Councilman Wolf and seconded by Councilman Bennyhoff to grant a variance to Ordinance No. 36B Section 4.03 to Smith Greenhouse for a 24 month period. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. MotiDn carried. VILLAGE HALL AND HOSE TOWER IMPROVEMENT: Frank Kurvers gave a report on remodeling and Tim Stone presented the plans. A motion was made by Councilman Wolf and seconded by Councilman Bennyhoff to authorize the project plans and specifications for the remodeling of the Village Hall. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhóff, Kurvers and Wolf. No negative votes. Motion carried. A motion was made by Councilman Kurvers and seconded by Councilman Wolf . to table the appointment of the Architect for the project until next Monday, March 12, 1973. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. PUMP HOUSE: A motion was made by Councilman Bennyhoff and. seconded by Councilman Kurvers to table action on the Pump House untiYnext Monday, March 12, 1973. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion cartied. VICTORIA SEWER AND WATER: A motion was made by Councilman Wolf and seconded by Councilman Kurvers for the Village Attorney to prepare a draft on a Sewer and Water Contract~th Victoria on the County Road #15 area. Victoria will warrant the cost of the Attorney's fees. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. I . A motion was made by Councilman Wolf and seconded by Councilman Kurvers to authorize the Village Attorney to draft a contract with Victoria on Water by Highway 7. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. i I FINAL PAYMENT OF PARK CONSTRUCTION: A motion was made by Councilman Kurvers and seconded by Councilman Wolf to table action the the final payment of Park Construction until the discrepancy in figures is taken care of by the Administrator and the Treasurer. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. . FIRE DEPARTMENT BY-LAWS: A motion was made by Councilman Kurvers and seconded by Councilman Wolf to approve the amendment proposal to Article 9, Section 1 of the Fire Department Relief Association By-Laws after changing Physician or doctor to Medical Doctor. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. I ~ r I I II I I l CHANHASSEN VILLAGE COUNCIL MINUTES - March 5, 1973 -3- ACCOUNTING MACHINE BIDS: The following bids were presented to the Village Council for the Accounting Machine: Litton ABS Computer Borroughs Foran L-3000 $17,248.05 $16,936.82 NCR 339 Computer bid came late and we legally cannot accept the bid of $24,281.00 from them. A motion was made by Councilman Bennyhoff and seconded by Councilman Wolf to accept the low bid of $16,936.82 from Borroughs and after the first year consider the Maintenance Contract. The fOllowing voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. ~ SET SEWER AND WATER RATES: A motion was made by Councilman Bennyhoff and seconded by Councilman Kurvers to table the action of setting the Sewer and Water Rates until next Monday, March 12, 1973. The following voted in favor thereof: Mayor Klinge1hutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. COMMUNITY SCH00L PROGRAM: Duncan Storlie from the Community Schools Program gave a presentation of the Concept of the Community Schools Program. A motion was made by Councilman Wolf and seconded by Councilman Bennyhoff to appoint Vivian Beaugrand to represent Chanhassen on the advisory Committee of the Community Schools Program. The following voted in favor thereof: Mayor Klinge1hutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. PAINT STRIPER AND SPRAYER: Bids for the Paint Striper and Sprayer were as follows: Hayden Murphy $974.85 McQueen Equipment, Inc.$975.00 A motion was made by Councilman Bennyhoff and seconded by Councilman Wolf to accept the bid of $974.85 from Hayden-Murphy as per the bid of February 23, 1973 to purchase the Paint Striper and Sprayer. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. NSP RATES: Gene Coulter gave a brief summary on the new concept of REF'rates. There will be a meeting March 15, 1973 at the Brooklyn Center Civic Center. REVENUE SHARING: A motion was made by Councilman Kurvers and seconded by Councilman Bennyhoff for the Village Attorney to take Immediate action on investigating Revenue Sharing. The following voted in favor thereof: Mayor K1ingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. N~negative votes. Motion carried.
