CHANHASSEN VILLAGE COUNCIL MINUTES - September 27, 1971
The special Chanhassen
September 27, 1971, in
persons were present:
K1inge1hutz and Wolf.
Village Council meeting was held on
the Chanhassen Village Hall. The following
Mayor Coulter, Councilmen Bennyhoff, Neils,
A motion was made by Councilman Neils and seconded by Councilman
Bennyhoff to dispense with all formalities. The following voted
in favor thereof: Mayor Coulter, Councilmen Bennyhoff, K1ingelhutz,
Neils and Wolf. No negative votes. Motion carried.
BUDGET: The Village Administrator informed the Council that the
County Auditor would grant an extension to certify our levy until
November 1, 1971.
Councilman Wolf stated that he didn't feel that we needed an
extension.
Mayor Coulter stated that if certification was delayed, legislation
may be enacted which would mean a reduction in property taxes.
Councilman K1inge1hutz stated that he felt that we should finå1i~e
and certify the Budget so that the people of the Village have
knowledge of what the Council's plans are.
Councilwoman Neils stated that the law requires that we certify
the Budget by the 10th of October and she felt we could and
should comply.
Councilman Bennyhoff agreed with Councilman Neils.
A motion was made by Councilman Klinge1hutz and seconded by
Councilman Wolf to rescind the following motion made on
September 20, 1971, under Budget: "A motion was made by Council-
man K1ingelhutz and seconded by Councilman Wolf that the Admin-
istrator is to request an extension from the County Auditor
extending the deadline to certify our Budget from October 10,
1971, to November 10, 1971." The following voted in favor
thereof: Mayor Coulter, Councilmen Bennyhoff, K1ingelhutz, Neils
and Wolf. No negative votes. Motion carried.
A motion was made by Councilman Klinge1hutz and seconded by
Councilman Neils to rescind the following motion made on
S~ptember 20, 1971, under Budget: "A motion was made by Mayor
Coulter and seconded by Councilman K1ingelhutz that the Village
hold a public informational meeting on the Budget two weeks prior
to the final date that the levy must be certified to the Auditor
and the Council hold a final Budget discussion one week prior to
submitting the Budget to the Auditor." The following voted in
favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klinge1hutz,
Neils and Wolf. No negative votes. Motion carried.

BUDGET (CONTD): I
The Council discussed the proposed Budget. The following
revisions and comments were made on the programs.
101 - No change.
102 - General discussion on salaries. provision has been made
in the Budget, with no final decision on exact salaries.
Mayor Coulter felt this program total should be $25,819.00.
This was arrived at by subtracting the ~ man (assistant
administrator) .
103 - No change.
104 - No change.
105 - No change.
106 - Mayor Coulter
$8000.00.
stated that he felt this could be left at
Councilman Bennyhoff felt that this item could be discussed
in more detail at a later date.

107 - Raise sub total #1 to $630.00.
Raise sub total #2 (Printing and Miscellaneous Supplies)
under "I" to $750.00, making the total of this program
$2,930.00.

The Budget discussion was suspended.
SHORBA HOUSE: Mr. Shorba reguested that he be given until
June 30, 1972, to have the building completely torn down and
the basement filled.
A motion was made by Councilman Wolf and seconded by Councilman
Neils that the Shorb a house be torn down and the basement filled
by January 1, 1972.
Councilman Klingelhutz stated that we have had several complaints
on the appearance and structural condition of this building.

The following voted in favor thereof: Mayor Coulter, Councilmen
Bennyhoff, Neils and Wolf. Councilman Klingelhutz voted no.
Motion carried.

SHORBA HOUSE: (contd)
Councilman Klingelhutz stated that the reason he voted no is
because he felt Mr. Shorba should be given more time.
The Budget discussion was resumed.

326 - Increase #3, $1,000.00 for a total of $49,ll5.00.

431 - No change. The Chairman of the Park and Recreation would
like to Minutes to reflect that they were present requesting
an additional $1,000.00 for this program.
Mayor Coulter stated that he had left this program as
submitted.
432 - No change. Sally deLancey would like the Minutes to reflect
that she felt that $1,000.00 should be added to this program
for supervision.

436 - No change.
437 - This program total will be $6,621. The Park Maintenance
man will be paid for out of the Emergency Employment Act.
541 - This total will be adjusted to approximately $16,000.00
because fewer employees are being contemplated than in
the original proposal.

A motion was made by Councilman Wolf and seconded by Councilman
Neils that a public informational meeting on the Budget be
held on October 4, 1971, at 8:00 p.m. The following voted in
favor thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz,
Neils and Wolf. No negative votes. Motion carried.
PROJECT 71-4: A motion was made by Councilman Bennyhoff and
seconded by Councilman Wolf to adopt Resolution #92771l entitled
RESOLUTION AUTHORIZING THE ACQUISITION OF PROPERTY RIGHTS FOR
THE CONSTRUCTION AND LOCATION OF SANITARY SEWER AND WATER MAIN,
PROJECT NO. 71-4. The following voted in favor thereof: Mayor
Coulter, Councilmen Bennyhoff, Klingelhutz, Neils and Wolf. No
negative votes. Motion carried.
A motion was made by Councilman Bennyhoff and seconded by
Councilman Neils to adjourn. The following voted in favor
thereof: Mayor Coulter, Councilmen Bennyhoff, Klingelhutz,
Neils and Wolf. No negative votes. Motion carried.
