Approve Consultant Services Contract for BC- 7 and BC-8
Trunk Utilities - Project No. 00-01
On August 14, 2000 the City Council authorized preparation of plans and
specifications for the above-referenced project. The City received five submittals
in response to the request for proposals. The proposals were ranked based on:
1. Project Understanding
2. Qualifications of Key Personnel
3. Ability to operate with minimal City Supervision
4. Ability and Willingness of the Firm to supply the necessary resources to
complete the project
5. Cost
In addition to the design and construction services for the extension of trunk
utilities to BC- 7 and BC-8, the City requested the proposals include a feasibility
study amendment and potential design and construction services for extension of
sewer and water to Tanadoona Drive and Dogwood Road. The existing City-
operated system located on Tanadoona Drive has been determined to be failing
and must be replaced. In addition, the City has received a petition from property
owners on Dogwood Road to amend the feasibility study for this project to
consider extension of utilities to those properties.
Staff is recommending that the City Council authorize amendment of the
feasibility study and approve a consultant agreement with HTPO in the amount of
$135,000 for the following work:
1. Preparation of an amendment to the feasibility study for extension of
sewer and water service to both Tanadoona Drive and Dogwood Road.
2. Design and Construction services for extension of trunk utilities to BC- 7
and BC-8.
3. Design and Construction services for extension of utilities to Tanadoona
Drive and Dogwood Road (these costs would only be incurred if the
project is authorized by the City Council after receipt of the feasibility
amendment).

for the BC-7 Trunk Sanitary Sewer and BC-8 Trunk Sanitary Sewer and
Lateral Watermain Improvement Project No. 00-01. This proposal also
includes fees for the completion of a feasibility study amendment to
consider extension of service to Tanadoona Drive and Dogwood Road,
and subsequent design should the extension be deemed viable.

Project Understanding
HTPO understands this project to require an amendment to the Feasibility Report
recently completed for the project area in order to consider extension of service to
Tanadoona Drive and Dogwood Road. The bulk of the project however, consists
of providing professional design and construction contract administration, and
construction staking services required for the BC-7 Trunk Sanitary Sewer and
BC-8 Trunk Sanitary Sewer and Lateral Watermain Improvement project.
The improvements from this project will serve the proposed development by
Pulte Homes on the comer of Highways 5 and 41, the Savaryn property, the
Westwood Community Church property and others. This project will coincide
with the construction of the developments proposed, and the Trunk Highway 5
and West 78th Street frontage road reconstruction, therefore requiring strict
coordination with all parties involved.
This project presents the types of challenges that HTPO welcomes and excels at
solving. We always strive to meet budgetary challenges, but it is those projects
that require minimal impact to the environment, and those that require
coordination with many entities that we take so much enjoyment in solving. We
also welcome projects such as this that allow us to perform our work as an
extension of the City staff.
Environmentally Sensitive
After walking along portions of the project area, we realize the challenges that
will be involved in minimizing impact to the existing environment. One of our
major design goals will be to preserve as many of the tress throughout the project
area as possible.
Wetlands
We were able to discern that the wetland located on the Dolejsi property has been
delineated. We would recommend that the City consider delineating all wetlands
in the project area, especially to accommodate the construction of a trail for
maintenance access to the area. Preserving wetlands to the greatest extent
possible is also not only a project goal, but a design philosophy at HTPO.
Construction Schedule
We believe that winter construction is not necessary for this project, and that the
City may in fact experience significant cost savings through Spring construction.
There may also be a cost savings associated with spring construction in that the
design of the extension to Tanadoona and Dogwood Road, should it be deemed
feasible, may also be completed, allowing construction to take place on the
extension concurrent with the BC-7 and BC-8 construction projects.

management plans, and government agency permit reviews/ applications. Laurie
has worked extensively on both new construction and reconstruction projectS for
municipalities while interacting with developers, government agencies and
neighborhood groups.

Jay has ten years of engineering design, project management and field experience.
He has expertise in the design of municipal street, trail, water main, sanitary
sewer, storm sewer and lift station design projects. He also has been involved
with drainage development reviews, stormwater management plans, and
government agency permit reviews/ applications.
Jay's experience includes planning and design of municipal parks. He is also
licensed and certified as a designer and inspector of on-site sewage treatment
systems. He has provided this expertise on a number of cluster developments.
Recently, a 41-10t cluster development that Jay was involved with received a state
permit for sewage treatment and disposal.

Dan's professional experience includes over 25 years of surveying in Minnesota
and lllinois. He has extensive experience in all types of surveying including
utility and street construction staking, boundary and topographic surveys,
preliminary and final plats, registered land surveys, condominium plats, building
monitoring surveys and precise building layout.
Dan coordinates all field work, including development of surveying systems and
procedures and analyzing the correct techniques to be used to meet client needs.
Experienced in all field to office AutoCad applications, Dan is also responsible for
the daily work schedules of up to six survey crews, and coordinating the
completion of each project within the office when required.
Wetland Delineation Consultant
Should delineation of all wetlands be deemed necessary by the City /Consultant,
HTPO would assist the City in selecting a wetland delineation consultant, or work
closely with the City's pre-selected consultant.

preservation of the existing woodland/wetland environment. This project

on this project, currently under design. The project consisted of sanitary sewer

We will be able to deduct from our fee as well as 7 days from
the survey time in the project schedule, should verification of
