Dave Huffman 5K Run
The Dave HuffÌnan Memorial 5K race is progressing nicely. Many of the race
components are in place ahead of schedule. The race is scheduled for Saturday,
September 16, 2000 at 9:00 a.m., and will begin at Lake Ann Park and conclude at
the AmericInnIHoulihan's complex. The race committee has presented the race
infonnation twice to the Park and Recreation Commission, and once to the City
CounciL With the final presentation at the February 14 City Council meeting, the
race committee is seeking the council to approve and endorse the race since the
city will be investing staff time, city in-kind services, and financial assistance.
The Dave Huffman Memorial 5K race has been embraced by many people. It is
important for the success of the race to have a fom1al motion from the city
council. It is staffs recom:nendatioll that the city council formally approve and
endor~e the Dave Huffman 5K race. The council has been velY supportive to thb
point, in regards to the race. The city has budgeted $2500 in the year 2000
Recreation Program budget and is requesting city in-kind services with public
safety and staff time, so it is important for the council to make a motion to
approve the City ofChanhassen's contribution toward the race. Attached, please
find the completed race fonn. Many of the outstanding questions you may have
should be answered from the infonnation on the fonn.
RECOMMENDATION
It is staffs recommendation that the city council approve and endorse the Dave
HuffÌnan 5K race. It is also recommended the council support the use of in-kind
services, public safety staff time, and financial assistance that has been budgeted
in the 2000 Recreation Budget.

Ruegemer; Chair Lash, we have some representatives from the 5K Race Committee here tonight.
They really are here to infonn the commission kind of the status of the race. We've been
meeting for several months now. You see the race fonns are completed at this point and really
things are really progressing nicely. So really without further ado, who's going to speak, Ken?
Ken and Howard. Figured they'd kind of give you kind of a brief overview of the 5K race and
kind of get you up to speed at this point.
Ken Garvin: Number one, I'd like to thank each of you for getting us on at the last minute. I
know Jeny or Rod or Mike, one of you called and got us on like at a very, like I say, last minute
notice. But I gave you all copies of the 5K run application that we've been working on. Now
these applications are open to criticism but really the only thing left missing on here is the grand
prize drawings which we're in the process of securing. And I guess we've broken it down into
age groups. We'll give an overall prize which all the applications are eligible based on the
bottom portion being put in for a random drawing. Each age group will have a male and female
winner and a prize associated with it. We are also going to have a race beny jam put on the race
course. The professional race organizers and let them bring their expertise to the race. And
they'll supply things such as the posting of the results, the timing, internet posting for the
application, and all at a minor cost of $250. But the name of the race of course is outlined on the
application as the Dave HuffÌnan Memorial 5K Run. .Sponsors of the race would be the
AmericInn, the Houlihan's Restaurant and the City of Chanhassen. AmericInn' s parent
company, Northcott Company is currently constructing our corporate headquarters here in
Chanhassen right on the other side of the foot bridge, so we're going to be here a long time and
we want to make this an arumal event. It's a very good cause. Dave brought a lot of nice things
to the City ofChanhassen and we're really excited. I know with Mike's help, Jeny's help, Rod's
help, like Jeny mentioned, we've been working on it for I don't know, 5-6 months currently. So
we've been at it for a long time but we want to do it and we want to do it right and hopefully we
can increase it from a 5K run over the next couple of years or next year or so, if there's good
participation, to expand it to a 10K run. But at this time I just wanted to turn it over to Howard.
He can touch upon a few other details that we've had completed at this time.
Howard Anderson: I'm Howard Anderson. I can't remember if Ken introduced himself but
we're all from the Northcott Company. This is Susan Jesperson. She's our General Manager of
our AmericInn right across the, right by Highway 5 there. Basically Ijust wanted to update you
on a couple of different parts of the race and let you know at what point we are. We've been in
contact as Ken mentioned with a company called Race Beny Jam. The gentleman that we've
secured to organize a lot of the actual running of the race and the posting of the times, that type
of thing, does it also for the Excelsior 5K run for the 4th of July so it's a well seasoned veteran
and as Ken mentioned, it's such a nominal fee, he real does the job for the love of the race. It
seems a though a lot of things are kind of coming together very nicely. The timing is one thing.
We've got a few people here, as Ken has mentioned already that have a love of running and their
expertise and desire to put on a race timed up very nicely with our desire to put on an event.

Obviously the down side is the tie in to an event, or to a person who's unfortunately passed on,
but hopefully in memoriam this will help raise awareness for the Boy Scouts which is one group
that will be receiving some funding due to revenue generation off of the race. We are planning
inviting a lot of the local community to be involved with either a variety of aspects of the race.
The local business community especially with -the Chamber being involved. Coordinating,
they're doing packets of coupons, that type of thing to be given out to each and every racer. And
we're hopefully going to have some pretty good prizes for the group. So far funding has been
pretty much secured between Americlnn, Houlihan's and hopefully some support from the City
as I know it. Or at least the Park and Rec support as far as that goes. I'm not sure exactly how
that works out but I know Mike and Rod and everybody here so. But we're hoping to have a
total of about 14 different prizes and one big grand prize and really have a very good event and a
successful event. And at this point if Susan has any.
Susan Jesperson: I just have a couple things. I think this will give great visibility to the City of
Chanhassen. Bring a lot of the local area in also. One thing we will be doing, the AmericInn
will be, in Chanhassen here, will be the registration point. We will also have a voice mail that
people can call in and get infonnation about the race so that will be very accessible to them and I
think it's going to be with all the cooperation of the area and of the local businesses, it will be
very successful and something that can turn into maybe Granuna's Marathon at one time. Thank

Howard Anderson: Just to summarize, I guess we didn't mention upon the date. It was
September 16th, which is a Saturday and we'd start the race at about 9:00 and with that we do
have cooperation and secured cooperation I guess with the Carver County Sheriff. Be very
minimal I guess to any traffic inconveniences. Jeny has also secured transportation free of
charge from Southwest Transit and what our goal is, is to have the runners meet over at the
AmericInn, St. Hubert parking area and then we'll shuttle the racers over to Lake Susan and then
they can start the race and they can put their clothes or sweats in a duffle bag. We'll shuttle that
back. Have a nice little tagging area where the runners can pick up their bags. We're also
getting some nice cooperation with some of the other companies in Chan as far as donations for
food and juice and water and things like that so, without further ado, if any of you all have any
questions we'd sure would like to answer them at this particular time.
Lash: Okay. We'll open it up for commissioner comments. Should we start with you?
Howe: I just want to say on the record, you know thanks Jeny and the people from AmericInn/
Northcott. They've done a great job and as Rod and I have been saying for months, I mean
they're serious about pulling this off and doing it right and I think you can see some of that now.
Other than that, you've got eight months to train.
Lash: Okay, thanks. David.
Moes: This looks great. Appreciate the time and effort you put into this. This is excellent.

Franks: I have just a question. Is today the day that we would make a recommendation to the
Council to approve and okay the race going on or, that would happen today? Okay. I'mjust
thinking that according to the timing, it would be helpful to get that up if we would like to
approve it, up to the Council as soon as possible so they can have, start distribution of the race
fonns.
Lash: Okay. Fred.
Berg: Any idea what kind of numbers we're talking about the first year? Do we have any
handle?
Ken Garvin: We're thinking somewhere around 300. As an estimate. It could be higher, but I
think that's a conservative number.
Berg: Okay. Thanks for your help.
Lash: Jay.
Karlovich: My only comments, I'm looking forward to it and I can handle the 5K. Once it
becomes a 10K, I don't know ifI can quite make that.
Lash: Jim.
Manders: Relatively speaking of the Excelsior run, do you know what kind of numbers they
have?
Ken Garvin: I think they're over a thousand.
Howe: Yeah, they've cut off. They've had to stop. One of the race proponents from Excelsior
sits in on our committee meetings on occasion. That's an old line race, is that 20 years old or 15
years old? It's got a long history and they have to shut out entries.
Lash: How big of a one is that?
Howe: That's a 10K.
Ken Garvin: They also have expanded it too, they have.. . and all kinds of different little things
associated with it. We just wanted to keep it simple our first year so that we do a professional
job and then we can expand upon it as, you know as we get a little bit more seasoned.
Manders: Rick is the person that you're saying is, kind of knows all.
Ken Garvin: Rick Ruckter?

Manders: Yeah.
Ken Garvin: Yes. We've already been in touch with him and I think the cost was $250.
Manders: And then this last question, this race infonnation call. Who is that number?
Howard Anderson: That will be the AmericInn Hotel number.
Manders: The 934-...
Ken Garvin: All of our staff will seasoned on how to connect calls and we'll have a voice mail
message tied in with the motel phone system directly responsible to.
Manders: Do you get a discount if you stay in the motel or something?
Ken Garvin: Oh I'm sure we can work something out.
Lash: You're not going to be able to make it home?
Manders: Well we're just trying to draw in more you know.
Lash: I just have a couple of quick questions, and I think you just did a great job too and thanks
so much for all your hard work. This is going to be a great event and to kick something off like
this is just really exciting for all of us. I know when we initially talked about this and the idea of
having it be a Dave HuffÌnan Memorial Run we talked about the possibility of some day maybe
we'd be tying in, maybe getting some Vikings support or little, you know tie in there and KF AN
too. So I didn't know if you guys had looked into that or you're thinking you might want to do it
at some other time?
Ken Garvin: We didn't want to go to that extreme yet. We wanted to get the approval process
done and that's part of the reason why we wanted to meet with you on such kind of short notice.
Some of the local press has kind of been biting at the bit. They've heard about it and they go, can
we print it in the paper yet and we said no, not yet. It's not official. We haven't got the final
blessing to go forward so as soon as we get that from you all and then the City, then we're free to
start exploring those possibilities.
Lash: Okay, that sounds good. The Vikings could use a little positive PR right about now.
Berg: Well if you happen to follow him, and I'm sure you have, Randy Shaver of Channel 11
used to be real close. He'd be a real good source for publicity and help too.
Ken Garvin: Yeah, Dave's wife has made I guess a couple people aware that she would be the
starter of the race. And she would hopefully.

Lash: Okay. Can I just say one thing, and maybe this is the way you want it to be. I'm just sort
of a nit picker for typing so if it's a typo I want to point it out to you. Ifit's right, tell me I'm
reading it wrong. But in the disclaimer at the bottom in the second line where it says that I am
medically able and, is it supposed to be property? Trained or is it supposed to be properly
trained?
Ken Garvin: Probably properly.
Lash: Okay, that's what I thought. But I thought maybe it was property like they knew what to
do around the property. Second line. I am very much a nit picker... Okay, anyone else have
anything they'd like to ask? Okay. Hearing no further comments, can we get a motion to
approve? Yeah, one of you guys do it.
Howe: I move that we approve the Dave HuffÌnan Memorial 5K Run in the planning phase and
authorize the race committee to continue planning it and beginning to market it and send it up to
City Council. Is that kind of a catch all?
Lash: We recommend to the City Council.
Howe: Yeah, the City Council that we're going to go through with this and continue to work on
it.
Lash: Okay, is there a second?

Howe moved, Moes seconded that the Park and Recreation Commission recommend that
the City Cou!lcil approve staff and the race committee continuing to plan for the Dave
Huffman MemorialSK Run. All voted in favor and the motion carried unanimously.

Mayor Mancino: We have one visitor presentation and it's on our agenda and that is the Dave Huffman
MemorialSK race by Mike Howe and Rod Franks. If you two would like to come and make a
presentation to the council please. And more of you.
Mike Howe: We got a big crowd. Thank you Mayor, Council, staff. I'm Michael Howe from the Park
and Rec Commission. With me tonight is Rod Franks, also from the commission and Howard Anderson
and Ken Garvin from Northcott AmericInns. And I just wanted to bring you up to speed, along with my
colleagues about a race we're planning for Chanhassen, along with AmericInn's sponsorship. And
basically it's going to be in September. We would like to call it the Dave Huffman Memorial5K Race.
Something in that regard. Dave Huffman as you know was a Chanhassen resident, Minnesota Viking
football player, broadcaster. He also was on the Park and Rec Commission. I took his seat about 4 years
ago. We wanted to name it after Dave. He did a lot for the City in his short tenure on the Board and I
will, some of the details I will pass off to Howard Anderson who's also on the race committee. .. .about
our plans and hear your comments.
Mayor Mancino: Okay, thank you.

Appreciate the time. I'll be very brief but we did want to keep everyone in the loop in this planning
process. We're expecting to have the race next September 16th. We'd like to have it be a representation
of the City as we are all residents of the city and our future corporate headquarters is being built right off

of Highway 5 there. The Northcott Building right next to the American Legion space. We're expecting
the race to start in Lake Ann parking lot and run through and north of the city, along over the bridge to
the south side of the Highway 5 and end in the AmericInn-Houlihan's parking lot area. We obviously
would like to raise the awareness of the City of Chanhassen and certainly would like to be a part of this
as a sponsor. We've been planning for this for quite a while and as I say we wanted to keep you up to
date. We could go into great detail but I don't know if Ihis is quite the place so we do expect that the 5K
run will be a successful event and hopefully for a long time to come. Maybe even be able to be expanded
to a !OK run. There are quite a few requirements that we would end up needing from the City as far as
cooperation goes. Hopefully some cooperation from the Carver County Sheriff. Possibly the Fire
Department if need be. That type of thing but most everything should be taken care of early on a
Saturday morning with a lot of volunteers. I'm not sure if any of, Rod might have some final comments
for us.
Rod Franks: Sure. Rod Franks. Park Commission. Mayor and members of the Council, we are so
excited about bringing this opportunity to the City. We see it as not only providing a great recreational
opportunily but really a great publicity opportunity for the City. Bringing in the city itself. The
AmericInn and Northcott, Southwest Metro and potentially the Chamber of Commerce as a tie in in the
retail environment are really drawing everybody together in terms of this Fall celebration. We've done a
lot of the leg work already. The background work has already been completed to a large extent. Things
are just falling into place. We're looking at being able to present a fonnal presentation to the Council I
believe in February for your approval. At Ihat time we really hope to have a lot of the particulars nailed
down aboul what type of involvement specifically the City would be asked to make and what the
investment of that would be. But we really just wanted to keep everyone infonned. We would be willing
to answer any questions. Preliminary questions that you would have for us. We would also I think
appreciate some indication that this is something that the City and the Council, that you would approve
of us really continuing to pursue. And with that I'd like to entertain or we can field any quick questions
that you may have.
Mayor Mancino: Thank you very much. Hey, any questions that council members have? Any

Councilman Labatt: How many competitors do you anticipate?
Rod Franks: Well at a minimum we are expecting about 200 runners for the first year, and based on the
experience of the other communities running similar races, we can see that really expanding on a year by
year basis.
Scott Botcher: I'm supposed to run?
Rod Franks: Well my last comment.
Scott Botcher: I thought it was like in my car.
Rod Franks: Well Scott I was going to specifically invite you to start training with me. Start enjoying
some of the great trails.
Scott Botcher: Come play hoops with me. 94 feet at a time.. . yeah but I stop and start a lot.

Mayor Mancino: Does it go through the Skate Park too so there's a little bit of inline skating you have to
do?
Rod Pranks: .. . skaters and the skate boarders will be able to see that there are other recreational
opportunities available to them as well.
Mayor Mancino: Great.
Councilman Senn: How many other communities have a 5K?
Rod Pranks: Waconia, around us? Chaska has one. Waconia has one. Excelsior has one directly.
Councilman Labatt: Minnetonka has that Turkey Trot.
Rod Pranks: Yeah, from the Marsh, Turkey Trot. Right.
Mayor Mancino: Turkey Trot sounds better than 5K race.
Rod Pranks: The Excelsior race was so popular this year they had to turn down entrants. They had to
limit their enrollment.
Councilman Senn: But they have more than a 5K don't they?
Rod Pranks: Right, that's correct. We're starting out with a 5K. According to our analysis, that's the
most popular type of race for the weekend warrior runner that populates our city so we hope potentially
to be able to expand if there's enough of an interest for it into a lOK as well.
Mayor Mancino: Okay. I think it's a great idea. It's a wonderful idea.
Councilwoman Jansen: Great event and thanks to our two commissioners for getting involved and going
to the extra effort of helping to pull this together.
Mike Howe: Well thank you Mayor.

PUBLIC SAFETY UPDATE. CHIEF LAW ENFORCEMENT OFFICER BOB ZYDOWSKY
AND FIRE CHIEF. JOHN WOLFF.
Mayor Mancino: And I know that we're going to have a presentation and for those who are here in the
audience, we will be turning down the lights for part of this presentation.
Bob Zydowsky: Okay. Just a couple things. Just a couple updates for some of the things we're
working on. Citizens Police Academy. We're into our fifth week. Tomorrow night is use offorce. We
go the use of force with the students. Last week we did DWI enforcement with the State Patrol and it
went just great. Just fantastic. Class was very impressed. It was a real good night. Safe and Sober. The
State has offered to us free of charge signs like this that we can post throughout the city. We get as many
as we want. I've talked to Mike Wegler and he and I are going to kind of get together and pUIIhese up
around the city so you'll be seeing these.
Mayor Mancino: Just don't put them on a county road. Excuse me.
Bob Zydowsky: Carrie, in conjunction with the DNR and also Carver County is setting up some
snowmobile classes. She did this last year. I think she and one other deputy trained upwards to 200
people for snowmobile training. So it's a nice service that's offered through our office here and also
Carver County DNR. Pleasant View Road. The surveys officially end November I" so I will have some
information for the November update as far as speeds and those sorts of things. Got a voice mail the
other night from Deputy Keith Wallgrad. Had a high of 55 mph at 10:30 at night so he was very happy
about that. $130 ticket for the person.
Mayor Mancino: 55 on Pleasant View. Okay.
Bob Zydowsky: But I think overall the speeds have been reduced. Speeds have been reduced overall I
think. The surveys that are coming in, 23, 24 mph average so I think the aggressiveness has really
helped.
Mayor Mancino: Any questions for Bob? Go ahead John. Would you fill us in the grass fire that
occurred too please. Give us an update.
John Wolff: Sure, I'll start with that. We had a large wildland grass fire between Lake Ann and Lake
Lucy last Thursday. About 3:50 the fire department was called out and it ended up being 7 to 9 acres that
burned and it was a real swampy, remote area. If you're familiar with the Greenwood Shores and Prince
property, between that is the, is basically the Lake LucylLake Ann area. Very remote. Very difficult to
get equipment in to. Grass fires are pretty demanding on fire fighters because they require a lot of work
just by, it's real manual. You can't bring a lot of heavy equipment in. And we were challenged with
significant logistics. We ended up calling in seven additional fire departments. There were
approximately 150 fire fighters on scene at one point. We sent two people to the hospital, but nothing
serious. It was basically a heat exhaustion situation. We probably went through 5-6 cases of Gatorade.
The Salvation Army was on Ihe scene feeding people. We were there for 7 hours total. And we've been
called back three times since. And the reason being is that the trees caught on fire and we had to cut
trees down to basically put fires out. And a lot of stumps also caught on fire so it's an older forested
area. Kind of mature and so there was a lot of, what we call fire load in that immediate area. For

David Huffman Memorial 5K Race
As you are probably aware, David HuffÌnan was a Chanhassen resident,
Chanhassen Park and Recreation Commissioner, and an ex-Minnesota Viking.
Dave was killed in a car accident in November 1998. Although Dave's stint on
the Park and Recreation Commission was brief, he made a lasting impact. In an
effort to recognize and pay tribute to Dave's memory, the idea of a 5K race was
introduced. The Park and Recreation Commission embraced the idea and
appointed Commissioners Franks and Howe to investigate. Northcott
Development, the parent company of the Americlnn and Houlihan's, had inquired
about sponsoring a racing event in Chanhassen and from that point, the
partnership began.
At the October 25 City Council meeting, members of the race committee will be
sharing infonnation regarding the race and to answer questions the council may
have. If you have any questions please stop by my office.

Dave Hnffman was a Chanhassen resident, Minnesota Viking footbaI1 player and sportscaster, and Chanhassen
Park & Rec Commissioner. He died in a car accident last November.
AmericInns' parent company, Northcott Development, had inquired about sponsoring an annual racing event in
; Chanhassen, where Northcott is CUITeDtly conStructing its headquarters office complex.
We have been meeting since: January to plan and organize this race:. While we have the Park &Rec Commission's
approval to continue planning this event, we thought it appropriate to bring the City Council up to speed on our
plans and see what ideas they might have. To date, here are some of the major points we have decided upon:

Start: Lake Ann parking lot
Finish: AmericInn, Chanhassen
<:ourse: 5K (3.1 miles), £rom Lake Ann, through Chanhassen, over the Highway 5 footbridge, to the Americlnn
complex (See map included)
*We have secured permission from David Huffinan's family for the use of his name. They are very excited about
the event. In fact, Dave's wife intends to be the starter of the race.
*There will be free shuttle bus service from the finish back to the start so runners can retrieve their cars.
*Insurance will hopefully be covered under a rider in Chanhassen's policy.
·The course should require only a núnimum of street closures early on a Saturday morning.

:Or on-site paramedics/ambulance service.
"Entry fees should be in the $12 to $15 range. Runners will receive a long-sleeved shirt with the race logo, which
;viii in some way incorporate the Chanhassen maple leaf along with the logos of the other sponsors.
'Dave Huffman's favorite charity was the Boy Scouts; in future years we hope to donate excess race funds to
hem,.In the meantime, they are a source of volunteers on the racecourse, providing water and guidance to

'There are a few private companies that provide runners with numbers, handle the timing, race finish and posting
f results. We are just now contacting these companies.
We have talked with the Chamber of Commerce. We have their support and some commitments for prizes fi'om
Jembers. Longer term, we hope the race: becomes large enough to have a tie-in with the Chamber and the City.

10K, a very successful Fourth of July .race now in its 2314 year.
