1973 12 03 CHANHASSEN V¡LLAGE COUNC¡L M¡NUTES - December 6, 1973 -1- I The regular Chanhassen Village Council meeting was called to order at 7:30 p.m. on December 3, 1973 by Mayor Klingelhutz and was opened with the Pledge to the Flag. The following members were present: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. MINUTES: A motion was made by Councilman Kurvers and seconded by Councilman Wolf to approve the November 19, 1973 minutes. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. A motion was made by Councilman Wolf and seconded by Councilman Bennyhoff to approve the minutes for the continuation of meeting on November 27, 1973. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion Carried. PLANNING COMMISSION MINUTES: A motion was made by Councilman Kurvers and seconded by Councilman Wolf that the Planning Commission minutes of November 28, 1973 be noted and read. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. PARK AND RECREATION COMMISSÅ’ON: A motion was made by Councilman Bennyhoff and seconded by Councilman Kurvers that the Park and Recreation Commission minutes of November 20, 1973 be noted and read. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. I The Administrator will make a report to the Council on the attendance records of all the Commission members for the year 1973. The Mayor stated that Item 1 on the agenda would be discussed at 8:30 p.m. A motion was made þy Councilman Wolf and seconded by Councilman Bennyhoff to amend the order of the agenda. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. ENERGY CRISIS: A motion was made by Councilman Wolf and seconded by Councilmen Bennyhoff to adopt REsolution 123731 entitled Energy Crisis Proclamation. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. FIRE INSURANCE: A motion was made by Councilman Wolf and seconded by Councilman Kurvers that a resolution be written and sent to the Insurance services for an underwriter to come out and recheck the Village in regards to Fire Insurance. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. MOtion Carried. I FORD PUMPER: A motion was made by Councilman Bennyhoff and seconded by Councilman Kurvers to order an engine to repair the Ford Pumper as per recommendations from the Fire Chief. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion Carried. CHANHASSEN V¡LLAGE COUNCIL MINUTES: December 3, 1973 -2- NIKE SITE: A motion was made by Councilman Kurvers and seconded by Councilman Bennyhoff to support the acquistion of the Nike Site for the purposes intended and the Village will fund an additional $500.00 I in Chanhassen's participation in the purchase. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. RAILROAD CROSSING: The administrator will check Village files in regards to a resolution for a Railroad Crossing signal on Highway 117. STREET LIGHTING: The Administrator will check on the covenants in regards to the streeting lighting for Maplewood Addition. METRO COUNCIL RESOLUTION: A motion was made by Councilman Kurvers and seconded by Councilman Bennyhoff to adopt a resolution regarding the opposi- tion of the Metro Sewer Board's request of the legislation for sole approval authority over all municipal sewer construction project~. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. No negative votes. Motion carried. VILLAGE CAR: The administrator will get price quotes in regards to the purchase of a Village car. APPOINTMENT TO COUNCIL: A motion was made by Councilman Bennyhoff and seconded by Councilman Wolf to adopt resolution No. 123732 appointing John Neveaux to fill the unexpired term of Councilwoman Neils with the term expiring the first business day in Jan~ary 1975. The following voted I in favor thereof: Mayor Klingelhutz, Cbuncilmen Bennyhoff, Kurvers and I .. I Wolf. No negatlve votes. Motlon carrlèd. OATH OF OFFICE: An oath of office was taken by John Neveaux. The oath was signed and filed with the Village Clerk. VACANCY ON PLANNING COMMISSION: A motion was made by Councilman Kurvers and seconded by Councilman Bennyhoff to appoint Dave Reed to the Planning Commission. Councilman Neveaux expressed his concerns of appointing anyone to the Planning Commission until a procedure is established. Councilman Kurvers and Bennyhoff withdrew the motion in view of the concerns presented. HIRING A MECHANIC/MAINTENANCE MAN: A motion was made by Councilman Bennyhoff and seconded by Councilman Kurvers to hire Harold Brose as mechanic/mainte- nance man at 775.00 per month starting salary and a 50.00 a month increase after completing 6 months with the Village as per recommendations of the administrator. The following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Kurvers and Wolf. Councilman Neveaux abstained. No negative votes. Motion carried. LAKE ANN INTERCEPTOR PHASE II REPORT: Bill Schoell, Village Engineer, I reported on the Lake Ann Interceptor Phase II report. More soil tests will be taken 0efore the meeting with the Metro Sewer Board. Discussion followed. I CHANHASSEN VILLAGE COUNCIL MINUTES - December 3, 1973 -3- HOIST FOR UTILITY MAINTENANCE TRUCK: The administrator presented the price quotes for a hoist for the Utility Maintenance truck. The follow- ing is the tabulation of quotes: a. MacQueen Equipment: A Venco CA 2000A, 2,000 lb. electric crane with 75 feet of ~ inch cable and hook and remote control switch for $586.00 b. L-Z Co., Inc: 1 Venco CA 2000 electric crane with type A mount- ing socket with 75 fee of ~ inch cable and hook and remote switch. Price - $540.00 BUCKHEITS: Bill Brezinsky, Village Engineer, read a letter from Mr. & Mrs. Buckheits in regards to the water hook up into their home. Mr. Brezinsky explained the problems involved. The "Council felt that the engineers should do everything possible to get these people hooked up to water before the holidays. A motion was made by Councilman Bennyhoff and seconded by Councilman Kurvers to adjourn the meeting.
