1973 05 07 I I I CHANHASSEN VILLAGE COUNCIL MINUTES - May 7, 1973 -1- The regular Chanhassen Village Council meeting was called to order on May 7, 1973 at 8:00 p.m. in the Chanhassen Village Hall and was opened with the Pledge to the Flag. The following members were present: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. COUNCIL MINUTES: A motion was made by Councilman Neils and seconded by Councilmen Kurvers to approve the minutes of the Village Council meeting of April 16, 1973. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. A motion was made by Councilmen Kurvers and seconded by Councilman Neils to approve the minutes of April 23, 1973 after the following correction; Page 4, under Project 7l-F, Councilman Neils abstained from voting. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. PUBLIC HEARING MINUTES: A motion was made by Councilman Bennyhoff and seconded by Councilman Kurvers to approve the Public Hearing minutes on Street Improvement project 73-4 on April 23, 1973. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neilsæd Wolf. No negative votes. Motion carried. HUMAN RIGHTS COMMISSION MINUTES: A motion was made by Councilman Neils and seconded by Councilman Bennyhoff that the Human Rights Commission minutes of April 14, 1973 be noted and read. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, KUrvers, Neils and Wolf. No negative votes. Motion carried. PLANNING COMMISSION MINUTES: A motion was made by Councilman Kurvers and seconded by Councilman Bennyhoff that the Planning Commission minutes of April 24, 1973 be noted and read. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. PARK AND RECREATION COMMISSION MINUTES: A motion was made by Councilman Bennyhoff and seconded by Councilman Neils that the Park and Recreation minutes of May 1, 1973 be noted and read. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. INDUSTRIAL COMMISSION MINUTES: A motion was made by Councilman Neils and seconded by Councilman Kurvers that the Industrial Commission minutes of April 12, 1973 be noted and read. The following voted in favor thereof: MAYOR Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. MEADOWS CAR WASH: Harvey Lehman was present requesting a building permit for the Meadows Car Wash. A motion was made by Councilman Bennyhoff and seconded by Councilman Wolf to grant a building permit to the Meadows Car Wash contingent on the Planning Commission minutes of January 9, 1973, and contingent on cleaning up the area and paying double cost for the permit and paying . The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. NEWSLETTER: Walt Hobbs was present and presented methods of mailing the newsletter. A motion was made by Councilman Bennyhoff and seconded by Councilman Neils to use the Hershey Mailing service to mail the newsletter. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. A motion was made by Councilman Neils and seconded by Councilman Bennyhoff to commend Mary Jean Meuwissen for her work on the mailing list of Village residents and for public interest let the Village acquire the list for mailing the Newsletter and reimburse her for her time involved. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. 4-H FEDERATION: A motion was made by Councilman Neils and seconded by Councilman Kurvers to let the 4-H Federation use Lake Ann Park for a County Day camp, June 26-28, 1973, as per letter dated May 2, 1973. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. I NEW ADMINISTRATOR: A motion was made by Councilman Kurversand Councilman Bennyhoff to set up a committee for hiring a new administrator. The committee will be Mayor Klingelhutz, Councilmen Kurvers and Neils. The committee will do the following: write letters to all the applicants, all correspondence with the applicants will be kept confidential, A secretary to sit in on all interviews. All Councilmen will be kept advised to the action of the Committee. The Committee will be consultants to choose the next administrator. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. UTILITY EMPLOYMENT: A motion was made by Councilman Bennyhoff and seconded by Councilman Neils to set up a co~~ittee consisting of Jerry Schlenk, Adolph Tessness and Councilman Wolf to hire a utility employee. The fol- lowing voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. LEAVE OF ABSENSE: A motion was made by Councilman Wolf and seconded by Councilman Neils to grant Tom Gabbert an eight week extension of his leave of absence. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. A motion was made by Councilman Wolf and seconded by Councilman Kurvers to approve Resolution No. 57731 entitled Accepting the Low Bid from Valley Rich Co. in the amount of$63,858.30. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. LOT 9 - MINNEWASHTA HEIGHTS: The Village Engineer explained the letter dated May 7, 1973 on the North Service Area and Water Project No. 71-1A Easement through Lot 9, Block 5 Minnewashta Heights. CATHCART FIELD: A report was given by the Village Attorney from a letter dated May 7, 1973. A motion was made by Councilman Bennyhoff and seconded by Councilman Wolf to get recommendations from the Park and Recreation Commission. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kprvers, Neils and Wolf. No negative votes. Motion carried. LAKE SUSAN STUDY: The Village Engineer presented the Feasibility Study on the Lake Susan Area. Discussion followed. Mayor K~ingelhutz turned the chair over to Acting Mayor Bennyhoff be- cause he is involved in the project. No negative votes. Motion carried. CHANGE ORDER ON WATER TOWER: The Village Engineer reported on the change order on 71-lB Contract Amendment No.1. A motion was made by Councilman Wolf and seconded by Councilman Bennyhoff to approve change order on Contract Amendment No.1 adding $2,540.00 on project 71-1B as per the Engineer's report of May 7, 1973. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. PUMP HOUSE AND BOOSTER STATION: A motion was made by Councilman Bennyhoff and seconded by Councilman Wolf to approve Resolution No. 57732 entitled Authorization to Advertise for Bids on 71-1B Pump House and Booster Station as per plans and specifications submitted. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. N.S.A.: The Village Attorney and Engineer gave an updated report on the N.S.A. 73-4 STREET IMPROVEMENT: The Council tabled any action until May 14, I 1973 special meeting after the status on the Village streets are presente RESOLUTION COMMENDING ADOLPH TESSNESS: A motion was made by Councilman Neils and seconded by Councilman Bennyhoff to approve Resolution No. 57733 entitled Commending Adolph Tessness for his Six Years of Service to the Village. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. METRO TRANSIT COMMISSION: Adolph Tessness and Mayor Klingelhutz will attend a Metropolitan Transit Commission meeting on May 16, 1973 at 8:00 p.m. LEAGUE OF MUNICIPALITIES: Bill Schoell and Mayor Klingelhutz will be attending the League of Municipalities in Alexandria, June 27-29, 1973. NEW ADMINISTRATOR: alternate methods Discussion was held on an interim Administrator and until the hiring of the new Administrator. A motion was made by Councilman Bennyhoff and seconded by Councilman Neils to adjourn the meeting.
