A special Chanhassen City Council meeting was called to order at 8:00 p.m.
on July 22, 1974 by Mayor Al Klingelhutz. The meeting with
the Pledge to the Flag. The following members were present: Mayor
Klingelhutz, Councilmen Bennyhoff, Hobbs, Kurvers and Neveaux.
SHOOTING PERMIT: Howard Schmidt and Al Sinnen were present requesting a
shooting permit for Rice Marsh Lake. They need the permit to give fire
arm instructions to the youths of Chanhassen.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Kurvers to authorize the shooting permit in the names of Al Sinnen and
Howard Schmidt. The following voted in favor thereof: Mayor Klingelhutz,
Councilmen Bennyhoff, Hobbs, Kurvers and Neveaux. No negative votes.
Motion carried.
LUTHERAN CHURCH OF THE LIVING CHRIST: A motion was made by Councilman Hobbs
and seconded by Councilman Bennyhoff thanking the Lutheran Church of the
Living Christ for the contribution of $100.00 to the City. The following
voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Hobbs,
Kurvers and Neveaux. No negative votes. Motion carried.
JEAN MEUWISSEN: Jean Meuwissen has requested a raise from to $2.50
per hour to take City Council minutes.
A motion was made by Councilman Neveaux and seconded by Councilman Kurvers
to authorize $2.50 per hour for taking City Council minutes to Jean
Meuwissen or any acting secretary. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Hobbs, Kurvers and Neveaux.
No negative votes. Motion carried.
GILES COURTNEY: A motion was made by Councilman Hobbs and seconded by
Councilman Bennyhoff to approve the hiring of Giles Courtney at.$2.50
per hour to replace Mark Bielski as of July 10, 1974. The following
voted in favor thereof: Mayor Klingehutz, Councilmen Bennyhoff, Hobbs,
Kurvers and Neveaux. No negative votes. Motion carried.
COUNCIL POLICY REGARDING BLVD. MAINTENANCE: A motion was made by Councilman
Bennyhoff and seconded by Councilman Neveaux that the City reserve the
right for tree trimming and tree removal. Everyday maintenance such as
weed removal and watering should be the primary responsibility of the
property owner. The following voted in favor thereof: Mayor Klingelhutz,
Councilmen Bennyhoff, Hobbs, Kurvers and Neveaux. No negative votes.
Motion carried.
Councilman Neveaux stated that the Maintenance Dept. should take the
initiative to remove possible hazards to the citizens.
DUST COATING OF GRAVEL ROADS: Henry Wrase reported that the City can
Buy penetrating oil from Richard Oil Co. for 26� per gallon. This is
less expensive than earlier reported. It can also be graded and should
last at least one season. The total cost for the Carver Beach project will
be $1,400.00. No other requests have been made at this time.

DUST COATING OF GRAVEL ROADS: (Continued) A motion was made by Councilman
Bennyhoff and seconded by Councilman Neveaux to authorize the Maintenance
Dept. to go ahead with the Carver Beach projett� The following voted
in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Hobbs,
Kurvers and Neveaux. No negative votes. Motion carried.
The City Attorney stated that project costs will appear as a special
assessment on the residents tax statements. They will be notified by
mail of the after affect hearing.
CARVER BEACH BOAT LANDING: Carver Beach representatives explained that
they would like the City to regulate the Carver Beach boat landing.
A motion was made by Councilman Hobbs and seconded by Councilman Bennyhoff
to regulate the Carver Beach boat landing in a similar fashion as the
Rose Lane landing. The following voted in favor thereof: Mayor Klingelhutz,
Councilmen Bennyhoff, Hobbs, Kurvers and Neveaux. No negative votes.
Motion carried.
Five keys will be made. Three will be given to residents In Carver Beach,
one will be given to the Water Safety Patrol and one will be kept at City
Hall. NOTE: DO NOT DUPLICATE KEYS.
No parking signs will be added to the area. The expenses for this project
are to be taken from the Park Budget. Henry Wrase will have it . completed
in one week.
NEW TRAFFIC ORDINANCE: A motion was made by Councilman Neveaux and
seconded by Councilman Kurvers to recommend the adoption of the new
traffic ordinance entitled "Ordinance No. 3 -D" Setting forth all present
and proposed regulations and repealing all prior traffic ordinances.
(Section 2.02 is the new provisions.) The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Hobbs, Kurvers and Neveaux. No
negative votes. Motion carried.
ECKLUND AND SWEDLUND, LOTUS LAKE P -1

Ecklund and Swedlund when Paragraph 4 (concerning schedule of work) is
worked out. The following voted in favor thereof: Mayor Klingelhutz,
Councilmen Bennyhoff, Hobbs,Kurvers and Neveaux. No negative votes.
Motion carried.
CITY ST The Administrator explained that he feels the City needs
an on -staff planner to help with developers as they come in with plans.
Charge backs will help pay for the salary. The salary range would probably
be from $11,000 to 16,000.

they CITY STAFFING, CON'T: Dan Herbst, Chairman of the Planning Commission feels
'A should be a reactionary group to developers and would have more time
for long range planning if a professional planner was added to the
staff. Dan feels that the `City needs a good guide plan.
A motion was made by Councilman Kurvers and seconded by Councilman Neveaux
to authorize the Administrator to advertise for a professional planner
with the closing dated Sept. 1, 1974. The following voted in favor
therefore: Mayor Klingelhutz, Councilmen Bennyhoff,.Hobbs, Kurvers,
and Neveaux. No negative votes. Motion carried.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Hobbs to appoint a committee consisting of Dan Herbst and Tim Stone of
the Planning Commission, Vivian Beaugrand from the Park and Recreation
Commission, Lloyd Schnelle the City Administrator,. and John Neveaux
from the City Council to interview applicants. The following voted in
favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff, Hobbs, Kurvers
and Neveaux. No negative votes. Motion carried.
The Administrator stated the City needs apart -time accounting clerk
to operate the L -3000 Accounting Machine.
A motion was made by Councilman Neveaux and seconded by'Councilman Hobbs
to authorize the Administrator to advertise for an accounting - .clerk
and follow his advise as to the number of hours required for the job.
The following voted in favor thereof: Mayor Klingelhutz, Councilmen
Bennyhoff, Hobbs, Kurvers and Neveaux. No negative votes. Motion
carried.
A motion was made by Councilman Neveaux and seconded by Councilman
Bennyhoff to approve the hiring of Karen Boes under the Governor's
Youth Corp. to assist with the hudget at $2.00 per hour. The following
voted in favor thereof: Mayor Klingehutz, Councilman Bennyhoff, Hobbs,
Kurvers and Neveaux. No negative votes. Motion carried.
NORTH SERVICE AREA LIST: Councilman Hobbs stated the list will be
typed and distributed at the next meeting with comments from the
Administrator.
Gary McEnelly and Dick Dutcher, representing the Minnewashta Heights
Association, asked the Council to take action on the storm sewer problem
on the Lot 9 beach area.
The Council directed the Administrator to have the Maintenance Dept.
provide three 8 foot sections of dock. The area people will add this
to the existing dock as an interim solution. - Bill Brezinsky and Bill
Schoell will be invited to the next Council meeting, July 29, to further
investigate the situation.
ENERGY FUEL CO- ORDINATOR: A motion was made by Councilman Bennyhoff and
seconded by Councilman Neveaux to re- appoint Willard Johnson as Chanhassen's
Energy Fuel Co- ordinator. The following voted in favor thereof: Mayor
Klingelhutz, Councilmen Bennyhoff, Hobbs, Kurvers and Neveaux. No
negative votes. Motion carried.

METRO- FRAMEWORK POLICY GUIDE: A motion was made by Councilman Neveaux
and seconded by Councilman Kurvers to have the City Attorney and
Administrator make a statement of policy for future growth in line with
the Metropolitan Guide Plan, keeping in mind our past history of develop-
ment. The statement will be ready at the next Council meeting. The
following voted in favor thereof: Mayor Klingelhutz, Councilmen Bennyhoff,
Hobbs, Kurvers and Neveaux. No negative votes. Motion carried.
All Planning Commission members will be invited to the July 29, 1974,
Council meeting.
A motion was made by Councilman Bennyhoff and seconded by Councilman
Neveaux to adjourn the meeting. The following voted in favor thereof:
Mayor Klingelhutz, Councilmen Bennyhoff, Hobbs, Kurvers and Neveaux.
