However, in order to meet the requirements of State Statute 429 and to reflect current conditions for the project, a new feasibility study has been prepared. The attached feasibility study outlines a scope of work which has been developed to meet the long-term utility needs of the five properties served by Grandview Road. The report provides two options for serving this area with utilities and discusses the pros and cons of both options. I believe that looping the watermain system is a better option from an overall system operation standpoint, however, either option is acceptable. I recommend the City Council set the public hearing date for the Grandview Road Area Utility Improvement Project No. 97-11 for January 24,2000. Upon establishment of the public hearing date by the City Council, a notice of public hearing and a copy of the feasibility study will be sent to the five property owners proposed to be assessed for the improvements.
