Benson, City Engineer W FROM: DATE: February 22, 2000 SUBJ: Approve Layout and Plans & Specifications for the TH 411TH 7 Intersection Improvements, S.P. 1008-58, File No. PW -067D-4, City of Shorewood Project No. 98-05 The City of Shorewood has entered into a cooperative agreement with the Minnesota Department of Transportation to construct roadway improvements in the area of Trunk Highway 7 and Trunk Highway 41 intersection. The plans and specifications for the above-referenced project were approved by the City of Chanhassen in July of 1999. However, significant changes in the project scope have occurred since that time. Specifically, the portion of the project concerning the access control and intersection improvements were removed from this project and were bid and constructed as a separate project during the summer of 1999. In addition, alignment changes and revisions to typical sections and pavement insets have occurred upon final review by the Minnesota Department of Transportation. The City of Shorewood has contracted with Evergreen Land Services of Minnetonka to acquire the necessary easements in order to construct this project. Properties within the City of Chanhassen for which easements will be acquired are the 7/41 Crossing shopping mall center and Super America as well as the property to the east adjacent to Trunk Highway 41. One access closure will occur at the residence located across from the Minnetonka West Middle School. This residence currently has two driveway accesses onto Trunk Highway 41. Staff was directed at the May 17, 1999 work session to investigate the feasibility of constructing a trail from Minnewashta Park to the 7/41 Crossing shopping center concurrently with the project. An approximate cost estimate for the construction of this trail is $65,000 based upon a per-foot cost basis ofthe recent City trail construction along Trunk Highway 7. Since any costs for trail construction in conjunction with the TH 71TH 41 project would be the responsibility of the City of Chanhassen, it was recommended that the trail be constructed under a separate City contract. Preparation of a feasibility report in the future will allow prioritization with other City trail needs. The City of Shorewood anticipates City Council approval of the final plans and specifications and authorization for advertising for bids for this project to occur at their March 27, 2000 Council meeting. It is anticipated that construction will begin in mid-May of 2000 with all work, including the final wear course, to be completed in the 2000 construction season. 'l City of Chanhass",. PO Box 147 Chanhassen, MN 55317-0147 Re: TH 7 I TH 41lntersection Improvements City Approval of Preliminary Layout City of Shorewood Project 98-05 WSB Project No. 1122.10 Dear Ms. Benson: As you are aware, the City of Shorewood, in cooperation with Mn/DOT, has been developing proposed improvements for the TH 7 and TH 41 intersection. Mn/DOT has approved the enclosed preliminary layout and is asking that both the Cities of Chanhassen and Shorewood fonnally approve the layout and pass a resolution oflayout approval, which will then be forwarded to Mn/DOT for their files. Enclosed for your use is a draft resolution containing the necessary language that Mn/DOT would like to see in the City resolution. You may, if you desire, refonnat this resolution to fit the City's needs. Please review the enclosed resolution, as well as the preliminary layout, and if you have any questions or comments, please contact me. Also, you should be aware that the City has been moving forward on acquiring the necessary temporary and pennanent easements in order to construct this project. A few of these parcels are within the City limits ofChanhassen, and Evergreen Land Services ofMinnetonka has been working on securing these easements for the City of Shorewood. I have enclosed a land acquisition status report for your infonnation in regard to the parcels that are being acquired. Also enclosed you will find a copy of the final plans, specifications, and estimate that are being forwarded to MnlDOT for their final approval on this project. We anticipate that Mn/DOT will have final plan and specification approval in time for the City of Shorewood's Council meeting on March 27, 2000. At this time, we are assuming that we only need the City of Shorewood's final approval on the plans and specifications in order to proceed on bidding the project. Contract approval is anticipated by May 8, 2000, thereby allowing the contractor to proceed around the midclIe of May of this year. It is anticipated that all of the work, including the final wear, will be constructed in the 2000 construction season. Once the City has formally adopted the resolution, one executed copy will need to be forwarded to our office for final processing with MnlDOT.
