CHANHASSEN VILLAGE COUNCIL MINUTES - March 12, 1973

The special Chanhassen Village Council meeting was calledtD order on
March 12, 1973 at 8:00 p.m. in the Chanhassen Village Hall and was opened
with the Pledge to the Flag. The following members were present:
Mayor Klingelhutz, Councilmen Kurvers and Wolf. Councilwoman
Neils was absent.
COUNCIL MINUTES: A motion was made by Councilman Wolf and seconded
by Councilman Kurvers to approve the minutes of the March 5, 1973 meet-
ing. The following voted in favor thereof: Mayor Klingelhutz,
Councilmen Kurvers and Wolf. No negative votes. Motion carried.
Councilman Bennyhoff entered the meeting.
PARK AND RECREATION COMMISSION MINUTES: A motion was made by Councilman
Kurvers and seconded by Councilman Wolf that the Park and Recreation
Commission minutes of March 6, 1973 be noted and read. The following
voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers,
and Wolf. No negative votes. Motion carried.
PLANNING COMMISSION MINUTES: A motion was made by Councilman Wolf and
seconded by Councilman Bennyhoff that the Planning Commission minutes of
March 6, 1973 be noted and read. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative
votes. Motion carried.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Kurvers that the Public Hearing minutes on the Preliminary Plat and
Rezoning from R-IA to P-l of Minnewashta Creek Townhouses and Estates
on March 6, 1973 be noted and read. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative
votes. Motion carried.
HUMAN RIGHTS COMMISSION MINUTES: A motion was made by Councilman Wolf and
seconded by Councilman Bennyhoff that the Human Rights Commission minutes
of March 8, 1973 be noted and read. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative
votes. Motion carried.
FIRE DEPARTMENT INSURANCE: David Chase, a representative of the Carver
County Agency, Inc. was present explaining an Insurance policy for the
Fire Dept. No action was taken on it at this time.
PARK CONSTRUCTION: The Administrator explained the problems that had
occurred with the billing from Park Construction Co.
A motion was made by Councilman Wolf and seconded by Councilman Kurvers
to have the Village pay Park Construction Co the amount of $3,051.88 for
Lake Ann Park as final payment. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative
votes. Motion carried.
Park Construction Co. is to submit a letter to the Administrator approving
the final payment.

ROBERT BOWEN: Robert Bowen was present and requested a 30 year lease I
on the property on the West side of Co. Rd. 17 across from Mr. Bowen's
property.
The Village Council referred it to the Park and Recreation Commission
for further study.
RILEY PURGATORY WATERSHED: There will be a meeting on Friday, March 16,
1973 at 9:30 ~.m. in the Eden prairie Village Hall on the Riley Purgatory
Creek Watershed District.

HEALTH BOARD: The Administrator and the Mayor will make recommendations
to the Metropolitan Health Board for Guide Plans being compiled in
regards to future plans of Chanhassen in hospitals, Senior citizen Build-
ing, rest rooms, etc.
CARVER BEACH ASSOCIATION: A motion was made by Councilman Wolf and
seconded by Councilman Bennyhoff to approve Resolution 312731 ordering
a feasibility study for the Carver Beach Area for Street, Sewer and
Water Improvements upon approval of the Carver Beach Study Committee.
The following voted in favor thereof: Mayor Klingelhutz, Councilmen
Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried.
SEWER AND WATER RATES: A motion was made by Councilman Wolf and seconded
by Councilman Bennyhoff to approve Resolution No. 312732 entitled I
Setting Sewerand Water Rates for 1973. The following voted in favor
thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf.
No negative votes. Motion carried.
A motion was made by Councilman Wolf and seconded by Councilman Kurvers
to have the Administrator prepare a detailed rate study from the Utility
Dept. to be completed and submitted by July 1, 1973. The following voted
in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and
Wolf. No negative votes. Motion carried.
LIQUOR LICENSE STUDY: A motion was made by Councilman Bennyhoff and
seconded by Councilman Wolf to appoint a committee consisting of Mayor
Klingelhutz, Councilmen Kurvers, Don Ripple and Sgt. Al Wallin to
study Liquor Licenses. The following voted in favor thereof: Mayor
Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes.
Motion carried.
PUMP HOUSE: A motion was made by Councilman Kurvers and seconded by
Councilman Wolf to to approve Exhibit Plan A, for the front part of
the Pump House on Well No. 3 and authorize the advertising for bids.
The following voted in favor thereof: Mayor Klingelhutz, Councilmen
Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried.
A motion was made by Councilman Wolf and seconded by Councilman Kurvers
to have the Administrator prepare a sketch and cost estimate for a I
shell 40 ft. x 40 ft. to be added to the Pump House at Well No.2.
The following voted in favor thereof: Mayor Klingelhutz, Councilmen
Bennyhoff, Kurvers and Wolf. No negátive votes. Motion carried.

VILLAGE HALL AND HOSE TOWER IMPROVEMENT: There was a discussion on an
Electric Dryer verses a Hose Tower.
A motion was made by Councilman Wolf and seconded by Councilman Kurvers
to authorize the Fire Dept. to have plans and specifications made up
on a Hose Tower and to advertise for bids. The following voted in favor
thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf.
No negative votes. Motion carried.
A motion was made by Councilman Wolf and seconded by Councilman Bennyhoff
to hire Ralph Rapon and Associates, Inc., Architects - Proposal I as
per letter of March 2, 1973 with the fee being 6% of construction costs.
The following voted in favor thereof: Mayor Klingelhutz, Councilmen
Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried.
BIDS ON LAKEVIEW HILLS (71-7): Below is a list of the bid tabulation
for the Lakeview Hills Trunk Sewer Project 71-7, which were opened
at 2:00 p.m. on March 8, 1973 at the Chanhassen Village Hall:

A letter from the Village Engineer dated March 8, 1973 recommends to
accept the low bid from The Other Sewer and Water Co.
A motion was made by Councilman Kurvers and seconded by Councilman Wolf
to approve Resolution No. 312733 entitled Accepting the Low Bid from
The Other Sewer and Water Co. in the amount of $43,870.05. The following
voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers
and Wolf. No negative votes. Motion carried.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Wolf to adjourn the meeting. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative
votes. Motion carried.
