CHANHASSEN VILLAGE COUNCIL MINUTES - August 20, 1973

The regular Village Council meeting was called to order at 8:00 p.m. by
Mayor Al Klingelhutz. The following members were present: Mayor Klingel-
hutz, Councilman Bennyhoff, Kurvers, Neils and Wolf.
MINUTES: A motion was made by Councilman Kurvers and seconded by Council-
man Neils to approve the Council minutes of August 13, 1973 after the
following correction: Councilman Bennyhoff was not present at the
beginning of the meeting. The following voted in favor thereof: Mayor
Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative
votes. Motion carried.
PARK AND RECREATION MINUTES: A motion was made by Councilman Neils and
seconded by Councilman Bennyhoff that the Park and Recreation Commission
minutes of August 14, 1973 be noted and read. The following voted in
favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils
and Wolf. No negative votes. Motion carried.
PAY BILLS: A motion was made by Councilman Wolf and seconded by Councilman
Neils to approve the.. "paying of the bills as submitted except for
the Burroughs Accounting Machine Co. One half of this bill will be paid
in the amount of $7,893.16 and the bills for the other accounting supplies.
The following voted in favor thereof: Mayor Klingelhutz, Councilman
Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried.
ADMINISTRATOR: The mayor stated that the Council unanimously voted to
hire Mr. Lloyd Schnelle from Granite Falls, Minnesota, as the new Village
Clerk-Administrator.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Kurvers to engage Mr. Lloyd Schnelle as Village Clerk-Administrator
with a salary of $14,000.00 per year plus regular Prudential Health
Insurance, PERA, with his employment commencing October 1, 1973. The
following voted in favor thereof: Mayor Klingelhutz, Councilman Bennyhoff,
Kurvers, Neils and Wolf. No negative votes. Motion carried.
A discussion followed regarding a car allowance. A decision will be
made after Mr. Schnelle arrives.
NEWSLETTER: Gail Stone presented the final draft of the September news-
letter. The Council felt the Newsletter is a very valuable tool of
communication withing the village.
PLUMBERS COMPLAINTS: A:representative from Murphy Plumbing was present.
He felt that Chanhassen should have a daytime plumbing inspector. He
felt this would eliminate a lot of re-inspection fees. Some of the fees
he felt were unfair. He stated that the surrounding communities have
daytime inspectors. The Council told him that the Village has been
talking about hiring a Building/Plumbing Inspector combination sometime
in the future.
Mr. Forcier was present and stated if the Plumber would do the job correct
the first time, future inspections would not be necessary. Mr. Forcier
felt Chanhassen was too small for a full time Plumbing Inspector.

EDWARD URAM - BOARD OF ADJUSTMENTS AND APPEALS: A motion was made by I
Councilman Neils and seconded by Councilman Kurvers to grant a variance
from Section 7.05 of Ordinance No. 47 per conditions set forth in the
August 18, 1973 Board of Adjustments and Appeals minutes. The following
voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers,
Neils and Wolf. No negative votes. Motion carrEd.
65th STREET WATER: The Village Engineer reported on the feasibility
study on Water to the Moline Addition.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Neils ,to call a Public Hearing on September 17,1973 for Water in Area
A in the Moline Addition. The following voted in favor thereof: Mayor
Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative
votes. Motion carried.
GREAT PLAINS BLVD: Frank Laska, Village Engineer was present to explain
the proposed changes on Great Plains Blvd. cul-de-sac. Gene Coulter and
Elroy Williams were also present. Discussion followed.
FRONTIER DEVELOPMENT PARK RAILROAD GRADE CROSSING: The Village Attorney
read the letter in regards to the Railroad crossing at Frontier Park. The
crossing will require signal lights costing about $28,000.00 The Village
will have to pay 10% and 90% will be paid by the State Highway Safety
Fund. Mr. Linsey from the Public Service Commission said the crossing, I
including railroad ties and blacktop, will cost about $6,000.00, which
should be paid by the Frontier Park Developer. The total cost of the
project will be approximately $34,000.00.
SUNRISE HILLS 4TH ADDITION: A motion was made by Councilman Bennyhoff and
seconded by Councilman Wolf to approve the final plat of Sunrise Hills 4th
Addition with the provisions when building permit applications are made,
a deposit of $150.00 be left with the Village for boulevard sod, driveway
and gas or electric post light as per the Engineer's specifications. The
following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff,
Kurvers, Neils and Wolf. No negative votes. Motion carried.
RED CEDAR POINT ACCRETION DEEDS AND ROAD VACATION: Craig Mertz explained
the present status at Red Cedar Point. Discussion followed.
A motion was made by Councilman Bennyhoff and seconded by Councilman Neils
to hold a Public Hearing on the proposed road on September 17, 1973 at
7:30 p.m. The following voted in favor thereof: Mayor Klingelhutz, Council-
men, Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried.
TREES ON THE LIPE PROPERTY: A motion was made by Councilman Wolf and
seconded by Councilman Bennyhoff to approve a contingent agreement on the
replacing of trees over the Lipe properties which were removed during the
North Service Area sewer and water project. These trees will be guaranteed
for 12 months. The following voted in favor thereof: Mayor Klingelhutz, I
Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes.
Motion carried.

TREES ON THE LACHMAN PROPERTY: A motion was made by Councilman Wolf and
seconded by Councilman Bennyhoff to approve a contingent agreement
on replacing the trees on the Lachman property which were removed during
the North Service Area sewer and water project. These trees are guaranteed
for 12 months. The following voted in favor thereof: Mayor Klingelhutz,
Councilmen Bennyhoff, Kurvers, Neils and Wolf. No negative votes.
Motion carried.
POSTAGE MACHINE: A motion was made by Councilman Bennyhoff and sec-
onded by Councilman Neils for the Village to'-' rent a Pitney-
Bowes Postage Meter at $9.00 per month with a $50.00 initial charge.
The following voted in favor thereof: Mayor Klingelhutz, Councilm~n
Bennyhoff, Kurvers, Neils and Wolf. No negative votes. Motion carried.
RYAN CONSTRUCTION COMPANY PLANS: A motion was made by Councilman Neils
and seconded by Councilman Wolf to send the Plans for a shopping center
located on Highway 41 and Highway 7 by Ryan Construction Co. to the
Village Engineer for further study. The following voted in favor
thereof¡ Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and
Wolf. No negative votes. Motion carried.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Kurvers to adjourn the meeting. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers, Neils and Wolf.
No negative votes. Motion carried.
