CHANHASSEN VILLAGE COUNCIL MINUTES - March 19, 1973

The regular Chanhassen Village Council meeting was called to order on
March 19, 1973 at 8:00 p.m. in the Chanhassen Village Hall and was
opened with the Pledge to the Flag. The following members were present:
Mayor Klingelhutz, Councilman Kurvers, Neils and Wolf. Councilman
Bennyhoff was absent.
SPECIAL COUNCIL MINUTES: A motion was made by Councilman Kurvers and
seconded by Councilman Wolf to approve the minutes of the special
Village Councîl meeting on March 12, 1973. The following voted in favor
thereof: Mayor Klingelhutz, Councilmen Kurvers, Neils and Wolf. No
negative votes. Motion carried.
PLANNING COMMISSION MINUTES: A motion was made by Councilman Wolf and
secnnded by Councilman Kurvers that the Planning Commission minutes of
February 13, 1973 be noted and read. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Kurvers, Neils and Wolf. No ne~ative votes.
Motion carried.
PUBLIC HEARING MINUTES: A motion was made by Councilman Kurvers and
seconded by Councilman Wolf that the Public Hearing minutes on the
CBD of February 13, 1973 be noted and read. The following voted in
favor thereof: Mayor Klingelhutz, Councilmen Kurvers, Neils and Wolf.
No negative votes. Motion carried.
A motion was made by Councilman Wolf and seconded by Councilman Kurvers
to grant Tom Gabbert a leave of absence from the ~lanning Commission
until May 1, 1973. The following voted in favor thereof: Mayor Kling-
elhutz, Councilmen Kurvers, Neils and 'Wolf. No negative votes. Motion
carried.
NEWSLETTER: Walter Hobbs, Chairman of the Hu~~¥Rights Commission
presented to the Council the articles to be published in the Chanhassen
Newsletter. A discussion followed on the articles and different
methods of distribution .
Councilman Bennyhoff entered the meeting.
FIRE DEPT. INSURANCE: Bernard Schneider, a representative from
Schneider Agency, Inc. presented a proposal for Accidental Death and
dismemberment and weekly disability coverage for members of the
Chanhassen Volunteer Fire Dept. This would be a three year policy,
with annual premium installments.
The Fire Dept. will meet and discuss the policy before any final
decision is made.
PLEASANT ACRES II - PROJECT 73-1: The following is a tabulation of
bids tor the Pleasant Acres Second Addition Sewer and Water Improve-
ment Project No. 73-1, which were opened at 2:00 p.m. on March 15,
1973 at the Chanhassen Village Hall:

A letter from the Village Engineer dated March 16, 1973 recommended to
accept the low bid from Irving Lamppa Construction, Inc. in the amount
of $93,414.25 using PVC pipe.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Wolf to approve Resolution No. 319731 entitled Resolution Accepting
the Low bid from Irving Lamppa Construction, Inc. in the amount of
$93,414.25. The following voted in favor thereof: Mayor Klingelhutz,
Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes.
Motion carried.

MUNICIPAL STATE AID STREET PROJECT: Bill Schoell presented the feasibility
study for Minnesota State Aid Road No. 103 - Lyman Blvd. between County
Road No. 17 and State Highway No. 101.
A motion was made by Councilman Neils and seconded by Councilman Wolf
for preliminary approval of the Village Engineer's report of March 19,
1973 and have the Engineer submit the plans to the State Engineer for
approval. The following voted in favor thereof: Mayor Klingelhutz,
Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motinn
carried.
NSA: Bill Brezinsky gave a status report on the North Service Area.
The updated status referred to the Engineer's report of March 16, 1973.
RED CEDAR POINT 7l-lE: The Village Engineer gave a status report on
Red Cedar Point Project No. 7l-lE. This status report referred to the
Engineer's report of March 19, 1973.

WELL NO.3: The Village Engineer reported on the problems of Well No.3
and explained the change order.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Wolf to approve the change order on Contract Amendment No. 1 adding
$761.50 to the original contract amount of $33,850.00 as per the
Engineer's report of March 16, 1973. The following voted in favor thereof:
Mayor K1ingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No
negative votes. Motion carried.
PUMP HOUSE # 2 REPORT: The Village Engineer presented a cost estimate
referring to the letter of March 19, 1973 on the addition to the pump
house No.2.
The Administrator and Engineer will prepare a plot plan and Jerry Schlenk
will present plans to residents close to the proposed structure.
WATER WORKS SCHOOL: A motion was made by Councilman Wolf and seconded
by Councilman Neils for the Village to pay $27.00 for the Water Works
School on April 9-11, 1973 and $30.00 for Waste Water Operators School
on April 11-13, 1973 for Jerry Schlenk to attend. The fOllowing voted
in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers,
Neils and Wolf. No negative votes. Motion carried.
TASK FORCE COMMITTEE: Councilman .Wolf and Adolph Tessness will be
representing Chanhassen on the Task Force Highway. Study Committee.
Councilman Bennyhoff will be an alternate.
LEAGUE OF MINNESOTA MUNICIPALITIES: There will be a general membership
meeting for the League of Minnesota Municipalities on March 28, 1973
at 7:30 p.m. The meeting will be held at the GQlden Valley City Hall
and the Mayor will be attending.
TOWNSHIP MEETING: There will be a Township meeting at Cologne, Minnesota
to discuss all legislation regarding municipalities in Carver County.
The meeting is March 23, 1973 and Senator Lord and Rep. Jopp will be present.
ADVISORY SEWER BOARD: A motion was made by Councilman Wolf and seconded
by Councilman Kurvers to appoint Wayne Fransdale as representative and
Councilman Wolf and Adolph Tessness as alternates to the Chaska and
Chanhassen Service Area 4 Advisory Sewer Board. The following voted in
favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils
and Wolf. No negative votes. Motion carried.
RATE STUDY BOOKLET: The Council authorized the Mayor to have the Village
Attorney study the Rate Study Booklet to determine whether Chanhassen
should participate in it.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Neils to adjourn the meeting. The following voted in favor thereof:
Mayor Klingelhutz, Councilment Bennyhoff, kurvers,Neils and Wolf.
No negative votes. Motion carried.
