On June 10, 2013, the City Council authorized the preparation of the feasibility study. On November 6, 2013, an open house for the Kiowa neighborhood was held to discuss the proposed project, including the proposed street connection. On November 13, 201,3 an open house for the Minnewashta Shores neighborhood was held to discuss the proposed project. On December 9, 2013, the City Council accepted the Feasibility Study. On December 12, 2013, City staff met with the Springfield neighborhood to discuss the proposed permanent connection between Kiowa Trail /Springfield Drive. DISCUSSION Every year the City considers streets that are in poor condition to be rehabilitated or reconstructed. For the 2014 Street Improvement Project, staff is proposing to reconstruct approximately 1 mile of streets as identified by the City's Pavement Management software, site investigations and utility problems in the area. The project includes the Minnewashta Shores neighborhood in the northwest corner of the city, and Kiowa Trail west of Lake Riley. The Public Hearing for the Minnewashta Shores neighborhood is scheduled for February 10, 2014. This street was built in 1979 and sealcoated in 1992 and 1997. The 2012 pavement condition survey of Kiowa Trail calculated a PCI of 13. A PCI score below 40 indicates the street is in need of major improvements and typically needs to be reconstructed. Based on soils investigation the City has completed, the proposed pavement section includes 18" of sand, 8" of Class 5 and 3.5" of bituminous as recommended by the soils engineer. Surmountable concrete curb and gutter is proposed to be added to this area to improve drainage and help extend the life of the streets. Draintile is also proposed along both sides of the street. The drivable portion of the streets (i.e. the bituminous surface and the concrete gutter) is proposed to be the same as the existing width; the 8" at the back of each curb will extend past the current street width as shown on the graphic below. Existing 24' wide street 8" Proposed 24' wide street 8" . 4 Due to steep driveways and the topography in the area, widening the roadway is problematic. Surmountable curb is proposed due to the narrow roadway. Some trees within the right -of -way but in front of some residential lots will be impacted by the reconstruction work. The tree impacts have not been fully identified at this point since preliminary plans have not been completed. Staff is proposing to include the replacement of these trees in the construction project if property owners want the trees replaced. Water Main Improvements Currently, Kiowa Trail does not have City water service. These properties are all on wells. An 8" public water main is stubbed to Kiowa from Springfield Drive at the north end of the project area. Public 8" water main is proposed to be installed with the 2014 Street Reconstruction project to provide public service to the residents along Kiowa Trail. The design will include a pressure reducing valve (PRV) station. Water services would be stubbed to the property line. The cost of the water main improvements is proposed to be 100% assessed to the benefiting property owners; the City is proposed to pay 100% of the PRV station cost since is this a system -wide improvement need and does not benefit all of Kiowa Trail. Property owners will be able to connect to City water after going through the normal connection permit process. In the past, the City has allowed existing wells to be left in service until such time that the well fails. Sanitary Sewer Improvements Sanitary sewer was installed in Kiowa Trail in 1977. The sanitary sewer was televised and is in good condition and will require some mineral removal, grouting and/or lining to reduce the incidence of inflow and infiltration. These minor repairs are proposed to be fixed with the 2014 project. Storm Sewer Improvements The storm water runoff from about the southern 1/3 of Kiowa Trail will be treated in a pond that was constructed with the Highway 101 improvements. The north portion of the street runoff is proposed to be treated in a pond in Bandimere Park. A shelf of iron filings is proposed to be installed to provide additional treatment. The proposal also includes porous pavement for the Bandimere Heights Park parking area; this design would be similar to that which was installed at the Public Works Facility. Based on staff conversations with the Riley- Purgatory-Bluff Creek Watershed District, approximately $20,000 of cost -share improvement funds would be available for these improvements. The northern storm sewer system outlets to Lake Riley via a storm sewer pipe through a private property. This pipe is in poor condition and should be replaced. City staff has been working with the property owner regarding replacement of this pipe and possibly a swale. Easements will need to be acquired to make these improvements. g:\eng \public\_2014 projects \14 -01 street reconstruction \01 -27 -2014 ph.doc Paul Oehme 2014 Street Reconstruction Project: Kiowa Trail January 27, 2014 Page 4 Private Utilities The estimated cost to relocate overhead electric, phone and cable utilities to underground along Kiowa Trail is $108,032.04, or $4,501.34 per property. This work will be coordinated with the street reconstruction project if 100% of the neighborhood requests to do so. Proposed Permanent Connection To Springfield Drive Section 7.4.3 of the 2020 Comprehensive Plan states: Back -to -back cul -de -sacs were installed at the north end of Kiowa Trail and the south end of Springfield Drive. The pavement for the northern cul -de -sac was installed to the project property line. A breakaway barricade was installed to prohibit thru traffic. The cul -de -sacs were intended to be temporary until either area residents petition the City to open the connection or new Highway 212 is constructed. The construction of Highway 212 was completed in 2007. When the portion of Highway 101 adjacent to Kiowa Trail was under construction, the street connection to the Springfield development via Springfield Drive was open to provide Kiowa Trail residents access to the area during construction. In October, 2013, the City performed a speed survey in response to Springfield neighborhood concerns about the volume and speed of traffic resulting from the connection to Kiowa Trail. Information was collected over a four day period adjacent to the Homeowners Association lot located on the southwest corner of Springfield Drive and Summerfield Drive, as shown in yellow in the graphic to the right. The volumes were consistent with the estimated volumes generated from Kiowa Trail and the eastern portion of the Springfield neighborhood. The speed limit is 30 mph; 85% of the traffic was travelling at 28.4 mph or less. The 85t1 percentile is generally the guideline for determining if there is a speeding issue. The City's consultant SEH, Inc. has provided a traffic analysis which is summarized as follows: • Springfield Drive currently has approximately 300 vehicles per day by the Springfield Park. Typically, residential streets carry less than 1,000 trips per day. Traffic estimates were rounded up to the 100`h trip. It is challenging to model and estimate traffic low volumes in these situations. The N z travel times are shown on the figure on the L " right The Comprehensive plan states residual streets should be designed to discourage cut -thm traffic. The proposed connection corridor has many horizontal curves and Kiowa Trail is a narrow roadway. These roadway features can be considered items that discourage cut -thru oeark, Bandi: Heigh Park traffic. Other measures could also be considered to discourage cut -thru traffic and potential speeding concerns. In December, 2012, the residents of Kiowa Trail submitted a petition requesting that Kiowa Trail remain a dead end street. At the November 6, 2013 open house, most residents reiterated their desire to keep Kiowa Trail a dead end street. Staff met with the Springfield residents on December 12, 2013 to discuss the proposed connection. The residents present at the meeting were opposed to the connection due to their concern about pedestrian safety, particularly at the association pool located at the southwest comer of Springfield Drive and Summerfield Drive. The latest petition and comments regarding the connection are attached to the report. Some measures to address these concerns would be to restrict parking along Springfield Drive by the park/pool area and construct a sidewalk from the Springfield Drive sidewalk along the west side of Kiowa Trail to Bandimere Park. Constructing a sidewalk along the entire length of Kiowa Trail to Highway 101 is not feasible because of lack of right -of -way, landscaping and steep driveways. Funding for the project is anticipated to come from several sources. Forty percent (40 %) of the street improvement costs would be assessed back to the benefitting property owners, per the City's assessment practice. The remaining 60% of the street cost would be a City cost. The preliminary street assessment for your property is currently estimated to be $6,805.52. The estimated cost of the water main and water service installation is $170,371.39. Consistent with the City's practice,e 100% of this cost is proposed to be assessed to the benefitting properties since this is a new utility. The preliminary water main assessment for your property is currently estimated to be $7,098.81. The total estimated assessment for the streets and water main is $13,904.33. The genius of the petition came when we were informed the City of Chanhassen was recommending the permanent removal of the existing barrier between Kiowa Trail and Springfield Drive. There was on overwhelming response. We collected over 150 signatures. 100% of the residents that are located on Springfield Drive signed the petition opposing the City's position of removing the barrier. This in addition to the petition the city has received from the Kiowa Trail residents with 100% of the homes opposed to the city's plan to remove the barrier. The major concerns with removing the barrier are: (1) Increase traffic on the Kiowa Trail /Springfield Drive will become a cut through between HWY 101 and Lyman Blvd. (2) There are numerous children that live on Springfield Drive. Opening the road will create a safety issue. (3) Additionally this cut through will cut right by our park and pool area, which on atypical summer day is packed with children playing. (4) The 2030 Chanhassen Comprehensive plan specifically states "Residential streets should be designed to discourage "cut -thru traffic," We are respectfully request that you support the residents of the Springfield neighborhood and vote against the removal of the Kiowa /Springfield barrier. We stress to all council members to review this connection and understand the unique conditions that will cause this connection to be more dangerous than identified by the reports. Not only is Kiowa Trail narrower than Springfield Drive, but the Bandimere Community Park has several walking paths that terminate directly onto Kiowa Trail making it serve as a walking path to return to the park. Due to the curves and elevation changes on the street, this will create a very dangerous situation for pedestrian traffic. We plan to attend the council meeting and make our concerns known in person.
