SUBJ: Collection of Plastic
IIThe Recycling Commission has been reviewin g adding addin collection of
plastic to the curbside collection of recyclables. The City has
11 received comments from residents who wish to be able to recycle
plastic in addition to the other materials collected curbside. The
Recycling Commission has held two meetings, which haulers were
II invited, to discuss the feasibility of adding plastic to materials
collected curbside. The first Recycling Commission meeting was
attended by representatives of Woodlake, Aagard West and Waste
II Management. These hauling companies are the three largest in
Chanhassen. The firms were hesitant, but stated that they could
collect plastic in Chanhassen. The second Recycling Commission
meeting discussing plastic collection did not have any
IIrepresentatives from hauling firms.
Staff and the Recycling Commission have reviewed options including
1 provision of a drop off center which would collect plastic. After
researching drop off centers, it was found that they were not
successful, unless attended, due to contamination. The bottom line
was the City could not afford a drop off center. There is a small
I chance a drop off center would be provided by Carver County, but it
will most likely be located in Chaska.
I Since the Recycling Commission was not receiving as much attendance
and comments by the haulers as hoped, it was felt they either did
not think it was crucial to attend at this time or else they did
II not care and accepted plastics as a done deal. To provide the
haulers with one final chance for comments before the Recycling
Commission makes a recommendation, the Recycling Commission wanted
the public hearing to be held to receive comment on the ordinance
I from haulers, interested residents and the City Council. After the
public hearing, it is requested that the City Council refer the
ordinance amendment back to the Commission for review and final

recommendation. A final recommendation on the amendment will be
brought before the City Council at an upcoming meeting. To
facilitate the hearing process, staff would recommend first reading
of the proposed ordinance.
At this time, it seems the Recycling Commission is in favor of
adding plastic to the targeted recyclables, but limiting it to only
beverage containers (pop, milk and water bottles) . The plastic
collected would not include detergent bottles as is included in
some recycling programs. The amendment to the Code would simply
amend the definition of targeted recyclables to include plastic
beverage containers.
RECOMMENDATION 1
Staff recommends that the City Council open the public hearing for
' comment and approve first reading. Approval should include
requesting the Commission/staff to incorporate public hearing
comments into the draft prior to resubmittal for final adoption.
The City Council approves first reading of an amendment to
Ordinance 113, Section 1, definition of "targeted recyclables" to
include plastic beverage containers.
