1973 07 02 CHANHASSEN VILLAGE COUNCIL MINUTES - PUBLIC HEARING ON DORN ASSESSMENT POLICY - July .f, 1973 I The Mayor opened the Public Hearing for the Dorn Assessment Policy at 7:30 p.m. in the Chanhassen Village Hall. The following members of the Village Council were present: Mayor Klingelhutz, Councilman Bennyhoff, Kurvers, Neils and Wolf. The Mayor read the official notice of the Public Hearing. The Village Attorney reported on the Engineer's letter of June 18, 1973 on the figure for assessing. A discussion on the interest rate and the number of years to pay ,was held. A motion was made by Councilman Bennyhoff and seconded by Councilman Wolf to adjourn the Public Hearing. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf~ No negative votes. Motion carried. --------------------------------------------------------------------------- CHANHASSEN VILLAGE COUNCIL MINUTES - July 2, 1973 I The regular Chanhassèn Village Council meeting was called to order on July 2, 1973 at 8:00 p.m. in the Chanhassen Village Hall by Mayor Klingel- hutz and was opened with the Ple~geto the Flag. The following members were present: Mg.yor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. DORN ASSESSMENT: A motion was made by Councilman Bennyhoff and seconded by Councilman Kurvers to set July 30, 1973 at 7:30 p.m. for a Public Hearing on the Dorn Assessment Policy. MINUTES: A motion was made by Councilman N~ils and seconded by Councilman Wolf to approve the minutes of the June 18,,1973 Council meeting. JOINT MEETING: On ,July 11, 1973 at 7:30 p.m. there will be a joint meeting of the Industrial Commission and the CBD Committee and the Village Planner, Carl Dale. This meeting will be held in the Village Hall. VILLAGE COUNCIL MINUTES: A motion was made by Councilman Kurvers and seconded by Councilman Neils to approve the minutes of the Special Village Council meeting on June 27, 1973 after the following addition is made: Under Parks on page 2; there will also be a sign at the entrance of the Park stating the rules of the Park. The Village Council wants the Park and Recreation Commission to discuss the rules for this sign further at there next meeting and report back with further recommendations. PARK AND RECREATION MINUTES: A motiDn was made by Councilman Wolf and seconded by Councilman Kurvers that the Park and Recreation Commission minutes of June 19, 1973 be noted and read. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolr. No negative votes. Motion carried. PLUMBING INSPECTOR: Mr. Hubert Forcier was present to explain about the correspondence between Bob's Plumbing and Murphy Plumbing and Don Schmeltzer's safety valve on his heating boiler. A motion was made by Councilman aennyhoffandseconded by Councilman Kurvers to continue with Hubert Forcier as the Village Plumbing Inspector. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. A motion was made by Councilman Bennyhoff and seconded by Councilman Wolf for the Village Attorney to write a letter to Mr. Schmeltzer in regards to repairing the safety valve on his heating boiler and all other plumbing I violations of the Village Plumbing Ordinance within 10(ten) days. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. FRONTIER ASSOCIATION: A motion was made by Councilman Kurvers and seconded by Councilman Bennyhoff to grant Frontier Association a temporary 3.2 beer license and a temporary cigarette license for $1.00 for Frontier Days on July 6-8, 1973. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. RENAISSANCE FESTIVAL: Barbara Rork, representing the Renaissance Festival was present requesting permission for two signs to be put up. One sign is a fixed free standing sign that is 21 ft. x 9 ft. to be placed on Highway 5 and County Road 17 at the southwest junction. The other sign is an identification sign on the proposed site, 4 ft. wide and 9 ft. high - three faced - which would be placed at the entrance to the parking lot of the Renaissance Festival, 20 ft. fron the road on Highway 17. A motiDn was made by Councilman Neils and seconded by Councilman Wolf to deny the request to the Renaissance Association for the Fixed Free Standing sign that is 21 ft. by 9 ft. to be placed on Highway 5 and 17 - at the Southwest corner of the Junction. The followin g voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. I CHANHASSEN VILLAGE COUNCIL MINUTES - July 2, 1973 -3- I RENAISSANCE FESTIVAL, CON'T: A motion was made by Councilman Bennyhoff and seconded by Councilman Wolf to deffer action on the sign permit request until the Village hears further from the Renaissance Association. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. LYMAN BLVD: Frank Laska the Village Engineer reported on the proposed alignment of Lyman Blvd. A motion was made by Councilman Neils and seconded by Councilman Bennyhoff to authorize the Village Attorney to begin negotiating with the tèlephone Company regarding the building on Lyman Blvd. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. NSA: Village Engineer, Bill Brezinsky reported on the NSA. He reported that on July 13, 1973 all the pipes will be in and tested, and hook up will depend on Shorewood's completion. The Village will notify each homeowner in the NSA on the availability of Sewer and Water. ZIEGLER PRIVATE STABLE: The Village Attorney reported on Mr. Ziegler's letter in regards to purchasing the Lane property. He is requesting assurance/permission from the Village Council to use the property for private family use of stabling and pasturing 3-7 horses. The Village Attorney will advise him of our present zoning stable ordinance, the possibility of PCA involvement and he may not lease the land to others. I CONFORM SEWER UNIT CHARGES TO MSB FORMULA: A motion was made by Councilman Wolf and seconded by Councilman Kurvers to adopt the Resolution 72731 entitled Resolution Establishing the Sanitary Sewer Unit Hook-up Charge. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. INSPECTION OF RESTAURANTS: A motion was made by Councilman Wolf and seconded by Councilman Neils for the Village to inspect all restaurants in Chanhassen to see if they comply with regulations regarding a grease trap. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. RAISES: A motion was made by Councilman Bennyhoff and seconded by Council- men Neils to give Jerry Schlenk a $100.00 per month raise, retroactive to May 15, 1973 until such time that the new administrator is familiar with his duties. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion Carried. A motion was made by Councilman Bennyhoff and seconded by Councilman Kurvers to raise Karen Schneider's salary from $435.00 per month to $520.00 per month. The following voted in favor thereof: Mayor Klingelhutz, Council- men Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried. I CHANHASSEN VILLAGE COUNCIL MINUTES - July 2, 1973 -4- BUILDING INSPECTOR: Ken Sotherlund and Jerome Slather from Shorewood and Adolph Tessness will do the building inspections at the rate of $8.40 per inspection until such time the Village hires a Building Inspec- tor. I COUNTY MOSQUITO CONTROL: Wayne Holtmeier was present to explain the County Mosquito Control Agency. A motion was made by Councilman Wolf and seconded by Councilman approve Resolution No. 72732 entitled Resolution Supporting the Mosquito Control Agency. The following voted in favor thereof: Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils'and Wolf. No votes. Motion carried. Neils to County Mayor negative STATE HIGHWAY DEPT: There will be a meeing with the State Highway Dept. on July 18, 1973 at 8:00 p.m. in the Village Hall to discuss the problems of Highway 5. MEKEON CONSTRUCTION MEETING: A meeting of the Village Council, Planning Commission, Park and Recreation Commission, Human Rights Commission and Industrial Commission will be held Tuesday, July 17, 1973 at 8:00 p.m. in the Village Hall to discuss the MeKeon Project.
