SUBJ: Reject Bids , Auxiliary Turn Lanes on Trunk Highway 101
at Choctaw Circle and Sandy Hook Road

I On September 24 , 1990, bids were received and opened for this
project. The City received only one bid from Valley Paving, Inc.
in the amount of $45 ,642.10 which is approximately $13 ,600 higher
than the engineer' s estimate. The project was scheduled for
1 fall, 1990 construction. Staff originally felt comfortable that
a cooperative agreement could be signed prior to award of bid.
However , the City has not received a cooperative agreement from
I the Minnesota Department of Transportation (MnDOT) or obtained
the additional right-of-way necessary for this project. It is
now anticipated to be mid-November before MnDOT drafts a coopera-
Itive agreement for the City to execute.
On a positive note, by delaying this project until next year, it
may be possible to incorporate the construction of a right turn
1 lane at Cheyenne Trail as well. Staff will be working with
MnDOT to see if this project can be expanded to include Cheyenne
Trail.
1 Due to the abovementioned circumstances and inclement weather
conditions just around the corner, it appears unfavorable to
I proceed with the project this year. Therefore, it is recommended
that the City Council reject the bid received for the construc-
tion of the auxiliary turn lanes on Trunk Highway 101 at Choctaw
Circle and Sandy Hook Road and authorize re-advertising of bids
1 in March, 1991 for May, 1991 construction.
