The Park and Recreation Department must vacate our Lake Ann Park maintenance facility by June I of this year. We have anticipated the need to abandon this facility for a number of years. The time for a larger building with additional capabilities is 5 - 10 years overdue. However, waiting until we were displaced by the access boulevard project seemed prudent. It is my desire to relocate a building sized at approximately 72' x 100' to a new maintenance yard just northeast of the existing building. Penetration of the canopy tree area is not required in this modified plan. Construction of the new yard will also require removal of the second smaller maintenance building. Overall, our indoor storage space would expand from 3400 sq. feet to 7200 sq. feet. The following planning and engineering services will be needed; site plan, grading plan, utility plan, landscape plan, on-site inspection, and development of project specifications and bid documents. Our current proposal calls for a pre-engineered building design. Construction materials would include laminated wood poles, brick wainscoting, metal siding and a shingled or standing seam metal roof. It is anticipated that "hip" roof trusses would be utilized to further upgrade the building's appearance. In the event that an independent design is desired, architectural services would also be needed. Engelhardt and Associates estimates architectural fees at $16,500. Three different avenues were explored in the area of professional services. I. Interview with Brauer and Associates, LTD. A land use, planning and design firm. Fee *$48,500 (*includes full architectural design and documents). 2. Interview with Engelhardt and Associates. A consulting engineering firm. Fee *$17,500 (*anticipating the use of a pre-engineered building. Add $16,500 if architect is desired.) 3. Interview with sales representative horn Morton, Lester and Ameri Built Buildings. These inquires revealed that all three companies would be willing to provide the city with a site plan and grading plan services. In addition, all three would be willing to provide complete building specifications. However, this practice would not meet competitive bidding laws. We are required to specifY a building using general industry language allowing for an "equal to or better than" response. Dale Gregory, Park Superintendent; Bill Engelhardt, consulting engineer; and I will be available on Monday evening to review these concepts with the city council. RECOMMENDATION: It is recommended that the City Council enter into an agreement with Engelhardt & Associates, Inc. for engineering services for the Lake Ann Park Maintenance facility in an amount not to exceed $ I 7,500, and authorize the development of plans and specifications utilizing a pre-engineered building design for the project. In addition to the loss of the building, approximately 50% of the storage yard is consumed by the road project. Previous agreements, call for the city to coordinate removal of the existing building and reconstruction of a new building and construction yard. The thinking goes that construction of "city improvements", items which would not normally be included in a state project by MnDOT, offset costs incurred in moving the maintenance facility. The following timeline is proposed to complete this work. With your approval and consent of the city council, I would like to initiate these steps: February 15,2000 April 15, 2000 May I, 2000 May 15,2000 June I, 2000 September 15,2000 Select engineer/design consultant Construct tempof'<rry storage yard Bid project A ward construction contract Vacate existing storage yard, remove building Occupy new facility The existing building is a 40' x 60' Lester metal pole barn. I am proposing that the new building also be a metal structure, approximately 60' x 80'. Depending on the siting of the building, a brick hont and asphalt shingles may be utilized. As you are aware, approximately 1_1'/. acres of wooded land may be cleared to accommodate the new building and storage yard. We use this shed for storage of materials and equipment and as a location for repairs and maintenance of park equipment. We average six to ten semi truck deliveries per year of playground equipment, ball field maintenance supplies, fertilizer, grass seed, and maintenance materials. Lake Ann is centrally located between all the parks, which makes this a convenient location for central storage and to work ITom when fertilizing, seeding, etc. in the various parks. Many signs are also stored at Lake Ann in this shed. All the signs for Fourth of July and February Fest, Fire Department Open House, and trail signs for the Chanhassen Snowmobile Club are stored here. The park shed is used as a location for many repair projects - projects such as building and repairing picnic tables, as well as, repairing soccer goals and lawn mowers. We use both sheds at Lake Ann to the maximum capacity. In addition to items mentioned above, we store tractors, lawnmowers, weed sprayers, fertilizer, lawn sweepers, paint sprayers, ball field maintenance materials, and many pieces of miscellaneous equipment at Lake Ann.
