The regular Chanhassen City Council meeting was called to order at 8:00 p.m.
on March 4, 1974 by Mayor Al Klingelhutz and was opened with the Pledge
to the Flag. The following members were present. Mayor Klingelhutz,
Councilmen Kurvers and Neveaux. Councilmen Bennyhoff and Hobbs were
absent.
MINUTES: A motion was made by Councilman Kurvers and seconded by
Councilman Neveaux to approve the February 18, 1974 Council minutes. The
following voted in favor thereof: Mayor Klingelhutz, Councilmen Kurvers
and Neveaux. No negative votes. Motion carried.
A motion was made by Councilmen Kurvers and secondedby Councilman
Neveaux to approve the February 25, 1974 special Council minutes. The
following voted in favor thereof: Mayor Klingelhutz, Councilmen
Kurvers and Neveaux. No negative votes. Motion carried.
PARK AND RECREATION MINUTES: A motion was made by Councilman Neveaux
and seconded by Councilman Kurvers that the February 19, 1974 Park and
Recreation Commission minutes be noted and read. The following voted in` ,
favor thereof: Mayor Klingelhutz, Councilmen Kurvers and Neveaux. No
negative votes. Motion carried.
PLANNING COMMISSION MINUTES: A motion was made by Councilman Neveaux and
seconded by Councilman Kurvers that the February 27, 1974 Planning Commission
minutes be noted and read. The following voted in favor thereof: Mayor
Klingelhutz, Councilmen Kurvers and Neveaux. No negative votes. Motion
carried.
SCHOELL AND MADSON'S STATEMENT ON CITY MAPS: Mr. Schoell showed and
explained the City maps that were repaired for the city. Mr. Tessness
was not present to explain about the maps.
A committee of the Engineering firm, Adolph Tessness and the Council will
meet March 11, 1974 to resolve the misunderstanding regarding the maps
and the bill.
TRUNK ASSESSMENT - LOT 8 MINNEWASHTA HEIGHTS: The City Administrator will
check on this assessment and report back to the Council.
CARVER COUNTY SAFETY COUNCIL: A motion was made by Councilman Neveaux
and seconded by Councilman Kurvers to appoint Henry Wrase to represent
the City on the Carver County Safety.Council. The following voted in favor
thereof: Mayor Klingelhutz, Councilmen Kurvers and Neveaux. No negative
votes. Motion carried.
PUBLIC HEARING ON THE ESTABLISHING OF A RAILROAD GRADE CROSSING: A motion
was made by Councilman Neveaux and seconded by Councilman Kurvers to
authorize the attorney to proceed with a pre- hearing conference on March 12,
1974 at 10:00 a.m. and include all experts as necessary. The following
voted in favor thereof: Mayor Klingelhutz, Councilmen Kurvers and
Neveaux. No negative votes. Motion carried.

PROPOSAL FOR DRAINAGE AND PAVING ON FRONTIER DEV. PARK: The City Consultant
Engineer, Frank Laska of Schoell and Madson Engineering submitted the
feasibility study for drainage and paving on Frontier Dev. Park as
requested by the Council on January 28, 1974, Mr. Laska reviewed his
entire report with the Council. Council members were quite concerned
about the total drainage area and as to how to control this water runoff.

"i to authorize the engineer to expand tHs feasibility study on a storm sewer
from Frontier Park to Prestige properties South of Hwy. 5.

1,, Further discussion was in regards to the cost of the study. It was decided
<�) more consideration should be given to completing roads and storm sewer
north of the tracks in Frontier Dev. Park with the properties south of
the track. This would alleviate alot of the runoff problem. Also the
City will know more about the Railroad crossing in Frontier Park.
In view of the above comments the motion was withdrawn. A decision will
be made when a full Council is present.
ANIMAL CONTROL ORDINANCE: The Council will review the animal control
ordinance and act on it at a later meeting.
RESOLUTION ON TAX INCREMENT FINANCING: A motion was made by Mayor Klingelhutz
_,, and seconded by Councilman Neveaux for the City Administrator to prepare
r- a resolution opposing Bill No. 1322 and send it to our Senator and
0 House representative. The following voted in favor thereof: Mayor
Klingelhutz, Councilmen Kurvers and. and Neveaux. No negative votes.
Motion carried.
LIQUOR LICENSE FEES: A motion was made by Councilman Kurvers and seconded
by Councilman Neveaux to set the Liquor License fees as follows being
effective May 1, 1974 to April 31, 1975:
On Sale Non - Intoxicating Liquor License 175.00
Off Sale Non - Intoxicating Liquor License 25.00
Off Sale Intoxicating Liquor License 150.00
The following voted in favor thereof: Mayor Klingelhutz, Counc 2men
Kurvers and Neveaux. No negative votes. Motion carried.
DRAINING OF NORTH AREA ELEVATED WATER TANK: Mr. Schoell., City Engineer,
explained the problems of vandals opening fire hydrants. The City Admini-
strator will contact the police and ask them to patrol this area twice
in the evening and on weekends.
MINNESOTA NATURAL GAS: A discussion was held in regards to the Minnesota
Natural Gas rates and Northern Pipe Lines rate changes.
EPA: A motion was made by Councilman Neveaux and seconded by Councilman
Kurvers to authorize the City engineers to prepare a study to meet the
EPA sewer rates. This study will cost no more than 1,200.00. The following
voted in favor thereof: Mayor Klingelhutz, Councilmen Kurvers and
Neveaux. No negative votes. Motion carried.

VALLEY AUTO PARTS: The City Attorney gave a progress report in regards
to Valley Auto Parts.
A motion was made by Councilman Neveaux and seconded by Councilman
Kurvers to adjourn the meeting. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Kurvers and Neveaux. No negative votes.
Motion carried.
