1973 09 26 I I I CHANHASSEN VILLAGE COUNCIL MINUTES - September 26, 1973 NORTH SERVICE AREA ASSESSMENT MEETING -1- The special ViTIage Council meeting was called to order at 8:15 p.m. on September 26, 1973 by Mayor Al Klingelhutz. The following members were present: Mayor Klingelhutz, Councilmen Kurvers and Wolf. Councilman Bennyhoff and Neils were absent. A discussion and review of the sheets returned from the NSA residents in regards to sewer and water assessments was held. PERSONS PRESENT: John T. Higgen, Lee R. Anderson, Junior Foss, Gladys Ferm, Walter Upgren, C. Van Rickley, R. Bergman, Richard Vorderhuggen, Loren Bystol, Vernon Peterson, Willard Johnson, Herbert Clasen, James von Lorenz, George Steller, E. Nubson, Harriet Nubson, George Cermak, L.A. Cermak, Laura Lundquist, EJ Lundquist, Don Ripple G.W. Pope. MR. H.B. PETERSON - Schmid's Acres, felt he should not be assessed for the paved road. He also felt he is not going to benefit from the sewer. The Engineer recommended that $593.00 be deducted from the lateral charge. Council agreed. Mr. & Mrs. E.L. Nubson; They feel they should not be assessed for the lateral assessment because they had been advised that they would not be assessed. The lateral assessment on the undeveloped land will not have a lateral assessment. The other assessment will be deferred. GUY REED: Mr. Reed had no specific complaint. He does not need water and is a little disturbed about the restoration of the project. No change was recommended. MR. BENZ: The total area of his land is not the same on the county rolls and the Engineers computed figures. The Engineer explained the difference. He also felt the land is unbuildable. The Engineer stated the lot was buildable. The road assessment was deducted. G. REED: Mr. Reed felt his assessment is too high. The engineer's rechecked it and the assessment was reduced to $4,699.00. HAZEL BASTIAN: The assessment was reduced $700.00 because one lot has no home on it". JOHN B. HIGGEN: Mr. Higgen owns 5 lots. He would like the land restored to it's natural state. It was recommended by the Council the area assessment be taken off. No decision was made until the Park and Recrea - tion check the land. MRS LEE ANDERSON: Mrs. Anderson questioned square footage charge. There was assessments on the lot with no house. It was recommended the trunk assessment be removed on the lot with no house. The engineer will clear up discrepancies with square footage charges. JUNIOR FOSS: Mr. Foss has a corner lot and he felt his lot is assessed too high. The Council will look at the lot and re-evaluate the situation. CHANHASSEN VILLAGE COUNCIL MINUTES - September 26, 1973 -2- WALTER UPGREN: He feels he is being charged too many sq. feet. The Engineer explained how everyone was assessed. GLAYDS FERM: There are trunk charges against her vacant lots. These charges will be removed. CLIFF VAN RICKLEY: He is concerned about restoration and easement terms. He also feels the assessment is too high. The Engineer will check the area assessed on Lot B. More restoration is being done on his land. MR. BERGMAN FROM SCHOOL DIST. 276: His requests will be taken under advise- men t . R.J. Vorderbruggen: He feels the area charge is too high. He has a drainage ditch in the rear of his lot and he feels it should be treated as swamp land. The Council will look at the area. LOREN BYSTOL: Mr. Bystol has a corner lot. The sewer only goes on the side of his muse. He wants to know why the additional $303.00 are on his lot. This will be taken under advisement. JAMES VON LORENZ: He feels there should be because of the drainage ditch and the large decided he will pay the basic assessment on drainage lot will be deducted. HERB CLASEN: The adjustment has been taken care of. I a reduction on his property amounts of run off. It was the lot with his home and the GEORGE STELLER: The lateral assessment was removed and the area was re- computed. WILLARD JOHNSON: He questions whether all duplexes are being charged dou- I ble assessments. They will all be checked by the Village Attorney. MR. CERMAK: He wanted to know how the assessment was arrived at. He has two commercial plotted lots. It has been corrected to read 1 unit of sewer. He wanted to know why the road wasn't lowered. The Engineer know nothing about this. The Engineer will look at the water lines and make recommendations. MR. McFARLAND: His trunk unit charge was reduced to 1. MR. LIVINGSTON: The 4 cents per sq. foot charge will be deferred. MR. LAWSON: Someone will check into a deferrment for him. There was further discussion on other complaints. A motion was made by Councilman Kurvers and seconded by Councilman Wolf to adjourn the meeting. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Kurvers and Wolf.
