Design - Project No. 04-05
REQUESTED ACTION
The City Council is requested to approve a Consultant Work Order with Kimley-
Horn and Associates in the not to exceed amount of $91,690 for preliminary
engineering services for the 2005 MUSA Improvements.
BACKGROUND
On February 28, 2005, the City Council ordered the portion of the 2005 MUSA
Improvements that will not be constructed as a part of the TH 212 project. These
improvements include various street and utility improvements within the 2005
MUSA area as detailed in the August 2004 Feasibility Report prepared by
Kimley-Horn and Associates.
DISCUSSION
Staff has been meeting with property owners and developers to discuss the
proposed infrastructure improvements for the 2005 MUSA area. Staff last met
with the property owners and developers as a group on February 17, 2005 and
there was general consensus that the City should proceed with the design and
implementation of the proposed improvements that will be constructed separate
from the TH 212 project.
The 2005 MUSA Improvements that will be constructed separate from the TH
212 project include the following:
1. Roadway Improvements
· East-West Collector Roadway between Audubon Road and Powers
Boulevard
. East-West Collector Roadway/Audubon Road Turn Lanes and Traffic
Signal
· Lyman Boulevard/Audubon Road Turn Lanes, Widening and Traffic
Signal Modifications

2. Watermain Improvements
· 16" Watermain Along Lyman Boulevard between Powers Boulevard
and the Railroad Tracks West of Audubon Road
· 12" Watermain Along Audubon Road between Lyman Boulevard and
the South City Boundary and along the South City Boundary to
Pioneer Trail
· Watermain along the East-West Collector Roadway between Audubon
Road and Powers Boulevard
3. Sanitary Sewer Improvements
· Trunk Sanitary Sewer within Sewer District BC-3
· Trunk Sanitary Sewer within Sewer District BC-2
Based upon the preliminary cost estimates included in the Feasibility Report, the
total estimated cost of these improvements is approximately $9.8 million.
The next step in the implementatidn of these improvements is to complete some
additional preliminary design work. This preliminary design work is proposed to
include the following tasks:
1. Base Mapping - City staff is working with Carver County to obtain
updated topographic mapping of the project area. Some additional field
survey work will be required to prepare adequate base mapping for the
preliminary design work.
2. Geotechnical Exploration - Soil borings will be taken at various locations
in the project area to determine existing soil conditions and to identify any
geotechnical issues that will need to be considered as a part of the final
design of the improvements. Kimley-Horn and Associates will help
coordinate this work. A separate soil boring cpntract will be needed for
this work from a soils engineering firm.
3. Wetland Delineation - Wetland delineation will be performed along Bluff
Creek at the location of the proposed East-West Collector Roadway
crossing. In addition, wetland permitting requirements will be determined.
4. Preliminary Mass Grading Plan - A proposed preliminary grading plan
needs to be established for the 2005 MUSA area. This will require close
coordination with the property owners in the project area. The preliminary
grading plan is needed to establish the proposed plan and profile for the
East-West Collector Roadway and to determine the best layout for the
trunk sanitary sewer improvements.

5. Roadway Layouts - The following items need to be prepared as a part of
this task:
· Preliminary plan and profile layout for the East-West Collector
Roadway.
· Preliminary Layout and cross-sections for improvements at the
intersection of Lyman Boulevard and Audubon Road.
· Preliminary plan for the proposed East-West Collector Roadway
bridge crossing of Bluff Creek.
6. Trunk Watermain - Proposed trunk watermain improvements need to be
identified and included on the preliminary roadway layouts. Additionally,
the final layouts and profiles will need to be determined.
7. Trunk Sanitary Sewer Layouts - Final layouts and profiles need to be
prepared for the trunk sanitary sewer improvements necessary for the 2005
MUSA area.
8. Storm Drainage -Preliminary storm water ponding locations need to be
determined based upon the results of the preliminary grading plan task.
9. Traffic Engineering Analysis - The AUAR for the 2005 MUSA area
included a traffic engineering analysis considering some assumed land
uses and development. The traffic analysis needs to be reviewed and
updated as necessary considering actual site plans provided by the
developers of the area.
10. In addition, the preliminary design services will need to include numerous
meetings with property owners, Carver County, MnlDOT, and the TH 212
design-build contractor.

The property owners in the project area are anxious for this preliminary design
work to proceed as the next step in the implementation of the improvements. A
preliminary schedule for the preliminary design work is as follows:

The preliminary design phase will need to determine a staging plan for the
implementation of the roadway and utility improvements. Assuming that the
preliminary design work is completed as detailed above, the following is a
possible schedule for the final design and construction phases of the project:

The final design and construction of the improvements will need to be closely
coordinated with the adjacent property owners. This coordination may require
changes in the schedules detailed above.
Staff has solicited a proposal from Kimley-Horn and Associates for the various
preliminary design tasks described above. It is staff's opinion that the preliminary
design services should be performed by Kimley-Hom due to the following:
· The quality of their previous services for the 2005 MUSA area.
· Their knowledge and background of the project area.
· Their knowledge of the property owners in the project area.
· The tight schedule required to allow these improvements to proceed to meet
the needs of the area property owners.
· Their familiarity with the TH 212 project.

Requests for proposals for the 2005 MUSA Feasibility Study were solicited in
2004 for this work. Kimley-Hom and Associates was the low bidder. The hourly
rates Kimley-Horn and Associates are proposing are almost the same as for the
2005 MUSA Feasibility Study contract and are very competitive with other
consulting firms. Kimley-Hom and Associates' estimated cost for the preliminary
design services is $91,690. This is less than 1 % of the total estimated cost of the
necessary improvements. They are proposing to perform the work on a time and
materials basis not to exceed $91,690. They will be required to submit time
sheets verifying the hours worked on the project. Staff will review these time
sheets for accuracy.
Funding for these preliminary design services will be provided primaril y by
assessments to the benefiting property owners as identified in the 2005 MUSA
Feasibility Study.
