A special meeting of the Chanhassen Village Council
by Mayor Klingelhutz at 9:20 p.m. on May 8, 1973 in
Village Hall. The following members were present:
Councilmen Bennyhoff, Kurvers, Neils and Wolf.

Mayor Klingelhutz,
Klingelhutz: Meeting was called to determine the Village direction for
the interim basis between the departure of Adolph Tessness and the
hiring of a new Village Administrator.
Bennyhoff: We presently have a lack of agreement. We should establish
areas where agreement can be met. We agree:
1. We need help to fill the existing void or hire additional help.
2. There is a void - that was agreed.
3. There is a requirement to fill the void.
Personally I can agree to your point with reservations and special
circumstances.
To Klingelhutz: Are there any circumstances under which you would agree
to hiring outside help?
Neils: Would we consider the position for someone in the existing hall?
Kurvers: It would be unfair to hire anyone on a temporary basis and
it would be difficult to find one under these circumstances. We need
to advertise for a temporary position.
Bennyhoff: Are there any conditions under which you would accept my
proposal?
Kurvers: We are always will to listen. We feel we need to make a strong
decision for professional new employees. I have secured a list of posi-
tions and salaries from the Village of Eden Prairie. I feel our future
needs would lie in a planner who in Eden prairie draws $12,000 for
which, based on last year's figures, we could pay $6,300.00 of this from
funds previously used for outside planners. The new planner would also
be able to assist the new administrator.
Klingelhutz: In creating a new position, we have to consider the bud-
geted dollars available and considerations for the future so funds are
made available in the future budget. We cannot hire someone and in
three to six months give him termination papers.
Bennyhoff: We still are faced with the requirement of additional help.
Klingelhutz: I could accept hiring outside help on the condition that
the termination would occur upon the hiring of the new administrator.
Bennyhoff: Would there by any other conditions for'new help?
Klingelhutz: Are any of the existing help qualified or can qualified
personnel be found?

Bennyhoff: I don't feel we can move someone out of a position when it
has already been determined that additional help is required in his
area. The need is immediate. Can we pursue the application we now
have? Under what circumstances could we hire Steve?

Klingelhutz: Would Steve take the temporary job?
Wolf: I feel there definitely is a void and a need for administrative
assistance. The interim stipulation is an awkward position both from
future standpoint and job effectiveness. I feel to be effective, a
strong majority voted would be required along with the possibilities
of "light at the end of the tunnel". With anyone, a complete understanding
of expectations and requirements is necessary. May views have changed
in terms of the total needs and a feasibile solution is required.
Bennyhoff: Can you accept an outside individual?
AGREED: Outside individual could be accepted subject to the understanding
that the job would terminate upon securing the new administrator and
it is so stated as a condition of employment.
General Discussion: What are the qualifications for additional help
over and above the new Village Administrator? It was agreed that the
new Village Administrator ought to determine and recommend to the Council
the needs of the Village.
Klingelhutz: Regarding temporary administrator, I do not want to leave
any open ends. Condition of employment would be on an interim basis
with the possibility of remaining after the hiring of a new Village
Administrator subject to determination by the new administrator that
the need exists and the employee is suited and meets the requirements
to fill the needs.

Bennyhoff: I feel it puts an added burden on an existing employee who
already is carrying a full load to assume new duties and responsibilities.

Wolf: There are two points which are very important and need to be
determined:
1. Is there a need for assistance over and above the Village
Administrator?
2. How to fill the vacancy during the interim period.
Klingelhutz: I would think we could move existing people in to fill the
void as they should be the best qualified. I don't think there is
someone available from the outside who could fill in as well as someone
presently in the office.
Neils: A void exists and should be filled as quickly as possible.
MOTION: I move a temporary position be created until a permanent
administrator is hired.

Bennyhoff: Seconded

Discussion: Bennyhoff: As stated, the motion does not include
automatic termination.
Klingelhutz: It also does not exclude automatic termination.
Neils: Question.
VOTE: AYES - All Council members.
How do we best fill the temporary position?
Klingelhutz: The situation is not dire and the needs are not absolute.
Kurvers: MOTION - I move we advertise for a temporary Village Administra-
tor using the official Village newspaper and all available sources
for a two-week period.
Klingelhutz: This includes private agencies.
Kurvers: We need and should require formal application.
Neils: I feel the needs are severe and we have an emergency.

Klingelhutz: I do not feel that the Village will cease operations without
an administrator and that we do have a short period of time in which
to select the temporary employee.
Bennyhoff: Seconded the Motion.
Bennyhoff: Question
VOTE: AYES - All Council members
Klingelhutz: We also have a need for the two-week interim while we secure
the temporary administrator.
Bennyhoff: MOTION: I move that Henry Wrase be in charge of all outside
duties including parks and Jerry Schlenk be in complete charge of all
inside duties including utilities.
Neils: Seconded.
VOTE: AYES - All Council members.
Bennyhoff: Is this the time we should consider the salary for the temporary
employee?
AGREED: At his point it should be left open and not specified in the ad.
I Neils: The ad should be listed under IIAdministrator - Temporary Village".
AGREED: Newspaper ad to read as follows:
ADMINISTRATOR - VILLAGE. TEMPORARY POSITION. FULL-TIME POSSIBILITY.

Klingelhutz: The same review committee will evaluate the applications.
AGREED: Klingelhutz statement and Bennyhoff asked to be informed and
included in the evaluation.
Bennyhoff: MOTION: I move we adjourn.
Kurvers: Seconded
